Engineers; Prohibiting a person who is not licensed as an engineer from using a specified name or title; authorizing the Board of Professional Engineers to establish fees relating to professional structural engineering licensing; authorizing the board to refuse to certify an applicant for a professional structural engineering license for certain reasons; prohibiting certain persons from practicing professional structural engineering after a specified date, etc.
Identification of Underground Facilities; Deleting a preemption to the state for the regulation of the types of paint or marking device or the removal of such marks that are used to identify underground facilities, etc.
Trust Funds/Greyhound Compensation Trust Fund within the Division of Pari-mutuel Wagering; Creating the Greyhound Compensation Trust Fund within the Division of Pari-mutuel Wagering within the Department of Business and Professional Regulation; requiring the division to contract with a certain organization to develop criteria and guidelines relating to the fund; providing for future review and termination of the fund, etc.
Residential Swimming Pool Safety; Citing this act as “The Kacen’s Cause Act”; requiring a home inspector to include certain information relating to swimming pools in his or her report; requiring that new residential swimming pools meet an additional requirement in order to pass final inspection and receive a certificate of completion; prohibiting a property owner from transferring ownership of a parcel that includes a swimming pool unless certain requirements are met, etc.
Division of State Technology; Establishes Data Innovation Program through the division; requires DMS to administer program; specifies requirements for division regarding data governance across state agencies; requires division to develop & conduct data interoperability pilot programs with AHCA, DOH, & DCF; specifies requirements for pilot programs.
Legislative Apportionment and Congressional Redistricting; Creates independent commission on legislative apportionment & congressional redistricting; provides for purpose, duties, membership, & funding of commission; requires commission to conduct public hearings; subjects commission to government-in-the-sunshine & financial disclosure requirements; prohibits persons not serving on or employed by commission from influencing or attempting to influence commission members & employees other than through specified manner; provides criminal penalties.

Hospital, Hospital System, or Provider Organization Transactions; Requires entities to submit written notice of specified filing to AG Office relating to hospital, hospital system, or provider organization mergers, acquisitions, & other transactions; authorizes AG to request additional information or issue civil investigative demand; requires AG to submit report to Legislature; provides civil penalty; authorizes positions & provides appropriations. APPROPRIATION: $1,268,721
Real Property; Repealing a provision relating to a governmental entity’s establishment of recreational customary use on a portion of a beach above the mean high-water line on private property, etc.
Acquisition of Certain Professional Services; Provides that Consultants' Competitive Negotiation Act may not be construed to prevent cooperative purchasing between governmental agencies if certain criteria are met.
