Rec. and Meetings/Interstate Teacher Mobility Compact; Provides exemptions from public meetings & records requirements for Interstate Teacher Mobility Compact Commission & its executive committee; provides for future legislative review & repeal of exemptions; provides statements of public necessity.
Interstate Education Compacts; Creates Interstate Teacher Mobility Compact for the purpose of authorizing teachers licensed in one member state to become licensed in another member state; provides requirements for such compact; & revises cross-references in Interstate compact on Educational Opportunity for Military Children.
Taxation; Revises provisions related to taxation including tourist tax reimbursement, homestead exemptions, exemptions for religious & educational property, refunds of certain property taxes, discretionary sales surtaxes, taxes on certain loans, surtaxes found to be unconstitutional, exemptions from sales & use taxes, tax on rental & license fees, tax credits for certain systems & equipment & Strong Families tax credits. Benefits, Training, and Employment for Veterans and Their Spouses; Requires analysis of VETS Program; revises duties of DVA & Florida Is For Veterans, Inc., to include assistance to veterans' spouses; revises purpose & duties of VETS Program to include assistance to veterans' spouses; requires Florida Is For Veterans, Inc., to assist veterans or their spouses in accessing employment & licensure in health care professions; requires DOH to waive certain fees for veterans & their spouses; requires appropriate board or DOH to expedite health care licensure applications submitted by veterans; establishes Office of Veteran Licensure Services; provides appropriations & authorizes positions. APPROPRIATION: $399,565

Restoration of Osborne Reef; Requires DEP to submit status report on Osborne Reef cleanup & tire removal project to Legislature & to develop reef restoration plan & submit report on plan to Legislature.
Ethics Requirements for Officers and Employees of Special Tax Districts; Specifies that conduct by certain public officers & employees is deemed conflict of interest; requires ethics training for elected local officers of independent special districts; specifies requirements for such training.
Proceeds Funding Motorcycle Safety Education; Requiring that the motorcycle safety education fee be used for a safety and education program administered by Florida not-for-profit corporations; specifying requirements for the administrators of such program; requiring the Department of Highway Safety and Motor Vehicles to enter into certain contracts for a specified purpose; specifying the requirements of the safety awareness and education programs; requiring the department to select program administrators and enter into specified contracts by a specified date, etc.
Disposal of Property; Providing that the use of property as affordable housing qualifies as use for a public purpose in the context of the authorization of the Department of Transportation to convey property without consideration to a governmental entity, etc.
OGSR/Nationwide Public Safety Broadband Network; Amending a provision which provides an exemption from public records requirements for certain information held by an agency relating to the Nationwide Public Safety Broadband Network; removing the scheduled repeal of the exemption, etc.
Catalytic Converters; Designating the “Catalytic Converter Antitheft Act”; prohibiting a person from knowingly purchasing a detached catalytic converter unless he or she is a registered secondary metals recycler; prohibiting a person from knowingly importing, manufacturing, purchasing for a certain purpose, selling, offering for sale, or installing or reinstalling a counterfeit, fake, or nonfunctional catalytic converter; prohibiting a secondary metals recycler from processing or removing a detached catalytic converter from the recycler’s place of business for a specified number of days, etc.
