Making Advances in Mammography and Medical Options for Veterans Act This bill addresses the Department of Veterans Affairs (VA) provision of mammograms and breast cancer treatment. Among other requirements, the VA must submit a strategic plan for improving breast imaging services for veterans; implement a three-year pilot program to provide telescreening mammography services for veterans who live in locations where access to breast imaging services at a VA facility is difficult or unfeasible; upgrade all mammography services at its facilities to use three-dimensional breast imaging; study the availability of access to testing for the breast cancer gene for veterans diagnosed with breast cancer, as recommended by the guidelines from the National Comprehensive Cancer Network; update guidelines to increase the use of molecular testing and genetic counseling for veterans diagnosed with breast cancer; study the accessibility of breast imaging services at VA facilities for veterans with paralysis, spinal cord injury or disorder, or another disability; and update its policies and directives to ensure that it confirms the accessibility of a breast imaging site when referring a veteran with a spinal cord injury or disorder to a non-VA provider. The Inspector General of the VA must report to the VA and to Congress on mammography services furnished by the VA. In addition, the VA must enter into a partnership with at least one cancer center of the National Cancer Institute of the National Institutes of Health in each Veterans Integrated Service Network to expand access to high-quality cancer care for women veterans. In implementing such partnerships, the VA must ensure that veterans with breast cancer who reside in rural areas or states without a partner cancer center are able to receive care through telehealth. Finally, the VA must collaborate with the Department of Defense and report on all current research and health care collaborations between the departments on treating veterans and members of the Armed Forces with breast cancer.
United States Army Rangers Veterans of World War II Congressional Gold Medal Act This bill provides for the award of a single Congressional Gold Medal to the U.S. Army Rangers Veterans of World War II in recognition of their dedicated service during World War II.
This bill designates the community-based outpatient clinic of the Department of Veterans Affairs that will be built in Oahu, Hawaii, as the Daniel Kahikina Akaka Department of Veterans Affairs Community-Based Outpatient Clinic or the Daniel Kahikina Akaka VA Clinic.
Multinational Species Conservation Funds Semipostal Stamp Reauthorization Act of 2021 This bill directs the U.S. Postal Service to sell each copy of the Multinational Species Conservation Fund Semipostal Stamp and notify Congress when all copies have been sold.
Better Cybercrime Metrics Act This bill establishes various requirements to improve the collection of data related to cybercrime and cyber-enabled crime (cybercrime). Among the requirements the Department of Justice (DOJ) must enter into an agreement with the National Academy of Sciences to develop a taxonomy for categorizing different types of cybercrime faced by individuals and businesses; DOJ must establish a category in the National Incident-Based Reporting System for collecting cybercrime reports from federal, state, and local officials; DOJ's Bureau of Justice Statistics and the Bureau of the Census must include questions about cybercrime in the annual National Crime Victimization Survey; and the Government Accountability Office must assess the effectiveness of reporting mechanisms for cybercrime and disparities in reporting cybercrime data and other types of crime data.
Modernizing Access to our Public Land Act or the MAPLand Act This bill directs the Department of the Interior, the Forest Service, and the U.S. Army Corps of Engineers to jointly develop and adopt interagency standards to ensure compatibility and interoperability among federal databases for the collection and dissemination of outdoor recreation data related to federal lands and used to depict locations at which recreation uses are available to the public. Interior, the Forest Service, and the Corps of Engineers must digitize and publish geographic information system data that includes federal interests, including easements and rights-of-way, in private land; status information as to whether roads and trails are open or closed; the dates on which roads and trails are seasonally opened and closed; the types of vehicles and recreational uses that are allowed on each segment of roads and trails; and the boundaries of areas where hunting or recreational shooting is permanently restricted or closed. Interior, the Forest Service, and the Corps of Engineers may work with the U.S. Geological Survey to collect, digitize, standardize, or publish data to meet the requirements of this bill.
This bill requires the Joint Committee on the Library to obtain, and the Architect of the Capitol to permanently install in the U.S. Capitol or on the U.S. Capitol Grounds, statues honoring Associate Justices of the Supreme Court Sandra Day O'Connor and Ruth Bader Ginsburg.
Postal Service Reform Act of 202 2 This bill addresses the finances and operations of the U.S. Postal Service (USPS). The bill requires the Office of Personnel Management (OPM) to establish the Postal Service Health Benefits Program within the Federal Employees Health Benefits Program under which OPM may contract with carriers to offer health benefits plans for USPS employees and retirees. The bill provides for coordinated enrollment of retirees under this program and Medicare. The bill repeals the requirement that the USPS annually prepay future retirement health benefits. Additionally, the USPS may establish a program to enter into agreements with an agency of any state government, local government, or tribal government, and with other government agencies, to provide certain nonpostal products and services that reasonably contribute to the costs of the USPS and meet other specified criteria. The USPS must develop and maintain a publicly available dashboard to track service performance and must report regularly on its operations and financial condition. The Postal Regulatory Commission must annually submit to the USPS a budget of its expenses. It must also conduct a study to identify the causes and effects of postal inefficiencies relating to flats (e.g., large envelopes). The USPS Office of Inspector General shall perform oversight of the Postal Regulatory Commission.
Emmett Till Antilynching Act This bill makes lynching a federal hate crime offense. Specifically, the bill imposes criminal penalties—a fine, a prison term of up to 30 years, or both—on an individual who conspires to commit a hate crime offense that results in death or serious bodily injury or that includes kidnapping or an attempt to kidnap, aggravated sexual abuse or an attempt to commit aggravated sexual abuse, or an attempt to kill.
Amache National Historic Site Act This bill establishes the Amache National Historic Site in Colorado as a unit of the National Park System to preserve, protect, and interpret for the benefit of present and future generations resources associated with the incarceration of civilians of Japanese ancestry during World War II at Amache, also known as the Granada Relocation Center, and the military service of incarcerees at the Granada Relocation Center. The National Historic Site shall not be established until the date on which the Department of the Interior determines that a sufficient quantity of land or interests in land has been acquired to constitute a manageable park unit. After Interior makes such a determination, it shall publish in the Federal Register notice of the establishment of the historic site. Interior may acquire only by donation any land or interests in land located within the boundary of the Camp Amache National Historic Landmark. Any acquired lands or interests in land shall be included within the boundary of the historic site. Interior must prepare a general management plan for the historic site. Interior may enter into agreements with public or private entities to establish and operate facilities outside of the exterior boundary of the historic site for administration, visitor services, and curation of personal property; and other public or private entities to carry out this bill. Interior shall provide the town of Granada, Colorado, with access to those areas of the historic site determined necessary for the operation and maintenance of water infrastructure and appurtenances. Additionally, Interior may permit the town of Granada to construct or install new water infrastructure, systems, or appurtenances limited to the areas determined to be necessary. Finally, Interior may accept, for addition to and administration as part of the historic site, the donation of water infrastructure, systems, or appurtenances within the boundary of the site (including associated water rights) if the water infrastructure, systems, or appurtenances are no longer used by the town of Granada.
Dr. Lorna Breen Health Care Provider Protection Act This bill establishes grants and requires other activities to improve mental and behavioral health among health care providers. Specifically, the Department of Health and Human Services (HHS) must award grants to hospitals, medical professional associations, and other health care entities for programs to promote mental health and resiliency among health care providers. In addition, HHS may award grants for relevant mental and behavioral health training for health care students, residents, or professionals. Additionally, HHS must conduct a campaign to (1) encourage health care providers to seek support and treatment for mental and behavioral health concerns, and (2) disseminate best practices to prevent suicide and improve mental health and resiliency among health care providers. HHS must also study and develop policy recommendations on improving mental and behavioral health among health care providers, removing barriers to accessing care and treatment, and identifying strategies to promote resiliency. Furthermore, the Government Accountability Office must report on the extent to which relevant federal grant programs address the prevalence and severity of mental health conditions and substance use disorders among health care providers.
"Six Triple Eight" Congressional Gold Medal Act of 2021 This bill provides for the award of a Congressional Gold Medal to the women of the 6888th Central Postal Directory Battalion (commonly known as the Six Triple Eight) in recognition of their pioneering military service, devotion to duty, and contributions to increase the morale of personnel stationed in the European theater of operations during World War II.
