Broadband Internet Service Providers; Specifies that poles of rural electric cooperatives that are engaged in provision of broadband are subject to regulation by PSC; authorizes PSC to access books & records of such cooperatives for specified purposes; provides that such information that contains proprietary confidential business information retains its confidential or exempt status when held by PSC; authorizes rural electric cooperatives to engage in provision of broadband.
Blood Clot and Pulmonary Embolism Policy Workgroup; Citing this act as the “Emily Adkins Prevention Act”; requiring the Secretary of Health Care Administration, in conjunction with the State Surgeon General, to establish a blood clot and pulmonary embolism policy workgroup; requiring the secretary to submit a final report to the Governor and the Legislature by a specified date, etc.
Space Florida; Requires Secretary of Economic Opportunity to serve as manager for state with respect to contracts with Space Florida; revises powers, duties, & membership of board of directors of Space Florida; prohibits Space Florida from endorsing candidate or contributing moneys to campaign; prohibits Space Florida from expending funds on certain expenses; requires Space Florida to consult with agencies & jurisdictions.
Interference With Sporting or Entertainment Events; Prohibits certain actions during covered sporting & entertainment events; prohibits profiting from violations; provides for seizure & forfeiture of specified assets.
Operation and Administration of the Baker Act; Requires DCF to provide specified information to certain individuals & organizations; requires DCF to maintain information handbook & repository of answers to frequently asked questions; provides requirements for such handbook & repository.
Transportation; Revises & provides requirements relating to disabled motor vehicles, autonomous vehicle grading standards, airport zoning regulations, Implementing Solutions from Transportation Research & Evaluating Emerging Technologies Living Lab, certification of aggregate shipments, acceptance of electronic proof of delivery, liability insurance, sharing of cost savings, contractor's certificate of qualification to bid, exemption from public records requirements, request for legislative approval of proposed turnpike projects, M.P.O.'s, allocation of funds to workforce development program. Protection of Specified Personnel; Requires violation to be committed with specified intent; prohibits specified threats against justice, judicial assistant, clerk of court, or clerk personnel or family member of such person; prohibits specified harassment of certain personnel with intent to intimidate or coerce such person to perform or refrain from performing lawful duty.
Commercial Service Airport Transparency and Accountability; Revises information required to be posted on website of governing body; requires commercial service airport to use specified competitive solicitation processes for purchases of commodities or contractual services; revises type of contract governing body must approve, award, or ratify as separate line item on agenda; requires governing body to provide opportunity for public comment on contracts; prohibits contracts from being approved, awarded, or ratified as part of consent agenda.
Contracts Entered into by the Department of Children and Families; Revising requirements for contracts between the department and lead agencies, etc.
Public Records/Broadband Opportunity Program; Providing an exemption from public records requirements for certain information relating to communications services locations, project proposals, and challenges submitted to the Department of Economic Opportunity under the Broadband Opportunity Program or pursuant to a federal broadband access grant program implemented by the department; providing for future legislative review and repeal of the exemption; providing a statement of public necessity, etc.
Grants for Nonprofit Organization Safety; Requiring the Division of Emergency Management to establish a specified grant program; providing eligibility requirements; requiring the grants to be used for certain purposes; providing limitations on the amount of grant awards; authorizing the division to use a certain amount of funding for administration of the program, etc.
Opioid Abatement; Establishes Statewide Council on Opioid Abatement within DCF; provides for purpose, membership, organization & support, & duties of the council.
