Regional Planning Council Meetings; Provides requirements for establishing quorum for meetings of certain councils when voting member appears via telephone, real-time videoconferencing, or similar real-time electronic or video communication.
OGSR/Certain Personal Financial and Health Information; Amending a provision which provides an exemption from public records requirements for certain personal financial and health information held by the Florida Prepaid College Board, Florida ABLE, Inc., or the Florida ABLE program, or an agent or service provider thereof; removing the scheduled repeal of the exemption, etc.
Higher Education; Revising provisions relating to SBE & BOG powers & duties, preeminent state research universities program, State University System Performance-Based Incentive, textbook & instructional materials affordability, Florida Industrial & Phosphate Research Institute, educational grant programs, Benacquisto Scholarship Program, & FCS institution & state university funding; creates Florida Institute for Great Citizenship.
Osteopathic Physicians Certification and Licensure; Requires successful completion of internship or residency in specified accredited program to be licensed or certified as osteopathic physician.
Reproductive Medicine; Provides that certain health care profession licensees & physicians who perform specified acts with human reproductive material without recipient's consent are subject to certain disciplinary action; prohibits health care practitioner from intentionally performing specified acts with reproductive material of donor without recipient's consent; provides penalties; tolls applicable time limitations for criminal prosecution.
Transportation Facility Designations; Provides & revises honorary designations of certain transportation facilities in specified counties; directs DOT to erect suitable markers.
Special Districts; Revises method by which special district may post its final audit report on its website; deletes requirement that public facilities report & meeting materials be posted on the special district's website.
Environmental Contamination; Authorizes use of Inland Protection Trust Fund for activities related to petroleum storage system removal & replacement & certain damages; requires assessment reports & Petroleum Cleanup Participation Program agreements to include cost savings; removes certain requirements for copayments; requires advanced cleanup applications to include certain agreements; requires contractors to submit scopes of work for certain assessments; directs DEP to issue certain purchase orders; specifies strict liability exceptions for certain causes of action.
Pub. Rec. and Meetings/Public Safety Communication Systems; Provides exemption from public records & public meeting requirements for certain documents which depict structural elements of, & geographical maps indicating locations of, certain 911, E911, or public safety radio communication system infrastructure, facilities, or structures; provides for retroactive application; requires recording & transcription of exempt portions of meetings; provides an exception; provides for future legislative review & repeal of exemptions; provides statement of public necessity.
Police Vehicles; Prohibits person from knowingly selling, exchanging, or transferring police vehicle without removing any police markings from vehicle & confirming that police markings have been removed.
Fish and Wildlife Activities; Prohibits certain harassment of hunters, trappers, & fishers in or on specified lands, areas, & waters; authorizes FWCC to designate additional free fishing days; prohibits certain possession of specified reptiles; designates green iguanas & tegu lizards as prohibited reptiles; authorizes certain persons & entities to exhibit, sell, or breed green iguanas & tegu lizards commercially under specified conditions.
Intercollegiate Athlete Compensation and Rights; Authorizes certain student athletes to earn compensation for their name, image, likeness, or persona; provides requirements for such compensation, student athletes, postsecondary educational institutions, athlete agents, & attorneys; provides health and disability insurance requirements relating to student athletes & postsecondary educational institutions.
