Rep. Hillary Cassel

Perfluoroalkyl and Polyfluoroalkyl Substances; Prohibits, beginning on specified date, certain use & sale, purchase, or distribution of aqueous film-forming foam; requires, beginning on specified date, certain entities to submit aqueous film-forming foam inventories & disposal plans to DEP; prohibits, beginning on specified date, possession & use of aqueous film-forming foam; authorizes DEP to administer certain grants or cost share programs; provides penalties & injunctive relief; requires certain public entities disposing of domestic wastewater biosolids and treated effluent to quarterly conduct specified samplings & submit results to DEP; limits purpose such samplings until specified standards are established by EPA & adopted by DEP.

Domestic Violence and Protective Injunctions; Reclassifying penalties for committing a domestic violence offense if a person has a prior conviction for domestic violence; providing that sentencing and incentive gain-time eligibility determinations are made without regard to a penalty enhancement; establishing an electronic monitoring pilot program in a specified county; requiring the sheriff, in consultation with certain persons, to design and implement the pilot program; providing requirements for the pilot program; requiring the Department of Corrections to complete an evaluation and provide specified reports to the Legislature; requiring the Department of Law Enforcement to enter injunctions against dating violence and sexual violence into a statewide verification system, etc.

Foreign Influence; Defines the terms "designated foreign terrorist organization" and "foreign country of concern"; provides penalties for specified persons who solicit or accept anything of value from persons or entities representing a designated foreign terrorist organization or a foreign country of concern; requiring the Commission on Ethics to adopt certain rules by a specified date; authorizes any appropriate tax collector to revoke or refuse to renew business tax receipts of specified individuals, businesses, or entities; prohibits certain activities encouraging affiliations with foreign countries of concern; requires the Department of Commerce to publish and update certain information on its website; deleting the Florida-China Institute from the list of linkage institutes; authorizes the Governor to suspend certain laws or rules relating to Cuba for a specified period under certain circumstances, etc.

Pub. Rec./Terrorist Organizations; Provides exemption from public records requirements for certain information relating to designation of organization as domestic terrorist organization or foreign terrorist organization by Chief of Domestic Security; provides for future legislative review & repeal of exemption; provides statement of public necessity.

Systems of Law and Terrorist Organizations; Providing that the Department of State may administratively dissolve a corporation that has been designated as a terrorist organization in certain situations; providing that a person who receives military training from a domestic terrorist organization in certain situations commits a specified crime; providing a person who knowingly provides or attempts or conspires to provide material support or resources to a domestic terrorist organization commits a specified crime; providing that a person who willfully becomes a member of a domestic terrorist organization and serves under the direction or control of such organization with a specified intent commits a specified crime; authorizing the Chief of Domestic Security to designate an organization a domestic terrorist organization or a foreign terrorist organization if certain requirements are met; requiring the Chief to provide specified written notice to the Governor, the Cabinet, and the organization of the designation; providing that the Governor and the Cabinet may by a majority vote approve or reject the designation; requiring the Chief to publish such designation in the Florida Administrative Register within a specified time period after approval of the designation by the Governor and the Cabinet; providing that certain students of school districts and Florida College System institutions are ineligible for specified fee waivers; prohibiting students who promote domestic terrorist organization or foreign terrorist organizations from being awarded certain public institution funds, etc.

Insurance Claims Payments to Health Care Providers; Prohibits payment adjudicators from downcoding health care services under certain circumstances; requires health insurers to ensure that their downcoding policies are updated & to ensure compliance with specified provisions on downcoding; authorizes investigations & actions against noncompliance; provides certain presumption in favor of physicians' determination regarding patients' diagnoses & service orders; provides calculations of interests on health insurers' nonpayment & underpayment due to downcoding; provides causes of action for health care providers; prohibits utilization review entities from implementing new requirements, restrictions, & changes on prior authorizations under certain circumstances; provides requirements for adverse determinations made by such entities on health care providers' claims; revises requirements & timeframes for responses from health insurers & HMOs to submitted claims.

Education; Revises provisions relating to K-12 expenditures, school districts, charter schools, lab schools, epinephrine use in public & private schools, school attendance, VPK program, school readiness program, early learning coalitions, Gold Seal Quality Program, required instruction, comprehensive mathematics instruction, parental consent to opt out of specified instruction, certain education funding, instructional materials, educator certifications, & State Requirements for Educational Facilities.

Activities of Special Districts; Authorizes certain special districts meeting particular criteria to jointly enter into, participate in, establish, or control specified joint relationships or collaborations anywhere in boundaries of either or all such special districts; establishes state action immunity; authorizes such districts to exercise such powers regardless of certain consequences.

Florida Hurricane Catastrophe Fund; Revises provisions for Florida Hurricane Catastrophe Fund including, retention multiple, adjusted retention multiple, reimbursement contracts, loss adjustment expense, contract obligations, reimbursements, reimbursement premiums, & reinsurance.

Private School Facilities; Providing that certain private schools are considered a permitted use in certain zoning districts; authorizing counties and municipalities to require specified measures to mitigate vehicular traffic and pedestrian safety; authorizing private schools to provide a traffic study rather than comply with such measures; authorizing the award of injunctive relief; requiring certain private schools operating in such facilities to meet specified Florida Fire Prevention Code standards; authorizing the State Fire Marshal to adopt rules, etc.
