Individual Liberty, Private Property, and Democracy; Denounces democratic socialism in favor of the true American values of individual liberty, private property, and constitutional democracy.
Credit for Reinsurance; Adds conditions under which ceding insurer must be allowed credit for reinsurance; revises attorney designation requirement in reinsurance agreements; defines "reciprocal jurisdiction" & "covered agreement"; specifies requirements for assuming insurers & reinsurance agreements; authorizes ceding insurer or its representative subject to rehabilitation, liquidation, or conservation to seek court order; specifies limitation on credit taken by ceding insurer; authorizes office to revoke or suspend assuming insurer's eligibility.
Medicare Transportation Services; Revises requirement that Medicaid pay deductibles & coinsurance for certain Medicare services provided to certain eligible recipients.
Florida Statutes; Conforms Florida Statutes to directive of Legislature in s. 9, ch. 2012-116, LOF, codified as s. 11.242(5)(j), F.S., to prepare reviser's bill to omit all statutes & laws, or parts thereof, which grant duplicative, redundant, or unused rulemaking authority.
Alcoholic Beverage Licenses; Authorizes food service establishments to sell or deliver alcoholic beverages for off-premises consumption if requirements are met; revises provisions that authorize restaurant to allow patrons to remove partially consumed bottles of wine from restaurant for off-premises consumption; revises requirements for sale of alcoholic beverages by certain vendors.
Florida Statutes; Repeals and amends provisions that have become inoperative by noncurrent repeal or expiration & may be omitted from 2021 Florida Statutes only through reviser's bill duly enacted by Legislature.
Sexual Offender Registration; Provides sexual offender with unreleased sanctions related to his or her conviction or who fails to complete a financial obligation is not exempt from registration requirements.
Arrest Booking Photographs; Prohibits republishing or redissemination of arrest booking photographs; authorizes person whose arrest booking photograph is republished or redisseminated to bring civil action; authorizes specified civil penalty; requires recovered civil penalties be deposited into General Revenue Fund; provides republishing or redisseminating an arrest booking photograph constitutes an unfair or deceptive trade practice; expands applicability of provisions relating to dissemination of arrest booking photographs to include person or entity whose primary business model is publishing or dissemination of such photographs for commercial purpose or pecuniary gain.
Reclaimed Water; Requires certain wastewater utilities to submit, implement, & update plans eliminating nonbeneficial surface water discharge; directs DEP to approve plans & make related determinations & submit reports to Legislature; provides administrative & civil penalties; authorizes DEP to convene technical advisory groups; provides that potable reuse is alternative water supply & eligible for expedited permitting & priority funding; directs DEP & water management districts to develop coordinated permit review; requires local governmental entities to authorize use of & provide incentives for graywater technologies; provides that residential graywater systems meet certain water conservation requirements.
Veterans' Preference in Employment; Authorizes state & political subdivisions to waive certain postsecondary educational requirements for employment for certain servicemembers & veterans; revises list of positions that are exempt from veterans' preference requirements; requires each political subdivision to develop & implement veterans' recruitment plan; modifies point preferences given to veterans & their family members when numerically based selection process is used for hiring.
Documentary Stamp Tax Distributions; Revises & deletes distributions of documentary stamp taxes collected; provides that specified distributions may not be transferred to General Revenue Fund; authorizes revenues in Water Protection & Sustainability Program Trust Fund to be distributed to a specified program.
OGSR/Nurse Licensure Compact; Amending a provision which provides an exemption from public record requirements for certain personal identifying information of nurses in the Nurse Licensure Compact and from public record and meeting requirements for certain meetings or portions of meetings and certain records held by the Interstate Commission of Nurse Licensure Compact Administrators; removing the scheduled repeal of the exemptions, etc.
