Department of Financial Services; Revises eligibility for plans of deferred compensation established by CFO; authorizes judge of compensation claims to order injured employee's evaluation by expert medical advisor; revises conditions for nonprofit religious organization to be exempt from requirements of insurance code; adds limited license for transacting preneed funeral agreement insurance; revises licensure requirements for reinsurance intermediary brokers & reinsurance intermediary managers; authorizes certain persons to obtain limited license to sell only policies of life insurance covering expense of prearrangement for funeral services or merchandise; revises requirements, conditions, & procedures for bail bond agency license.
Department of Agriculture and Consumer Services; Revises requirements for applicants for Class "K" license; revises circumstances under which DACS may waive firearms training requirements; requires Division of Licensing of DACS to establish specified late fee by rule; authorizes DACS to publish certain information online in lieu of using paper format; provides criminal penalties for actions relating to retail fuel theft; requires law enforcement agencies to remove & reclaim, recycle, or dispose of fuel in specified manner; specifies that convicted persons are responsible for certain costs & payments.
Custody and Supervision of Specified Offenders; Excludes certain offenders from eligibility to receive basic gain-time & incentive gain-time; excludes certain offenders from eligibility for specified reductions to term of supervision; requires court to impose additional conditions of supervision on specified offenders.
Pub. Rec./Inspectors and Investigators/DACS; Provides exemption from public records requirements for personal identifying & location information of current or former inspectors or investigators of DACS & spouses & children of current or former inspectors or investigators; provides for retroactive application; provides for future legislative review & repeal of exemption; provides statement of public necessity.
Drone Delivery Services; Prohibiting a political subdivision from taking certain actions against a drone delivery service based on the location of its drone port; authorizing a political subdivision to enforce certain regulations relating to setback and landscaping; exempting drone ports from the Florida Building Code; exempting drone ports from certain provisions of the Florida Fire Prevention Code, etc.
Genetic Counselors Using Telehealth; Revising the definition of the term “telehealth provider” to include persons licensed as genetic counselors, etc.
Estoppel Letters; Revising the timeframe within which a mortgagee or mortgage servicer must send or cause to be sent an estoppel letter containing specified information; requiring notice to the mortgagor of a request for an estoppel letter under certain circumstances; revising requirements for an estoppel letter; prohibiting certain actions by the mortgagee or mortgage servicer; prohibiting the mortgagee or mortgage servicer from denying the accuracy of certain information provided in an estoppel letter under certain circumstances; prohibiting payments received pursuant to an estoppel letter from being returned and requiring such payments to be promptly applied to any unpaid balance of the loan properly due under or secured by a mortgage, etc.
Labor Pool Act; Providing that a labor pool satisfies certain requirements if its facilities meet the minimum requirements in the Florida Building Code and any local amendments thereto; authorizing labor pools to provide drinking water through certain alternative means; requiring an aggrieved worker to provide specified notice to a labor pool before bringing a civil action; authorizing a labor pool to cure alleged violations in a specified manner, etc.
Law Enforcement Operations; Revises powers, duties, & obligations of sheriff; requires there be elected sheriff in each county; requires board of county commissioners of any such county to ensure successful transfer of policing responsibility & authority to sheriff; provides requirements for sheriff-elect after election is certified but before taking office; authorizes certain persons to file petition with DOAH, rather than appeal by petition to Administration Commission, if tentative municipal law enforcement agency budget contains certain reduction.
Public Records/Judicial Assistants; Adding current judicial assistants and their spouses and children to the list of specified agency personnel and family members to whom an exemption from public records requirements for identification and location information applies; providing for future legislative review and repeal of the exemption; providing a statement of public necessity, etc.
Paid Family Leave Insurance; Authorizes life insurers to transact paid family leave insurance; provides circumstances under which paid family leave insurance may be issued & purchased under paid family leave insurance policy; provides circumstances under which family leave insurance benefits may be provided; requires that paid family leave insurance policies specify details & requirements relating to covered circumstances; specifies requirements for policies relating to benefit periods, waiting periods, benefit amounts, certain offsets, & payment of benefits; provides that eligibility for family leave insurance benefits may be limited, excluded, or reduced, but any such limitation, exclusion, or reduction must be specified in policy; provides circumstances under which limitations, exclusions, & reductions are permissible; provides applicable provisions for calculating rates; provides that paid family leave insurance forms & riders are subject to review by OIR; specifies means by which policy must offer family leave insurance benefits.
