Public Financing of Construction Projects; Requires sea level impact projection study of state-financed coastal structures before construction begins; requires DEP to develop study standards, publish studies on its website, enforce requirements, & adopt rules.
Guardianship; Provides factors for court to consider when appointing guardian; provides guardian may only consent to or authorize do-not-resuscitate order with court approval; provides requirements for petition for appointment of guardian, annual guardianship report, & annual guardianship plan; requires court to make determination on certain petition within specified time; revises provisions relating to conflicts of interest.
Fireworks; Defines "designated holiday"; provides exemption for purchase, sale, or use of fireworks used or to be used solely & exclusively during designated holiday; provides age requirement to purchase fireworks; provides affirmative defense for certain retailers.
Organ Donation; Providing that it is a felony for certain persons who are infected with human immunodeficiency virus to donate blood, plasma, organs, skin, or other human tissue for use in another person, with an exception; requiring the Agency for Health Care Administration to adopt by rule specified minimum standards for certain organ transplants; prohibiting a health insurance policy from limiting or excluding coverage solely on the basis that an insured is a living organ donor; prohibiting an organ procurement organization from charging a deceased donor or his or her family member any fee for services relating to the procurement or donation of organs, etc.
Essential State Infrastructure; Specifies permit application timeframes required for installation, location, or relocation of utilities within rights-of-way; requires DOT, in coordination with Office of Energy within DACS & Florida Clean Cities Coalitions, or other appropriate entities, to develop & adopt master plan for electric vehicle charging stations on state highway system; specifies goals & objectives of master plan; requires master plan to be updated annually; provides declaration of important state interest.
Insurance Guaranty Associations; Authorizes employee of Florida Insurance Guaranty Association or employee of guaranty association of another state to adjust losses for Florida Insurance Guaranty Association if certain conditions are met; revises calculation of insurers' initial payments to association; revises requirements for OIR in levying workers' compensation insurers; provides that insurer's direct written premium may not be reduced by certain amounts for purposes of determining insurer assessments or policyholder surcharges; revises requirements for remitting policy surcharges & assessments; provides that assessments paid by insurers constitute advances of funds to Florida Workers’ Compensation Insurance Guaranty Association.
Florida Disaster Volunteer Leave Act; Revises conditions under which employee may be granted leave of absence under Florida Disaster Volunteer Leave Act; specifies requirements & limitations for such leave.
Florida Kidcare Program; Removes lifetime maximum cap on covered expenses for child enrolled in Florida Healthy Kids program.
Harris Chain of Lakes; Repeals provisions relating to Harris Chain of Lakes Restoration Council.
Housing Discrimination; Removes housing discrimination as cause of action for relief & damages stemming from violations of Florida Civil Rights Act of 1992; revises timeframe & conditions under which aggrieved person may commence civil action to enforce specified rights; authorizes, rather than requires, civil action after alleged discriminatory housing practice; authorizes civil action regardless of certain circumstances; prohibits aggrieved person from filing specified action in certain circumstances; provides exception.
