Constitutional Amendments; Amending provisions related to constitutional amendments including requirements of the Secretary of State, signature verification for initiative petitions, Supreme Court advisory opinion, petition collector registration, signature validity, petition forms, cost of signature verification, timelines for signature verification, requirements of the Financial Impact Estimating Conference, ballot statements, & availability of amendments at polling stations.
Impact Fees; Revises conditions counties, municipalities, & special districts must satisfy before enacting impact fees; provides timeframes for collection of impact fees by local governments; provides impact fee credits are assignable & transferrable; requires counties & municipalities to establish impact fee review committees; provides for membership; provides procedures for holding meetings; provides committee duties.
Fire Prevention and Control; Creates Firefighter Cancer Decontamination Equipment Grant Program for certain purposes; requires Division of State Fire Marshal to administer program & annually award grants to qualifying fire departments; requires State Fire Marshal to adopt rules & procedures; provides eligibility requirements; provides requirements for grant recipients; provides appropriation. APPROPRIATION: $250,000
Sale of Surplus State-owned Lands; Requires funds from sale of surplus state-owned buildings & associated nonconservation lands to be deposited in Architects Incidental Trust Fund & used for specified purposes; removes requirement that surplus state-owned buildings & lands be offered for lease or sale to state universities & Florida College System institutions before being offered to state agencies; provides requirement for determining value of surplus lands.
Senior Management Service Class; Provides that participation in Senior Management Service Class of FRS is compulsory for certain persons on specified date; authorizes members of such class to purchase & upgrade certain retirement credit; provides appropriation. APPROPRIATION: $288,234
Verification of Employment Eligibility; Prohibits approval of certain applications after specified date; requires awardee to repay certain moneys within specified timeframe; requires public employers, contractors, & subcontractors to use E-Verify system for specified purposes; prohibits such entities from entering into contract unless each party to contract uses E-Verify system; authorizes termination of contract; provides liability; requires private employers to verify employment eligibility of newly hired employees; provides acceptable methods for verification; provides specified immunity & creates rebuttable presumption; requires private employers to provide copies of certain documents, upon request, to specified persons & entities for certain purposes; prohibits such persons & entities from making independent determination; requires affidavit; provides for suspension or revocation of certain licenses.
State Hemp Program; Provides that certain outlets selling hemp are subject to food permit requirements; directs DACS to submit amended plan to U.S. Secretary of Agriculture under certain circumstances; removes requirement for use of certain hemp seeds & cultivars; revises distribution & retail sale requirements for hemp extract; deems certain hemp extract as adulterated or misbranded; authorizes DACS to contract for specified services; requires rules to include specified testing & sampling procedures; provides for Industrial Hemp Advisory Council as sole program advisory body to DACS; directs DACS to provide specified report to Legislature.
Substance Abuse and Mental Health; Provides additional duties for Statewide Office for Suicide Prevention & Suicide Prevention Coordinating Counsel; revises composition of council; expands definition of "mental illness" to provide certain exclusions; revises entities that are exempt from certain licensing requirements; authorizes jails to share medical information pertaining to specified defendants to DCF; requires maintenance of psychotropic medications to specified defendants.
Substance Abuse Services; Requires exemption from disqualification from employment for certain substance abuse service provider personnel under certain circumstances; removes authority of DCF to grant exemptions from disqualification under certain circumstances; revises provisions relating to payment practices exempt from prohibitions on patient brokering.
