Commercial Service Airports; Directing the Auditor General to conduct specified audits of certain airports; requiring certain members of the governing body of a large-hub commercial service airport to comply with certain financial disclosure requirements; requiring the governing body of a municipality, county, or special district that operates a commercial service airport to establish and maintain a website; requiring the governing body to post or provide links to certain information on the website; requiring commercial service airports to comply with certain contracting requirements; requiring governing body members and employees of a commercial service airport to comply with certain ethics requirements; requiring the department to review such information and submit an annual report to the Governor and Legislature; prohibiting the expenditure of certain funds unless specified conditions are met, etc.
Emotional Support Animals; Prohibits discrimination in housing provided to person with disability who has emotional support animal; prohibits housing provider from requiring such person to pay extra compensation; authorizes housing provider to request certain information; specifies person with disability is liable for damage done by emotional support animal; prohibits health care practitioner from providing information for emotional support animal without personal knowledge of person's need for animal; prohibits falsification of written documentation or other misrepresentation.

Construction Materials Mining Activities; Creates monitoring & reporting pilot program for use of explosives for construction materials mining activities in Miami-Dade County within Division of State Fire Marshal; requires marshal to hire or contract for such monitoring & reporting, post reports, & adopt rules; requires persons who use such explosives to submit certain written notice to State Fire Marshal; provides appropriation. APPROPRIATION: $2,040,000
Surviving Spouse Ad Valorem Tax Reduction; Authorizes surviving spouses of certain permanently disabled veterans to carry over certain discount on ad valorem taxes on homestead property under specified conditions; authorizes discount to be transferred to another permanent residence under specified conditions; provides procedure by which applicant may file application after specified date & request discount; authorizes DOR to adopt emergency rules.
American Stroke Month; Recognizes May 2020 as "American Stroke Month" in Florida.
OGSR/Animal Medical Records; Removes repeal of exemption from public records requirements for animal medical records held by any state college of veterinary medicine that is accredited by the American Veterinary Medical Association Council on Education.
Climate Change; Expressing the Legislature’s support for the adoption of policies that will prepare Florida for the environmental and economic impact of climate change, sea-level rise, and flooding, and recognizing the important role that resiliency and infrastructure will play in fortifying this state, etc.
