SB 2384: RELATING TO MOTOR VEHICLES.

Authorizes any vehicle involved in a motor vehicle accident that cannot be moved under its own power or is otherwise disabled to be towed away at the expense of the registered owner. Specifies the applicable requirements and fees for towing motor vehicles involved in accidents under certain circumstances. Exempts certain automobile clubs or towing companies from motor vehicle towing and storage requirements. Effective 9/1/2020. (HD2)

HB 2202: RELATING TO CEMETERIES.

Clarifies that churches granted an exemption from the state laws governing cemeteries and funeral trusts are exempt from all requirements. Allows the director of commerce and consumer affairs to impose any statutory requirement upon an exempt cemetery authority by order. Clarifies that an entity exempt as a church under federal tax law is considered a church for purposes of exemption. (SD1)

SB 2877: RELATING TO MENTAL HEALTH COUNSELORS.

Clarifies that the practicum internship experience requirement is to be included with the course work in counseling requirement for mental health counselors. Clarifies that the supervised mental health practicum intern experience requirement is a total of 300 hours of supervised client contact across two academic terms. Permits applicants to fulfill all or part of their face-to-face clinical supervision requirement by a videoconference service. (HD2)

HB 1659: RELATING TO HEALTH.

Authorizes a pharmacy to provide a customized patient medication package to any person upon consent, with a valid prescription, and in compliance with labeling and dispensing requirements. Adds certain substances to the list of Hawaii's Schedule I controlled substances. (SD1)

HB 2043: RELATING TO ADOLESCENT MENTAL HEALTH CARE.

Allows an unlicensed mental health professional, working under the supervision of a licensed mental health professional, to provide mental health treatment or counseling services to minors without parental or legal guardian consent, knowledge, or participation. Requires a mental health professional to ensure that the covered entity has been notified that minor-initiated mental health treatment or counseling services should not be disclosed. Requires a covered entity, upon notification that minor-initiated mental health treatment or counseling services should not be disclosed, to maintain the confidentiality of minor-initiated mental health treatment or counseling services. Takes effect 1/30/2021. (SD2)

HB 1678: RELATING TO MUSICAL PERFORMANCES.

Prohibits a person from advertising or conducting a live musical performance or production through the use of a deceptive affiliation under certain conditions. Enables action against deceptive practices by imposing penalties and private right of action. (SD1)

HB 1819: RELATING TO HEMP.

Legalizes the growth of hemp in the State through the United States Department of Agriculture hemp production program. Allows the processing and sale of hemp products in the State through State licensing. Expedites the substitution of the USDA hemp production program for the existing industrial hemp pilot program as required by federal law. (SD3)

SB 2920: RELATING TO CONFORMITY TO THE INTERNAL REVENUE CODE.

Conforms Hawaii income and estate and generation-skipping transfer tax laws to the Internal Revenue Code of 1986, as amended as of 3/27/2020, with special provisions to conform to parts of federal Public Law 116-136, the Coronavirus Aid, Relief, and Economic Security Act, which took effect on 3/27/2020. Conforms Hawaii estate and generation-skipping transfer tax laws to the Internal Revenue Code of 1986, as amended as of 12/31/2019. (HD1)
