Public Swimming and Bathing Places; Revises & provides requirements for public swimming & bathing facilities relating to yearly inspections, rule variances, review & revision of rules, sanitation & safety standards, certification, the Public Swimming Pool & Spa Technical Committee, replacing certain equipment, & permit applications.
Health and Human Services ; Revises health care provisions relating to emergency medical technicians & paramedics; repeals provisions relating to Health Facility & Services Development Act; revises provisions relating to certificates-of-need, the Kidcare program, & Medicaid; requires DCF to develop & implement a food assistance payment accuracy improvement plan; revises significant investigation information DOH is required to report relating to certain physician assistants, emergency medical technicians, paramedics, & social workers; enacts Physician Assistant Licensure Compact, Emergency Medical Services Personnel Licensure Interstate Compact, & Social Work Licensure Interstate Compact; revises practice requirements for autonomous advanced practice registered nurse; revises remediable & delegable duties of dentist; requires certain health insurers to apply payments for services provided by nonpreferred providers toward insureds' deductibles & out-of-pocket maximums.
Consumers’ Right to Repair Certain Equipment; Creating the "Portable Wireless Device Repair Act"; requiring portable wireless device manufacturers to make certain items available to device owners and independent repair providers; prohibiting certain manufacturers from requiring authorized repair providers to continue purchasing certain information in a proprietary format; requiring original equipment manufacturers of agricultural equipment to make certain diagnostic and repair information available for no charge and in a certain manner to independent repair providers and owners, etc.
Court Fees; Increases service charges clerk of circuit court charges for certain services rendered by clerk's office; increases certain filing fees & service charges that may be charged by clerk in probate matters; increases certain filing fees & service charges in trial & appellate proceedings; increases certain filing fees & service charges for civil actions, suits, or proceedings in county court; revises distribution formula for additional filing fees; increases service charge clerk is entitled to for disbursement of surplus proceeds for certain judicial sales procedures; increases filing fee for additional timeshare interests joining consolidated timeshare foreclosure action; increases fee clerk of circuit court may charge for auditing of return of ward's estate; requires Office of Economic & Demographic Research to prepare certain report; requires such report to be submitted to Legislature.
Assessment of Inherited Homestead Property; Proposes State Constitutional amendment authorizing Legislature to provide that transfer of homestead property by inheritance is not considered change of ownership for purposes of homestead property assessment.
Pari-mutuel Wagering; Authorizes thoroughbred permitholders to elect not to conduct live racing; specifying that such permitholders retain certain permits, eligibility, exemptions, & licenses; revising penalties for permitholders who do not pay specified taxes; revising requirements for thoroughbred permitholders who have certain slot machines & cardroom licenses.
Violations of Injunctions for Protection Against Domestic Violence; Provides that person commits felony of third degree if such person commits violation of injunction or foreign protection order against victim after having been convicted of any assault, battery, or violation of injunction or foreign protection order against same victim; requires minimum term of imprisonment for such offense.
Online Media Transparency; Creating the "Online Media Transparency Act"; requiring certain content creators to clearly and conspicuously disclose any sponsorship within any related media content; providing that failure to disclose a sponsorship constitutes an unfair or deceptive act or practice; requiring a content creator who receives sponsorship from a foreign principal of a foreign country to file a certain disclosure with the Department of State, etc.
Local Regulation of Drinking Straws and Stirrers; Prohibits local governmental entities from enacting any rule, regulation, or ordinance for drinking straws or stirrers which does not meet specified requirements; provides requirements for local governmental entities that elect to enact rules, regulations, or ordinances for drinking straws or stirrers.
Auxiliary Containers; Defines "auxiliary container" and "single-use"; removes obsolete provisions; preempting regulation of auxiliary containers to state; provides exceptions; requires DEP to develop uniform ordinance for use and disposition of single-use, nonrecyclable auxiliary containers; provides requirements for development of such ordinance; requires that sale or distribution of single-use plastic auxiliary containers on lands managed by Division of Recreation & Parks of DEP be eliminated to greatest extent possible; prohibits use, sale, or distribution of certain single-use auxiliary containers on such lands; requires department to develop and make available on its website statewide Marine Debris Reduction Plan; provides requirements for such plan; removes s. 500.90, F.S., relating to regulation of polystyrene products preempted to DACS.
State Reapportionment; Proposing an amendment to the State Constitution to revise reapportionment methods and revise upward the number of Senate and House of Representatives districts, etc.
Community Associations; Provides requirements for terminating dissolved HOA governing documents; provides requirements relating to easements of dissolved HOA; provides retroactive applicability; requires condominium & homeowners' associations to include specified statement in their governing documents or to hold meeting by date certain to vote to amend governing documents to include such statement; revises provisions relating to official records, electronic ballots, turnover inspection reports, & roofs; provides disclosure requirements for conflicts of interest; removes presuit mediation requirements; requires that specified arbitrators conduct arbitration proceedings; authorizes HOA's to be terminated; provides requirements for termination of HOA; provides duties & responsibilities of HOA board, & termination trustee; provides for distribution of HOA assets & paying lawful debts after termination; authorizes circuit court to create & administer community association court program; provides duties of chief judge; provides jurisdiction of community association court program; authorizes community association court program to take certain actions; requires each judicial circuit to submit to Legislature specified report annually by specified date; provides duties of OSCA; provides for funding & additional judges.
