Supply Chain Health And Integrity for the Nation Act or the Supply CHAIN Act This bill establishes the Supply Chain Resiliency and Crisis Response Office to monitor and respond to disruptions in critical industries and supply chains. Specifically, the office must (1) identify high-priority supply chain gaps and vulnerabilities in critical industries, (2) identify and evaluate the effect of supply chain disruptions on U.S. economic security, and (3) collaborate with other governmental bodies and key international partners to identify opportunities to reduce supply chain gaps and vulnerabilities. The office also must establish a unified coordination group to oversee the interagency response to supply chain shocks and the office must designate certain critical industries, supply chains, and critical goods and services. The bill includes various reporting requirements.
Equal Access to the Right Nutrition for Military Families (EARN) Act of 2021 This bill facilitates the participation of military households in the Supplemental Nutrition Assistance Program (SNAP) by excluding from income limits the housing allowance provided to members of the Armed Forces and modifying administration and other aspects of the program.
Fresh Produce Procurement Reform Act of 2021 This bill requires the Agricultural Marketing Service of the Department of Agriculture to procure domestically grown, fresh produce for distribution to food banks, schools, tribal organizations, and other qualifying nonprofits that serve individuals at risk of food and nutrition insecurity. The service must procure the produce from growers, packers, distributors, food-hubs, nonprofits, or cooperatives.
This concurrent resolution (1) recognizes the 131 years of significant and meaningful contributions the 1890 Institutions (i.e., historically Black universities established under the Second Morrill Act of 1890) have made to the United States, (2) supports the efforts of the Department of Agriculture and other federal agencies to build stronger partnerships with such institutions, and (3) commits to working in a bipartisan way to address the past funding and program inequities of such institutions.
This resolution requests the President and directs the Department of State to transmit to the House of Representatives, not later than 14 days after the adoption of this resolution, copies of both classified and unclassified documents that refer or relate to certain information on the withdrawal of the United States from Afghanistan, including reactions, concerns, or objections expressed by certain allies and partners; any agreement reached with the Taliban related to the evacuation of specified individuals; and numbers of specified individuals in contact with the State Department to request evacuation assistance from Afghanistan, from July 30, 2021, to the present.
This resolution supports the designation of World Food Day and encourages the people of the United States to observe the days with appropriate ceremonies and activities.
Burma Unified through Rigorous Military Accountability Act of 2021 or the BURMA Act of 2021 This bill imposes sanctions pertaining to Burma (Myanmar) and addresses related issues. The President must impose property- and visa-blocking sanctions on certain foreign persons (i.e., an individual or entity), including those that (1) knowingly operate in Burma's defense sector, (2) are responsible for or complicit in undermining Burma's democratic processes, or (3) are senior leaders in Burma's military or government. The Department of the Treasury must prohibit or impose strict conditions on certain accounts used to facilitate transactions for such sanctioned persons. The President may impose sanctions on Myanma Oil and Gas Enterprise if such sanctions would support certain objectives, including reducing the Burmese military's ability to undermine democracy in Burma. The President may also prohibit imports of precious and semiprecious gemstones from Burma. Before removing certain foreign persons from a list of specially designated nationals and blocked persons (commonly known as the SDN list), the President must certify to Congress that the person in question has not knowingly engaged in certain activities, such as supporting terrorism. The bill authorizes Department of State and U.S. Agency for International Development activities in Burma and the surrounding region to support democracy activists, humanitarian assistance, and reconciliation efforts. The State Department may (1) continue to assist organizations supporting political prisoners in Burma, and (2) provide assistance to entities investigating crimes against humanity. The President must direct U.S. representatives to the United Nations to vote and advocate for certain actions related to Burma, such as cutting off assistance to Burma's government.
Animal Freedom from Testing, Experiments, and Research Act of 2021 or the AFTER Act of 2021 This bill requires federal research facilities to facilitate the adoption or nonlaboratory placement of certain warm-blooded animals (e.g., dogs, cats, monkeys, guinea pigs, hamsters, and rabbits) with animal rescue organizations, animal sanctuaries, animal shelters, or individuals. In order to be adopted or placed, the animals must (1) no longer be needed for research; (2) be suitable for release; (3) not be birds, rats, or mice.
Election Worker and Polling Place Protection Act This bill expands criminal civil rights offenses involving interference with federally protected activities. Current law prohibits the use of force or threat of force to injure, intimidate, or interfere with an individual because of that individual's participation in certain enumerated federally protected activities (e.g., voting or jury duty). This bill broadens the scope of prohibited conduct to include violence or threat of harm to any person or property to injure, intimidate, or interfere with an individual because of that individual's participation in a federally protected activity. Additionally, with respect to voting activities, the bill extends protection to an individual who participates in an election as an agent, contractor, or vendor. Current law already protects an individual who participates as a candidate, voter, poll watcher, or election official. Finally, the bill establishes new offenses involving physical damage to or threats to physically damage a polling place, tabulation center, or other election infrastructure.
Gun Suicide Prevention Act This bill prohibits manufacturers and retailers from selling firearms unless the firearm includes a label with the toll-free telephone number for the National Suicide Prevention Lifeline.
Blocking Joseph Robinette Biden's Overreaching Vaccine Mandates Act This bill restricts implementation and enforcement of COVID-19 vaccine mandates, including in the Medicare and Medicaid programs. Specifically, the Department of Health and Human Services may not require, as a condition of participation in the programs, that providers mandate COVID-19 vaccination for their employees, or otherwise penalize participating providers that do not mandate such vaccination. The bill also prohibits the use of federal funds to implement or enforce a COVID-19 vaccine mandate.
This resolution condemns any actions taken by any terrorist organization or government in Afghanistan to oppress women and girls. It also demands that the Taliban preserve and advance the rights and freedoms of all women and girls.
