Inmate Welfare Trust Fund; Adding additional funding sources from which all proceeds must be deposited into the State-Operated Institutions Inmate Welfare Trust Fund or the General Revenue Fund; requiring that the proceeds from nonemergency health care visit copayments be deposited into the State-Operated Institutions Inmate Welfare Trust Fund or into the General Revenue Fund, etc.
Substitution of Work Experience for Postsecondary Education Requirements; Designating the "Expanding Public Sector Career Opportunities Act"; providing that a postsecondary degree may be a baseline requirement for employment with a public employer only under a certain circumstance; authorizing an agency to substitute certain work experience for postsecondary education requirements for a person seeking to enter into a contract with the agency under certain circumstances, etc.
Electronic Monitoring of Persons Charged with or Convicted of Offenses Involving Schools or Students; Requires court to consider electronic monitoring & location restrictions as conditions of pretrial release, probation, or community control for persons charged with certain offenses against schools or students.
Trauma Screening for Children Removed from Caregivers; Requiring the Department of Children and Families or community-based care lead agency to conduct a trauma screening after a child’s removal from his or her home within a certain timeframe; requiring the department or community-based care lead agency to refer the child for a trauma assessment, if indicated appropriate or necessary by the screening, within a certain timeframe; requiring the department or community-based lead agency to refer the child to services and intervention, as needed, etc.
Provisional Child Care Licensing; Requiring a local licensing agency or the Department of Children and Families, as applicable, to issue a provisional license or registration for a family day care home under certain circumstances, etc.
Health; Increasing the income threshold for certain contributions required by residents of veterans’ nursing homes; establishing the Slots for Doctors Program for a specified purpose; requiring the Agency for Health Care Administration to implement a pilot program for individuals with developmental disabilities in specified Statewide Medicaid Managed Care regions to provide coverage of comprehensive services; requiring the agency to administer the pilot program in consultation with the Agency for Persons with Disabilities; requiring the Agency for Health Care Administration to give preference to certain plans, etc.
State Minimum Wage; Specifying that individuals entitled to receive the federal minimum wage under the Federal Fair Labor Standards Act, as amended, are eligible to receive the state minimum wage, etc.
Step into Success Workforce Education and Internship Pilot Program; Creating the "Step into Success Act"; requiring the Department of Children and Families to establish the pilot program; requiring the independent living professionalism and workforce education component of the pilot program to culminate in a specified certificate; providing that completion of that component allows former foster youth to participate in the onsite workforce and training internship component; specifying conditions for participation in the onsite workforce internship component, etc. APPROPRIATION: $500,000
Insurance; Specifying a qualification for a local governmental entity’s representative on a self-insurer’s governing body; revising membership requirements for specified members of the Florida Commission on Hurricane Loss Projection Methodology; authorizing insurers to file with the Office of Insurance Regulation personal lines residential property insurance rating plans providing rate differentials based on certain windstorm mitigation construction standards; revising the timeframe for advance notices from insurers to insureds of automatic bank withdrawal increases, etc.
Children and Young Adults in Out-of-home Care; Citing this act as the “Nancy C. Detert Champion for Children Act”; requiring a case manager or other staff to provide a child with verbal and written information about certain topics; deleting limitations on the type of questions a child may ask; establishing the Office of the Children’s Ombudsman within the Department of Children and Families; requiring the department to consult with specified children and young adults when creating or revising certain print or digital written information, etc.
Support for Dependent Adult Children; Providing that civil suits to establish support for dependent adult children may be filed only in a certain court by specified individuals; requiring such support to be paid to the dependent adult child or other specified persons; specifying that a child support order does not terminate on the child’s 18th birthday in certain circumstances; requiring the court to consider certain factors when determining the amount of support for a dependent adult child; providing an additional circumstance under which a guardian advocate must be represented by an attorney in guardianship proceedings, etc.
Education; Revises provisions relating to Just Read, Florida! Office, K-12 funding & FEFP, developmental research schools, FLVS, charter schools, & Family Empowerment Scholarship Program; & creates heroes in classroom sign-on bonus.
