Ratification of Rules of the Department of Environmental Protection; Ratifying specified rules relating to standards for onsite sewage treatment and disposal systems and for domestic wastewater facility planning for facilities expansion, collection/transmission systems, and an operation and maintenance manual for the sole and exclusive purpose of satisfying any condition on effectiveness pursuant to s. 120.541(3), F.S., which requires ratification of any rule exceeding the specified thresholds for likely adverse impact or increase in regulatory costs, etc.

OGSR/United States Census Bureau; Repealing a provision which provides an exemption from public records requirements for United States Census Bureau address information held by an agency pursuant to the Local Update of Census Addresses Program, etc.
OGSR/Current or Former Public Guardians; Amending a provision which provides an exemption from public records requirements for certain identifying and location information of current or former public guardians, employees with fiduciary responsibility, and the spouses and children thereof; defining terms; narrowing the scope of the public records exemption for current public guardians and employees with fiduciary responsibility and former public guardians and employees with fiduciary responsibility, respectively; removing the scheduled repeal date of the exemption, etc.
Transportation of Inspected Unauthorized Aliens; Provides legislative findings; creates Unauthorized Alien Transport Program within Division of Emergency Management to facilitate transport of inspected unauthorized aliens within United States; authorizes division to contract for services to implement program; authorizes division to adopt rules to implement program; provides for future expiration; removes s. 185 of chapter 2022-156, Laws of Florida; deems certain payments approved; reverts appropriated funds; provides appropriation. Emergency Response; Creates Local Government Emergency Bridge Loan Program within DEO, subject to appropriation; provides program's purpose; specifies program eligibility requirements; authorizes DEO to provide interest-free loans to eligible local governments through specified means; provides for expiration of program; provides appropriations. APPROPRIATION: $700,000,000
Property Insurance; Creates Florida Optional Reinsurance Assistance program (FORA); authorizes eligible insurers to purchase reinsurance coverage under FORA; requires board to provide specified coverage layers; specifies requirements & procedures for appropriation of funds from General Revenue Fund to provide reimbursements under FORA; removes right to attorney fees for judgments or decrees against surplus lines insurers in suits arising under residential or commercial property insurance policies; revises eligibility requirements for renewing coverage with Citizens Property Insurance Corporation for personal lines residential & commercial lines residential risks; specifies burden of proof for corporation policyholders making claims for water damage; specifies conditions that must be met for property insurance policy to require mandatory binding arbitration; removes right to attorney fees payable by insurers in alternative procedure for resolution of disputed sinkhole insurance claims; prohibits policyholders from assigning post-loss insurance benefits under residential or commercial property insurance policies; provides appropriation.
