Apalachicola Bay Area of Critical State Concern; Authorizes DEP to expend certain funds for purpose of entering into financial assistance agreements with City of Apalachicola for specified surface water & groundwater quality improvement projects within Apalachicola Bay Area of Critical State Concern; provides for expiration of expenditure.
Insurance; Revising a minimum coursework qualification for licensure as a life agent; providing that certain restrictions against unfair discrimination or unlawful rebates do not include value-added products or services offered or provided by life or health insurers or by life or health agents if certain conditions are met; providing requirements for and restrictions on such insurers or agents offering or providing such products or services, etc.
Certified Nursing Assistants; Authorizing nursing home facilities to allow their registered nurses to delegate certain tasks to certified nursing assistants who meet specified criteria; providing for the designation of such certified nursing assistants as qualified medication aides; requiring that medication administration be included in certain performance improvement activities tracked by nursing homes in accordance with federal regulations; providing that the time spent by certified nursing assistants performing the duties of a qualified medication aide may not be included in the computing of certain minimum staffing ratio requirements for direct care provided to residents, etc.
Liens and Bonds; Revises liens & bonds laws, including provisions relating to when notices must be served; notarizing forms; alternative forms of security; direct contracts; computation of time; extent of certain liens; requirements for notice of commencement, notice of termination, & notice of contest of lien; transferring lien to security; service of documents; immunity to issuing authority; & release of liens; & authorizes attorney fees in certain actions.
Level 2 Background Screenings; Requiring persons with an affiliation to certain qualified entities to undergo security background investigations; authorizing the head of a qualified entity to grant a person with an affiliation an exemption from disqualification under certain circumstances; authorizing certain qualified entities to participate in the Care Provider Background Screening Clearinghouse beginning on a specified date; expanding the agencies and entities which may use the Criminal Justice Information Program; requiring the agency to make certain determinations regarding the eligibility of certain noninstructional contractors beginning on a specified date, etc. APPROPRIATION: $4,400,000
Board of Governors of the State University System; Granting the Office of the Inspector General of the Board of Governors additional authority to take certain actions in carrying out its duties, etc.
Motor Vehicle Dealers, Manufacturers, Importers, and Distributors; Provides leglislative intent; prohibits applicant or licensee from certain actions in allocation or distribution of motor vehicles to franchised motor vehicle dealers; authorizes sale or activation of features or improvements through remote electronic transmission; provides revenue-sharing requirements; revises provisions prohibiting owning, operating, or controlling motor vehicle dealership; requires DHSMV to conduct inquiry of licensee alleged to have violated certain provisions; requires DHSMV to take certain actions against licensee determined to have violated such provisions.
Fire Sprinkler System Projects; Provides requirements for simplified permitting process for certain fire sprinkler system projects.
Rapid DNA Grant Program; Creates Rapid DNA Grant Program within FDLE for county jails or sheriffs' offices; requires department to annually award grant funds to county jails or sheriffs' offices; provides funding requirements; authorizes department to establish criteria & set specific time periods for acceptance of applications & selection process for awarding grant funds.
Biomedical Research; Expanding the uses of the Biomedical Research Trust Fund; authorizing a specified amount from the total appropriated funds for the Casey DeSantis Cancer Research Program to be distributed to participating cancer centers; requiring a report for specified statewide cancer statistics to include breast cancer; removing a certain award of an endowment for a specified program.
Pub. Rec./Investigative Genetic Genealogy Information and Materials; Provides exemption from public records requirements for investigative genetic genealogy information & materials; authorizes disclosure of such information & materials in certain circumstances; provides retroactive application; provides for future legislative review & repeal of exemption; provides statement of public necessity.
Rights of Law Enforcement Officers and Correctional Officers; Provides rights of law enforcement officers & correctional officers relating to Brady identification systems; provides that prosecuting agency is not required to maintain such system; provides requirements for employing agency of officer; provides requirements for prosecuting agency including minimum written policies, removing officer’s name under certain circumstances, & providing certain notice; authorizes officer to request reconsideration of inclusion of his or her name & information in such system; authorizes officer to petition for writ of mandamus.
