HR 3251: BTU Act of 2021

Biomass Thermal Utilization Act of 2021 or the BTU Act of 2021 This bill expands the 30% energy tax credit to include open-loop biomass heating property and extends the residential energy efficient property tax credit for five years. The bill defines open-loop biomass heating property as any property that uses open-loop biomass to produce thermal energy in the form of heat, hot water, hot air, or steam and is used for space heating, air conditioning, domestic hot water, or industrial process heat, but does not include any boiler or furnace unless they operate at thermal output efficiencies of at least 75% and are installed indoors.

HR 3256: Defund the Wuhan Institute of Virology Act

Defund the Wuhan Institute of Virology Act This bill prohibits making federal funds available to the Wuhan Institute of Virology in China. The Government Accountability Office must report to Congress on federal funds given to the institute over the past 15 years. The report must list any such funds that the institute provided to the Chinese government, the Chinese Communist Party, or affiliates of these entities.

HR 3191: COVID–19 Origin Act of 2021

COVID-19 Origin Act of 2021 This bill requires the Office of the Director of National Intelligence (ODNI) to declassify all information relating to potential links between the Wuhan Institute of Virology and the origin of COVID-19. The ODNI shall submit to Congress an unclassified report containing such information, with redactions only as necessary to protect sources and methods.

SRES 213: A resolution recognizing the importance of the United States-Republic of Korea relationship to safeguarding peace, security and prosperity on the Korean Peninsula, in the Indo-Pacific region and beyond, and welcoming the visit of President Moon Jae-in to the United States.

This resolution welcomes President Moon Jae-in of South Korea to the United States. It also reaffirms the importance of the U.S.-South Korea relationship to peace, security, and prosperity on the Korean Peninsula and in the Indo-Pacific region.

S 1621: PREPARE Act

Providing Resources for Emergency Preparedness And Resilient Enterprises Act or the PREPARE Act This bill reauthorizes through FY2026 a pre-disaster mitigation program, administered by the Small Business Administration, for disbursing economic injury disaster loans to small businesses for protection of real estate, equipment, inventory, supplies, and materials. The bill also increases the amount for loans to take mitigating actions to protect damaged or destroyed property from possible future disasters.

S 1625: Securing and Enabling Commerce Using Remote and Electronic Notarization Act of 2021

Securing and Enabling Commerce Using Remote and Electronic Notarization Act of 2021 This bill allows a notary public commissioned under state law to remotely notarize electronic records and perform notarizations for remotely located individuals. The bill provides technical requirements for such notarizations, including the creation and retention of video and audio recordings and the use of communication technologies (i.e., video chat). Additionally, the bill requires U.S. courts and states to recognize notarizations—including remote notarizations of electronic records and notarizations of remotely-located individuals—that occur in or affect interstate commerce and are performed by a notary public commissioned under the laws of other states. The bill also allows a notary public to remotely notarize electronic records involving an individual located outside of the United States, subject to certain requirements.

HR 3185: Save Local Business Act

Save Local Business Act This bill provides that a person may be considered a joint employer in relation to an employee under federal labor law only if such person directly, actually, and immediately (and not in a limited and routine manner) exercises significant control over the essential terms and conditions of employment. Such control may by demonstrated by hiring and discharging employees, determining individual employee rates of pay and benefits, day-to-day supervision of employees, assigning individual work schedules, positions, and tasks, and administering employee discipline.

HR 3183: Metastatic Breast Cancer Access to Care Act

Metastatic Breast Cancer Access to Care Act This bill expedites payment of Social Security Disability Insurance (SSDI) benefits and eligibility for Medicare coverage for those with metastatic breast cancer (i.e., breast cancer that has spread to other sites in the body). Specifically, the bill eliminates the 5-month waiting period for SSDI benefits and the subsequent 24-month waiting period for Medicare coverage for individuals with metastatic breast cancer. Under current law, individuals generally must wait five months after the onset of disability to begin receiving SSDI benefits and an additional 24 months to become eligible for Medicare.

HR 3194: Fairness for Farm Workers Act

Fairness for Farm Workers Act This bill extends overtime pay protections to agricultural workers. The bill requires employers, beginning in 2022, to compensate agricultural workers for hours worked in excess of their regular hours (i.e., 55 hours in 2022, 50 hours in 2023, 45 hours in 2024, and 40 hours in 2025) at not less than one and one-half times the employee's regular rate. For employers with 25 or fewer employees, the overtime pay requirements begin in 2025. These overtime pay requirements do not apply, as under current law, to employees who are the parent, spouse, child, or other member of the employer's immediate family. The bill also repeals the exemption from overtime pay requirements for employers in various agriculture-related industries, including certain small farms, irrigation projects, sugar processing, and cotton ginning and compressing.
