Comprehensive Health Care for Residents; Creating the “Florida Health Plan”; authorizing the Florida Health Board to establish certain financial arrangements with other states and foreign countries under certain circumstances; prohibiting cost-sharing requirements from being imposed on enrollees; providing that defaults, underpayments, and late payments of certain obligations result in certain remedies and penalties; providing for eligible health care providers to participate in the plan; creating the Office of Health Quality and Planning, etc.

Boating Safety; Revising the conditions upon which the Department of Highway Safety and Motor Vehicles must include a certain symbol on identification cards; requiring the department to issue original, renewal, or replacement identification cards that include a certain symbol in certain circumstances; authorizing the Fish and Wildlife Conservation Commission to provide the department with certain information relating to the applicant; providing a mandatory minimum sentence for a person who willfully commits such violation resulting in the death of another while boating under the influence (BUI), etc.
Artificial Intelligence Bill of Rights; Prohibiting a governmental entity from extending or renewing a contract with specified entities, beginning on a specified date; prohibiting a local governmental entity from taking certain actions relating to contracting with an entity to provide artificial intelligence technology, software, or products unless certain requirements are met, beginning on a specified date; prohibiting a governmental entity from entering into a contract with an entity for artificial intelligence technology, software, or products under certain circumstances; requiring companion chatbot platforms to prohibit a minor from becoming or being an account holder unless the minor’s parent or guardian consents; requiring bot operators to periodically provide a certain notification to a user, etc.
Roofing Requirements for Property Insurance; Revising the definition of the term “authorized inspector” to include certain roof consultants and roof observers; prohibiting an insurer from refusing to issue or renew a property insurance policy, rather than a homeowner’s policy, insuring a residential structure that has a roof less than a specified age solely because of the roof’s age; prohibiting an insurer from refusing to issue or renew a property insurance policy under certain circumstances, etc.
Risk Retention Groups; Specifying that risk retention groups registered to do business in this state are insurance companies authorized to do business in this state, etc.
