S 1539: Voters’ Access to Water Act

Voters' Access to Water Act This bill prohibits states from restricting the donation of food or nonalcoholic beverages to individuals who are outside of the entrance of a polling place for a federal election if such items are distributed without regard to electoral participation or political preference. However, states may prohibit individuals who are distributing these items from engaging in political or electioneering activity.

HR 3013: COVID Vaccine Transportation Access Act

COVID Vaccine Transportation Access Act This bill establishes a grant program to remove transportation barriers in accessing COVID-19 vaccination sites. It also requires the federal government to cover the full cost of nonemergency transportation benefits related to accessing a COVID-19 vaccine for Medicaid recipients. Specifically, the Department of Health and Human Services must award the grants through state health agencies to nonprofits that have experience providing services to communities with disparities in health status and health care access. Grant-funded projects may include prescheduled or on-demand transportation to and from COVID-19 vaccination sites.

HR 3032: Jonny Wade Pediatric Cancer Research Act

Jonny Wade Pediatric Cancer Research Act This bill terminates (1) the taxpayer election to designate $3 of income tax liability for financing of presidential election campaigns, (2) the Presidential Election Campaign Fund, and (3) the Presidential Primary Matching Payment Account. The Department of the Treasury must transfer the funds remaining in the Presidential Election Campaign Fund to the 10-Year Pediatric Research Initiative Fund. The National Institutes of Health (NIH) must prioritize certain pediatric research that does not replicate existing NIH research activities.

HR 3063: MOMMIES Act

Maximizing Outcomes for Moms through Medicaid Improvement and Enhancement of Services Act or the MOMMIES Act This bill establishes a series of programs and requirements under Medicaid and the Children's Health Insurance Program (CHIP) relating to maternal health. For example, the bill expands eligibility for coverage under Medicaid and CHIP from 60 days to one year after the last day of pregnancy and requires such coverage to include oral health services. The bill also establishes a demonstration program in which states receive grants to implement or expand models for maternity care homes that provide services to Medicaid or CHIP beneficiaries. The Government Accountability Office must report on (1) gaps in coverage under Medicaid and CHIP for pregnant and postpartum women, and (2) the use of telehealth by state Medicaid programs to increase access to maternity care.

HR 3054: 21st Century Federal Writers’ Project Act

21st Century Federal Writers' Project Act This bill creates a grant program in the Department of Labor to provide eligible entities with funds to assist individuals who are unemployed or underemployed in order to document in writing and images American society and the broad impacts and effects of the COVID-19 pandemic in the United States. In addition, Labor must (1) establish a repository of works developed through the grant program in which grantees submit completed works from subgrantees, including giving credit to each writer or artist, and make such works available to the public; and (2) forward the completed work to the Library of Congress to archive such material. The Library must establish an archive program in its American Folklife Center for collection and public availability, in a digital format of such written and visual works.

HR 3038: Airline Pilots Retirement Security Act

Airline Pilots Retirement Security Act This bill allows catch up contributions to tax-exempt retirement plans for employees subject to a federally-mandated retirement age, in the three years prior to and including such retirement age (e.g., airline pilots). The amount of such contribution is twice the current allowable amount. The bill also modifies the cost-of-living adjustment to the defined contribution plan limit of a tax-exempt employer retirement plan.

HR 3064: Inspector General Access Act of 2021

Inspector General Access Act of 2021 This bill transfers responsibility for investigating certain allegations of misconduct from the Department of Justice (DOJ) Office of Professional Responsibility to the DOJ Office of the Inspector General. Specifically, the bill transfers responsibility for allegations relating to a DOJ attorney's authority to investigate, litigate, or provide legal advice.

HR 2998: COINTELPRO Full Disclosure Act

COINTELPRO Full Disclosure Act This bill requires the U.S. government to release and publicly disclose, within six months, all records related to the COINTELPRO operation of the Federal Bureau of Investigation (FBI) unless disclosure would cause harm. COINTELPRO was a series of covert and illegal projects aimed at surveilling, infiltrating, discrediting, and disrupting domestic political organizations, including the Black Panther Party. The bill requires the removal of J. Edgar Hoover's name from the FBI headquarters in the District of Columbia. The bill establishes the COINTELPRO Records Review Board to review determinations by government offices that do not fully disclose their records after six months. The review board shall make recommendations to the President regarding whether files that have been only partially disclosed should be fully released. The review board may request the Department of Justice to petition any U.S. court to release any information relevant to COINTELPRO that is held under court seal.

HR 2991: Connecting America’s Active Transportation System Act

Connecting America's Active Transportation System Act This bill directs the Department of Transportation (DOT) to carry out an active transportation investment program to provide competitive grants to state, local, and regional government entities, and Indian tribes to construct projects that connect walking and bicycling infrastructure within and between communities, metropolitan regions, or states. The bill sets forth various limitations on the use of funds by DOT, including that it must obligate at least 30% of funds to projects that connect people with public transportation, businesses, workplaces, schools, residences, recreation areas, and other community activity centers; set aside at least $3 million to provide planning grants for eligible entities; and set aside at least $2 million to cover the costs of administration, research, technical assistance, communications, and training activities under the program. The federal share of grants must not exceed 80% of the total project cost. However, DOT may increase the federal share to 100% for disadvantaged communities with a poverty rate of over 40%.
