This resolution supports the designation of Eddie Bernice Johnson Black Women in Science and Technology Month.
This resolution (1) recognizes Girl Scouts of the United States of America for 109 years of inspiring girl leadership and encourages them to continue to support the leadership development of girls, and (2) congratulates all Girl Scouts who earned the Gold Award in 2020.
Community Cleanup Act This bill expands existing notice and publication requirements related to remedial action plans for Superfund sites (sites contaminated with hazardous substances). Specifically, the bill requires the notice and analysis of a proposed plan to be transmitted to the highest ranking official of the local government with jurisdiction over the facility subject to the plan. During the public comment period, written and oral comments may be submitted regarding the use of the facility at issue after the remedial action is taken. Notice of the final remedial action plan must be transmitted to the local government officials with jurisdiction over the facility at issue. Finally, the bill expands the minimum publication requirements for proposed and final plans to include (1) an announcement via a radio or television station in the broadcast area surrounding the facility at issue, (2) digital or social media publications, and (3) a posting to the website of the person proposing to adopt a plan for remediation (e.g., the state or Environmental Protection Agency website).
Ensuring Kids Have Access to Medically Necessary Dental Care Act This bill modifies dental coverage under the Children's Health Insurance Program (CHIP). Specifically, the bill prohibits lifetime or annual limits on CHIP dental coverage. It also requires states to offer dental-only supplemental coverage under CHIP to children who have other health insurance but are otherwise eligible for CHIP (i.e., wraparound coverage); such coverage is currently at the option of the state.
American High-Speed Rail Act This bill addresses high-speed rail corridor development in the United States, including by providing additional funding for high-speed rail corridor planning, and developing comprehensive, performance-based safety regulations and standards for all high-speed rail projects. The federal share of a project financed under this bill may be up to 100%. The Department of Transportation must prioritize financing capital projects in high-speed rail corridors with respect to which at least 20% of the project cost is funded through specified financial sources.
Pharmacy Benefit Manager Accountability Study Act of 2021 This bill requires the Government Accountability Office to report on the role of pharmacy benefit managers in the pharmaceutical supply chain and recommend legislative actions to lower the cost of prescription drugs. The report must address the use of rebates and fees, the average prior authorization approval time, and the use of step therapy within the 10 largest pharmacy benefit managers.
Funding for Aviation Screeners and Threat Elimination Restoration Act or the FASTER Act This bill repeals the requirement that a portion of aviation security service fees collected from passengers be credited as offsetting receipts and deposited in the general fund of the Treasury. It requires such fees to be deposited into a separate account in the Treasury for expenditure to pay only the costs of activities and services for which the fee is imposed (i.e., aviation security screening).
Youth Mental Health and Suicide Prevention Act of 2021 This bill authorizes the award of matching grants to enhance services in secondary schools for students with mental and behavioral health issues that can lead to failure in school, such as depression and substance abuse. The Substance Abuse and Mental Health Services Administration may award these grants on a competitive basis to state or local educational agencies that serve at least one secondary school.
This bill designates the portion of U.S. Route 80 from Selma, Alabama, to Montgomery, Alabama, as the John R. Lewis Voting Rights Highway.
This resolution expresses the sense of the House of Representatives that the global COVID-19 (i.e., coronavirus disease 2019) outbreak is a direct result of China's human rights abuses and propaganda campaign and that China should be held accountable for its handling of the outbreak.
Assault Weapons Ban of 2021 This bill makes it a crime to knowingly import, sell, manufacture, transfer, or possess a semiautomatic assault weapon (SAW) or large capacity ammunition feeding device (LCAFD). The prohibition does not apply to a firearm that is (1) manually operated by bolt, pump, lever, or slide action; (2) permanently inoperable; (3) an antique; or (4) a rifle or shotgun specifically identified by make and model. The bill also exempts from the prohibition the following, with respect to a SAW or LCAFD: importation, sale, manufacture, transfer, or possession related to certain law enforcement efforts, or authorized tests or experiments; importation, sale, transfer, or possession related to securing nuclear materials; and possession by a retired law enforcement officer. The bill permits continued possession, sale, or transfer of a grandfathered SAW, which must be securely stored. A licensed gun dealer must conduct a background check prior to the sale or transfer of a grandfathered SAW between private parties. The bill permits continued possession of, but prohibits sale or transfer of, a grandfathered LCAFD. Newly manufactured LCAFDs must display serial number identification. Newly manufactured SAWs and LCAFDs must display the date of manufacture. The bill also allows a state or local government to use Edward Byrne Memorial Justice Assistance Grant Program funds to compensate individuals who surrender a SAW or LCAFD under a buy-back program.
Civics Secures Democracy Act of 2021 This bill provides resources to expand educational programs in American civics and history, including by establishing grant and fellowship programs and reauthorizing various programs. First, the bill authorizes the Department of Education (ED) to award grants to states, qualified nonprofit organizations, institutions of higher education (IHEs), and qualified researchers to support and expand access to civics and history education. Next, the bill establishes a fellowship program to diversify the civics and history education workforce. In addition, the bill reauthorizes through FY2027 and revises the American History for Freedom grant program. The bill renames the program as the American Civics Education Program. The bill revises the grant program to authorize ED to award grants to IHEs once every three years to establish or strengthen academic programs to promote American political thought and history; the history, achievements, and impact of American representative democracy and constitutional democracies globally; and the means of participation in political and civic life. IHEs may use grants to support additional activities, such as collaborating with federal or state humanities programs and using open educational resources. Further, the bill reauthorizes through FY2022 and revises the Harry S. Truman Memorial Scholarship Trust Fund and the James Madison Memorial Fellowship Trust Fund. Finally, the bill requires the National Assessment of Educational Progress in civics and history to be administered every two years to certain grade levels.
