Residential Impacts from Mining Activities; Citing this act as the “Residential Blasting Safety and Transparency Act”; providing that the Division of State Fire Marshal retains sole and exclusive authority to adopt standards, limits, and regulations for explosives used for certain mining activities; requiring certain persons to monitor and record blast sites; revising the administrative procedures and remedies for filing a petition for alleged damage due to the use of explosives in connection with construction materials, etc.
Minimum Age for Firearm Purchase or Transfer; Reduces minimum age at which person may purchase firearm & age of purchasers to which specified licensees are prohibited from selling or transferring firearm; removes exception.
Homestead Property Tax Benefits for Long-term Owners and Permanent Residents; Requiring that certain property be assessed at less than just value when the person who owns the property has owned and used the property as his or her permanent residence for a specified timeframe; providing that the assessed value of such property shall be a certain amount and may not be increased under certain circumstances; specifying a homestead exemption for certain long-term owners and residents; authorizing periods of ownership and residency to be aggregated, etc.
Alternative Sources of Weather Information; Requires state comprehensive emergency plan evaluate integration of supplemental weather observational data & advanced forecasting products & effect on specified areas; defines “advanced forecasting products” & “supplemental weather observational data”; requires Division of Emergency Management to take specified actions to integrate, evaluate, & promote supplemental weather observational data & advanced forecasting products in certain manner.
Civil Liability for the Wrongful Death of an Unborn Child; Revises definition of term "survivors" to include parents of unborn child; provides definition for term "unborn child"; prohibits right of action against mother for wrongful death of unborn child or against health care provider for lawful medical care provided in certain circumstances; authorizes parents of unborn child to recover certain damages; prohibits recovery of certain damages if decedent is unborn child.
Tax Credits for Contributions to Assist Homebuyers; Authorizing certain taxpayers to receive tax credit for specified contributions; providing requirements for the use of such credits; requiring taxpayer to submit certain application, information, & documentation; requiring DOR to approve applications in specified manner; providing maximum amount of credits authorized; authorizing unused credits to carryforward; prohibiting sale or transfer of certain credits.
Housing; Defining the term “primary dwelling unit”; requiring local governments to adopt, by a specified date, an ordinance to allow accessory dwelling units to be approved in certain areas; requiring the Office of Program Policy Analysis and Government Accountability to evaluate the efficacy of using mezzanine finance and the potential of tiny homes for specified purposes, etc.
Assessment of Changes, Additions, or Improvements to Homestead Properties; Revising the manner of assessing the value of changes, additions, or improvements to homestead property, etc.
Protection of Historic Monuments and Memorials ; Preempts all removal, damage to, or destruction of historic Florida monuments & memorials; provides that any existing or future ordinance, regulation, or rule to contrary, & certain actions by elected or appointed local government officials, are void; prohibits local governments from enacting or enforcing specified ordinances, regulations, or rules; provides penalties; requires DOS to withhold certain funding from local government; authorizes local government to temporarily remove & relocate monument or memorial in certain instances; authorizes Division of Historical Resources of DOS to request certain recommendations from Florida Historical Commission & Department of Veterans' Affairs.
Medicaid Providers; Requiring the Agency for Health Care Administration to include specified requirements in its contracts with Medicaid managed care plans; defining the term “outside of regular business hours”, etc.
Department of Transportation Contractor Liability; Provides that contractor is considered agent of this state in certain circumstances; requires contract documents to indemnify DOT for liability caused by negligence of contractor or its employees.
Homestead Exemption for Persons 65 and Older; Expanding the homestead exemption for persons 65 years and older to include a total exemption of homestead property from ad valorem taxation, other than for school district levies, for certain persons whose household income does not exceed a certain amount; authorizing the Department of Revenue to adopt emergency rules, etc.
