Insurance; Revises electronic signature requirement for motor vehicle salvage certificate of title; authorizes payment of certain workers' compensation benefits to be transmitted to employee's account with licensed money transmitter; revises requirements & procedures for civil remedy notice provided to insurers & DFS; revises timeframe for insurer to pay damages; revises persons who may be licensed to transact in travel insurance; revises ratemaking factor for workers' compensation & employer's liability insurance; revises criteria for assessing residential condominium unit owner's loss assessment coverage; requires travel insurers to pay insurance premium tax on specified travel insurance premiums; specifies policyholder's or certificateholder's right to cancel travel protection plan for full refund.
Nicotine Products; Requires retailers of nicotine products to have permit; provides requirements for such permit; provides for consent to inspection & search; provides penalty for operating without permit; provides restrictions of sale or delivery of nicotine products; prohibits gift of nicotine product samples to certain persons; provides for mitigation of disciplinary penalties & civil & criminal penalties; provides requirements for remote sales of nicotine products.
Growth Management; Removes provision that prohibits specified attorney fees & costs from applying to certain local ordinances; provides requirements for certain comprehensive plan & adopted land development regulations; requires DEO to give preference to certain entities when selecting applications for funding for technical assistance; requires comprehensive plan to include property rights element & specifies date for adoption; provides that certain property owners are not required to consent to development agreement changes; prohibits municipality from annexing specified areas; provides conditions under which municipality may provide water & sewer services within unincorporated area of county; allows certain developments of regional impact agreements to be amended.
Economic Development; Revises provisions relating to Florida Development Finance Corporation, including membership & meeting requirements, annual reporting requirements, certain contracts, & bonds issued by corporation; specifies duties of regional economic development organizations; revises provisions relating to grant requirements, amounts, & eligibility; revises provisions relating to workforce services to replace CareerSource Florida, Inc., with state board or DEO; revises provisions relating to operation, purpose, requirements, structure, & authority of CareerSource Florida, Inc., & state board.
Courts; Specifies certain exemptions from court-related fees & charges apply to certain entities; requires court to waive court costs or filing fees for certain proceedings involving public guardians; authorizes physician assistant or advanced practice registered nurse to perform certain examinations & prepare certain reports.
Exposure of Sexual Organs; Increasing criminal penalties for exposure of sexual organs for a second or subsequent offense; providing an exception to the unlawful exposure of sexual organs; authorizing warrantless arrests when a law enforcement officer has probable cause to believe that a person has violated s. 800.03, F.S., etc.

Contraband in Specified Facilities; Prohibits introduction of certain cannabis substances, cellular telephones & other portable communication devices, & vapor-generating electronic devices into specified facilities.
Offenses Against Veterans; Designates act the "Florida Veterans Protection Act"; provides that person commits aggravated white collar crime if committed against specified number of veterans.
Florida ABLE Program; Extends scheduled repeal of provisions relating to Florida ABLE program & public records exemption for specified personal financial & health information relating to program.
