Human Trafficking; Increasing criminal penalties for specified offenses involving adult theaters; providing a civil cause of action for victims of human trafficking against certain entities or persons; authorizing judicial circuits to establish educational programs for persons convicted of or charged with certain violations; creating the Statewide Data Repository for Anonymous Human Trafficking Data at the University of South Florida, etc.
Public Records/Human Trafficking Victims; Providing that a petition for human trafficking victim expunction and all pleadings and documents related to the petition are confidential and exempt from public records requirements; providing for future legislative review and repeal under the Open Government Sunset Review Act; providing a statement of public necessity, etc.
Sexual Exploitation and Human Trafficking; Requiring residential treatment centers for children and adolescents to place specified signage; requiring the Department of Children and Families, in consultation with the Agency for Health Care Administration, to adopt rules; requiring the Services and Resources Committee of the Statewide Council on Human Trafficking to conduct a study and make certain recommendations; requiring the department to establish a process to certify adult safe houses that provide housing and care to adult survivors of human trafficking; providing requirements for safe houses and safe foster homes, etc. APPROPRIATION: $463,000
Firearm and Destructive Device Offenses; Makes offense of human trafficking during which person possesses firearm or destructive device or specified firearms or accessories subject to specified mandatory minimums; revises maximum time minor who commits unlawful firearm possession may be required to serve in secure detention; provides penalty for second or subsequent offense of grand theft of firearm; requires detention determination & juvenile risk assessment instrument to consider juvenile's unlawful firearm use; requires juvenile charged with offense involving unlawful firearm possession or use to be placed in secure detention.
Education; Requiring the Office of Reimagining Education and Career Help to develop certain criteria and display public information; providing a tax credit for eligible businesses that employ an apprentice or preapprentice under certain conditions; authorizing specified employers to apply to the Department of Financial Services for reimbursement of workers’ compensation premiums paid for students participating in work-based learning opportunities; encouraging the district school board to adopt policies and procedures to consult with certain entities to determine how to expose students to industries, businesses, and careers; providing admissions policies for career centers that offer certain science degree programs; revising requirements for the Florida Pathways to Career Opportunities Grant Program, etc. APPROPRIATION: $102,000,000
Postsecondary Educational Institutions; Revises date by which State Board of Education & Board of Governors must annually compile & publish specified assessments; prohibits public institutions of higher education from requiring completion of political loyalty test or for persons to meet certain qualifications; provides requirements for such prohibited tests & qualifications; requires each state university to establish Office of Public Policy Events; provides duties of offices; authorizes state university to assign duties of office to existing office within university; designates Florida Student Association as nonprofit advocacy organization for students of State University System; & authorizes Chancellor of BOG, with approval from BOG, to designate another organization to serve such students.
Higher Education; Revising the duties of the Board of Governors relating to the mission of each state university; requiring the Board of Governors Accountability Plan to annually report certain research expenditures of a specified amount; prohibiting specified educational institutions from expending funds for certain purposes; revising how general education core courses are established; specifying a one-time limit on the requirement to change accrediting agencies, etc.
Central Bank Digital Currency; Defining the term “central bank digital currency” and revising the definition of the term “money” for purposes of the Uniform Commercial Code, etc.
Sales of Firearms and Ammunition; Prohibiting payment settlement entities, merchant acquiring entities, or third party settlement organizations from assigning merchant category codes or otherwise classifying merchants of firearms or ammunition separately from general merchandise or sporting goods retailers; prohibiting entities involved in facilitating or processing payment card transactions from assigning to or requiring a merchant to use certain merchant category codes; authorizing the Department of Agriculture and Consumer Services to investigate certain alleged violations and bring administrative actions, etc.
Middle School and High School Start Times; Provides requirements for middle school & high school start times; provides district school board requirements; requires charter schools to meet requirements relating to middle school & high school start times.
Education; Revises charter school eligibility & ineligibility criteria to receive capital outlay funds; revises calculation methodologies for distribution of specified funds to eligible charter schools; provides school district requirements for distribution of capital outlay funds to eligible charter schools; & provides requirements for use of capital outlay funds.
Year-round School Pilot Program; Creates Year-round School Pilot Program for period of 4 school years beginning with specified school year; provides requirements for program.
