HR 2748: Israel Relations Normalization Act of 2021

Israel Relations Normalization Act of 2021 This bill requires the Department of State to take certain actions promoting the normalization of relations between Israel, Arab states, and other relevant countries and regions. Specifically, the State Department must develop a strategy on expanding and strengthening the Abraham Accords (the term used to refer collectively to agreements between Israel and the United Arab Emirates and between Israel and Bahrain marking the public normalization of relations between the two Arab countries and Israel). The strategy must include a description of how the U.S. government will encourage further normalization of relations with Israel. In addition, the State Department must report on options for U.S. international efforts to promote the strengthening of ties between Israel, Arab states, and other relevant countries and regions. The State Department must also report on the status of the normalization of relations with Israel, including information on (1) laws that punish individuals for people-to-people relations with Israelis (i.e., anti-normalization laws), and (2) evidence of steps taken by Arab governments toward permitting or encouraging normalized relations between their citizens or residents and Israeli citizens.

HR 2734: Veteran Families Health Services Act of 2021

Veteran Families Health Services Act of 2021 This bill addresses fertility treatments, counseling, and other health-related programs for veterans and members of the Armed Forces. Specifically, the bill requires the Department of Defense (DOD) and the Department of Veterans Affairs (VA) to provide fertility treatments and counseling to covered veterans and active duty service members or a spouse, partner, or gestational surrogate of such veteran or service member. A covered veteran or service member is a former or current member of the Armed Forces who has an infertility condition, unless it is demonstrable that the individual was completely infertile prior to serving in the Armed Forces. In the case of in vitro fertilization treatment, DOD and the VA may not furnish more than three completed cycles or six attempted cycles, whichever occurs first. DOD must establish procedures related to gamete retrieval and storage. Additionally, DOD must provide service members with the opportunity to cryopreserve and store their gametes prior to deployment to a combat zone or a hazardous duty assignment. DOD and the VA must share best practices and facilitate referrals for the furnishing of fertility treatment and counseling to eligible individuals. Fertility counseling and treatment are included within authorized VA medical services. The VA may pay the adoption expenses (for up to three adoptions) for a covered member who is enrolled in the VA health care system. The VA must facilitate specified reproduction and infertility research conducted collaboratively by DOD and the Department of Health and Human Services.

S 2885: Macadamia Tree Health Initiative Amendments Act

Macadamia Tree Health Initiative Amendments Act This bill expands the research and extension grant program for the macadamia tree health initiative. Under current law, the Department of Agriculture (USDA) may provide competitive grants under the initiative to support research and extension activities to combat the insect known as the macadamia felted coccid (Eriococcus ironsidei). Specifically, the bill authorizes USDA to provide competitive grants for developing and disseminating science-based tools and treatments to combat plant pests and noxious weeds that impact macadamia trees; establishing an area-wide integrated pest management program in areas affected by, or at risk of being affected by, the invasive plant pests or noxious weeds; surveying and collecting data on macadamia tree production and health; investigating macadamia tree biology, immunology, ecology, genomics, and bioinformatics; and conducting research on various factors that may contribute to or be associated with macadamia tree immune systems and other serious threats to macadamia trees.

S 2884: Coffee Plant Health Initiative Amendments Act

Coffee Plant Health Initiative Amendments Act This bill expands the research and extension grant program for the coffee plant health initiative. Under current law, the Department of Agriculture (USDA) may provide competitive grants under the initiative to support research and extension activities to combat the insect known as the coffee berry borer (Hypothenemus hampei). Specifically, the bill authorizes USDA to provide competitive grants for developing and disseminating science-based tools and treatments to combat plant pests and noxious weeds that impact coffee plants; establishing an area-wide integrated pest management program in areas affected by, or at risk of being affected by, plant pests or noxious weeds that impact coffee plants; surveying and collecting data on coffee plant production and health; investigating coffee plant biology, immunology, ecology, genomics, and bioinformatics; and conducting research on various factors that may contribute to or be associated with coffee plant immune systems and other serious threats to coffee plants.

S 2900: Federal Employees Civil Relief Act

Federal Employees Civil Relief Act This bill establishes a framework to temporarily suspend certain judicial and administrative proceedings against a federal employee or contractor during a shutdown (i.e., any period in which there is more than a 24-hour lapse in appropriations affecting any federal agency or department). A federal worker who is furloughed or required to work without pay during a shutdown may apply to a court for a temporary stay, postponement, or suspension of any payment of rent, mortgage, tax, fine, penalty, insurance premium, student loan repayment, or other civil obligation or liability that the worker or individual owes or would owe during the duration of the shutdown. The Department of Justice many commence a civil action against any person who engages in (1) a pattern or practice of violating the requirements of this bill, or (2) a violation that raises an issue of significant public importance. A person aggrieved by a violation of this bill's requirements may also bring a private right of action.

HR 5429: Save our Stages Extension Act

Save our Stages Extension Act This bill extends to March 11, 2023, the time frame during which Shuttered Venue Operators Grant recipients may use grant funds to cover their expenses. These grants provide funds to certain types of entities in the arts and entertainment industry affected by the COVID-19 pandemic. Currently, a recipient may use such funds to cover expenses incurred between March 1, 2020, and December 31, 2021.

HR 978: Chai Suthammanont Remembrance Act of 2021

Chai Suthammanont Remembrance Act of 2021 This bill requires federal agencies to develop and disclose safety plans that contain certain information for on-site employees and contractors during the public health emergency relating to COVID-19 (i.e., coronavirus disease 2019). Specifically, the bill requires each agency to post a safety plan on its website that includes descriptions of (1) the personal protective equipment that the agency will provide to its on-site employees and contractors; (2) protections for employees whose work requires them to travel off-site; (3) testing, contact-tracing, and vaccination protocols; and (4) protocols that ensure the continuity of operations in the event it is necessary to reverse on-site requirements. Each agency's Office of the Inspector General must report on whether the agency has published and implemented its safety plan.

S 2872: Performing Artist Tax Parity Act of 2021

Performing Artist Tax Parity Act of 2021 This bill modifies the tax deduction for the expenses of performing artists (including commissions paid to managers or agents) to provide for a phaseout of such deduction for taxpayers whose adjusted gross income exceeds $100,000 ($200,000 for joint return filers). The $100,000 phaseout threshold is adjusted for inflation annually for taxable years beginning after 2021.

HR 5388: PREPARE ACT of 2021

Promoting Readiness and Ensuring Proper Active pharmaceutical ingredient Reserves of Essential medicines Act of 2021 or the PREPARE Act of 2021 This bill establishes the Strategic Active Pharmaceutical Ingredient Reserve. The Department of Health and Human Services (HHS) must annually publish a public list of essential generic medicines that are medically necessary to have available at all times. HHS must report and implement a plan to establish the reserve, which must be designed to minimize the impact of an interruption or reduction in imports of (1) key starting materials (including active pharmaceutical ingredients) for essential generic medicines, and (2) finished dosage forms of essential generic medicines for which key starting materials are not imported. The plan must also contain provisions to strengthen domestic capacity for active pharmaceutical ingredient production, storage, and conversion. Within one year of this bill's enactment, the plan must include at least 25 of the essential generic medicines on the required list. The plan must add at least 25 medicines each year until the full list is covered. HHS must prioritize domestically manufactured key starting materials for the reserve to the maximum extent possible. A manufacturer of an essential generic medicine that switches to an active pharmaceutical ingredient sourced through the reserve shall not have to update the approved application for that medicine. The Government Accountability Office must report to Congress on active pharmaceutical ingredient manufacturing, including the time and costs needed to develop domestic manufacturing capabilities.
