HB 41, titled "Jaime's Law," proposes requiring background checks for ammunition sales in Florida. The bill is currently under review by the Criminal Justice Subcommittee and does not apply to ammunition transfers between residents across state lines.

Immigration; Specifying duties of certifying officials from certifying agencies concerning certification forms in support of U-visa applications; requiring a certifying official from a certifying agency that denies a certification to provide the petitioner with specified written notice; authorizing applicants to petition the circuit court if the certifying agency fails to respond within those timeframes; prohibiting certifying agencies and certifying officials from disclosing the immigration status of victims or persons seeking a certification, etc.
Florida Highway Patrol Body Camera Use; Requiring members of the Florida Highway Patrol to wear a functioning body camera under certain circumstances; requiring the Department of Highway Safety and Motor Vehicles to adopt certain policies and procedures, ensure compliance with certain public records and retention requirements, and provide certain training; providing that an officer who does not comply with certain requirements, policies, and procedures may be subject to disciplinary action, etc. APPROPRIATION: $2,000,000
Specialty License Plates/Florida Wildflower; Increasing the annual use fee for the Florida Wildflower license plate and providing a discount for owners purchasing the plate for more than a specified number of vehicles, etc.
Special Elections; Requiring, rather than authorizing, the Governor to call a special primary election and a special election under a certain circumstance; requiring the Governor to fix the dates of a special election within a specified timeframe after the vacancy occurs; authorizing qualified electors to file a petition in the circuit court seeking judicial determination of an election date under specified conditions; deleting the authority of the Governor, the President of the Senate, and the Speaker of the House of Representatives to waive specified timeframes if all parties concur, etc.
Use of Campaign Funds for Campaign-related Child Care Expenses; Authorizing a candidate to use funds on deposit in his or her campaign account to pay for campaign-related child care expenses under specified conditions; requiring a candidate to maintain specified records for a specified timeframe and provide such records to the Division of Elections upon request; requiring a candidate to disclose the use of campaign funds for campaign-related child care expenses in his or her regular campaign finance reports, etc.
Ad Valorem Tax Exemption for Disabled Veterans; Removes limitation on value of tax exemption that surviving spouse could transfer to new residence; revises when specified tax exemption is considered to be granted.
Protection of Historic Monuments and Memorials; Citing this act as the “Historic Florida Monuments and Memorials Protection Act”; preempting all removal, damage to, or destruction of historic Florida monuments and memorials; providing that any existing or future ordinance, regulation, or rule to the contrary, and certain actions by elected or appointed local government officials, are void; providing civil penalties for certain officials who engage in certain actions; authorizing a local government to temporarily remove and relocate a monument or memorial in certain instances provided certain requirements are met, etc.
Relief of the Estate of Danielle Maudsley by the Department of Highway Safety and Motor Vehicles; Providing for the relief of the Estate of Danielle Maudsley; providing an appropriation to compensate the estate for Ms. Maudsley’s death as a result of the alleged negligence of Trooper Daniel Cole and the Florida Highway Patrol, a division of the Department of Highway Safety and Motor Vehicles; providing a limitation on the payment of compensation and attorney fees, etc. CLAIM WITH APPROPRIATION: $1,750,000
Cardiac Services Providers; Revising requirements for licensure of Level I and Level II adult cardiovascular programs; requiring the Agency for Health Care Administration to update specified rules as new applicable industry standards and guidelines are published, etc.
