This resolution (1) commits to advancing policies that will end roadway fatalities by 2050, and (2) calls on Congress and the Department of Transportation to commit to working together to achieve zero roadway fatalities by the year 2050.
Finding Alternatives to Mass Incarceration: Lives Improved by Ending Separation Act of 2021 or the FAMILIES Act This bill establishes a federal statutory framework to divert certain defendants who are parents or caregivers away from prison and probation and into a comprehensive support services program. At the federal level, the bill establishes and provides funds for the comprehensive support services program, or FAMILIES Program. The bill authorizes federal courts to sentence a parent or caregiver to participation in the FAMILIES Program as a condition of supervised release or instead of probation or prison. At the state level, the bill funds grants for states to replicate successful state parenting sentencing alternatives programs that have the potential to keep parents out of prison. The bill also provides funds for a study on the effects of incarceration on children of incarcerated parents and for training district court judges to carry out the FAMILIES Program.
Say No to Indoctrination Act This bill prohibits the use of federal funds to teach or advance concepts that separate individuals based on race, color, or national origin; assign characteristics to individuals based on race, color, or national origin; or imply that the United States is an inherently racist country.
This bill redesignates as the Nancy Reagan Memorial Park the Gravelly Point Park located along the George Washington Memorial Parkway in Arlington County, Virginia.
Close the Medigap Act of 2021 This bill (1) expands guaranteed issue rights with respect to Medigap policies (Medicare supplemental health insurance policies), (2) eliminates certain limitations on Medigap policies for newly eligible Medicare beneficiaries, and (3) modifies other provisions related to Medigap policies. (Guaranteed issue rights require that a policy be offered to any eligible applicant without regard to health status.)
Rebuilding Economies and Creating Opportunities for More People Everywhere To Excel Act or the RECOMPETE Act This bill establishes a grant program to assist economically distressed local communities and labor markets that meet specified economic criteria, including employment criteria. The Economic Development Administration (EDA) must award 10-year grants to a local government, tribal government, economic development district, or consortium of local government units located in such areas. Each grant recipient must develop and implement a comprehensive strategy to address the economic challenges specific to the area. The grants may be used to increase employment opportunities, increase local per capita income, support economic development, and develop infrastructure and housing. Additionally, the EDA must periodically evaluate each grant recipient based on certain benchmark criteria and annually report on the implementation of the program. The bill specifies formulas for determining the grant amount for each community or market and the federal share of the cost of each program or activity conducted under the program.
Recognizing and Ensuring Taxpayer Access to Infrastructure Necessary for GPS and Satellite Communications Act of 2021 or the RETAIN GPS and Satellite Communications Act of 2021 This bill places conditions on entities that deploy commercial terrestrial operations in the 1525-1559 megahertz (MHz) band or the 1626.5-1660.6 MHz band of the electromagnetic spectrum. These frequency bands are traditionally used for satellite operations, including the global positioning system (GPS). On April 19, 2020, the Federal Communications Commission approved an application for a low-power 5G wireless network in such bands despite concerns about the network interfering with GPS and other operations on adjacent bands. In its application, the entity committed to update, repair, or replace federal devices, platforms, or systems affected by its operations. This bill requires an entity (including the previously approved entity) that deploys terrestrial operations in the designated bands to reimburse a federal agency or a person for certain costs if the entity's operations interfere with or otherwise affect the operations of the agency or person. These costs may include necessary upgrades, repairs, or replacements to satellite communication devices and related equipment, as well as expenses for engineering studies and labor. Reimbursable costs owed by the entity transfer to any assignee, successor, or purchaser of its license to deploy terrestrial operations in the designated bands. The bill also expressly authorizes federal agencies to directly accept from the entity reimbursements for incurred costs.
Water Reuse and Resiliency Act of 2021 This bill reauthorizes through FY2026 and revises a pilot program of the Environmental Protection Agency for alternative water source projects. The program, which was established under the Clean Water Act, provides grants to states, local agencies, private utilities, and nonprofit entities for alternative water source projects to meet critical water supply needs.
Public Service Loan Forgiveness Modernization Act This bill revises provisions related to the Public Service Loan Forgiveness (PSLF) program. Specifically, the bill requires the Department of Education (ED) to establish and regularly update a comprehensive database identifying each qualified public service employer and each position offered by such employer that is a public service job. ED must also establish a process whereby an employer may submit a certification that it is a qualified public service employer. In addition, the bill prohibits ED from requiring a borrower to apply for and be denied loan cancellation pursuant to the PSLF program as a condition of eligibility for loan forgiveness under the Temporary Expanded Public Service Loan Forgiveness program. ED must also develop and make publicly available an online tool for borrowers to learn more about the expanded program, determine their eligibility for forgiveness, and identify any requirements for participation.
Motorsports Fairness and Permanency Act of 2021 This bill modifies the requirements for calculating taxable income to make permanent the accelerated depreciation (seven-year recovery period) of motorsports entertainment complexes.
School Milk Nutrition Act of 20 21 This bill revises requirements for milk provided by the National School Lunch Program of the Department of Agriculture. The bill permits schools participating in the program to offer students low-fat flavored milk.
This bill repeals the limitation on the amount of distilled spirits excise tax covered over (paid) to the treasuries of the U.S. Virgin Islands and the Commonwealth of Puerto Rico. The bill requires certain amounts of the excise tax paid to the treasury of Puerto Rico to be transferred to the Puerto Rico Conservation Trust Fund.
