Informed Consent for Midwifery Services; Requires licensed midwife to use specified form to obtain the client's consent for the provision of midwifery services & to inform the client of specified information.
Informed Consent for Pelvic Examinations; Prohibits health care practitioner from performing pelvic examination on patient without first obtaining written consent of patient or patient's legal representative; provides exceptions.
Florida Complete Count Committee; Creates committee; prescribes duties of committee; specifies membership of committee; provides appointment of members & filling of vacancies; requires each state agency to designate census coordinator.
Office of Public Counsel; Providing term limits for the Public Counsel; providing an exception for time served before a specified date; providing for the appointment and removal of the Public Counsel; requiring the Committee on Public Counsel Oversight to receive applications, conduct interviews, and appoint a Public Counsel by a specified date every 4 years, etc.
Renewable Energy; Authorizing owners of commercial or industrial businesses, or third parties contracted by such owners, to install, maintain, and operate a renewable energy source device on or about the structure in which the business operates or on a property the business owns or leases; authorizing owners or contracted third parties to sell electricity generated from the device to certain businesses regardless of whether the device is located in a utility’s service territory, etc.
Trust Funds/Termination/Public Defenders Revenue Trust Fund/JAC; Terminates Public Defenders Revenue Trust Fund within Justice Administrative Commission; provides for disposition of balances in & revenues of trust fund; provides procedures for the termination of trust fund.
Energy 2040 Task Force; Creating the Energy 2040 Task Force within the Public Service Commission; requiring the task force to make recommendations, giving consideration to certain topics; requiring that state agencies assist and cooperate with the task force and any advisory committees; requiring the task force to submit recommendations to the President of the Senate, the Speaker of the House of Representatives, and the Governor by a specified date, etc.
Public Records; Revises & provides exemptions from public records requirements for certain information contained in motorist records held by DHSMV, crash reports, certain crash report data elements within computerized database, uniform traffic citations that reveal personal information, & certain traffic citation data elements within computerized database; provides retroactive applicability; prohibits certain persons or entities from disclosing confidential information; provides exceptions; requires sworn statements or memoranda of understanding; provides construction; provides penalties; provides for future legislative review & repeal of exemptions; provides statement of public necessity.
Pay-for-success Contracts; Authorizes state agency to enter into pay-for-success contract with private entity under certain conditions, subject to appropriation & specified language in GAA; authorizes carryforward of specified unexpended appropriations; provides contract requirements; authorizes cancellation of contract; specifies services & programs that may be eligible for funding under contract; prohibits private entity from viewing or receiving personal client information that is otherwise confidential & exempt from public records law; requires agency to provide annual report to legislative appropriations committees by specified date; requires DMS to prescribe certain procedures by specified date.
Florida Space Exploration Monument; Establishes Florida Space Exploration Monument; provides for administration of monument; provides that design shall be chosen by committee from entries submitted by public; requires certain entities to establish procedures & criteria for such submissions; directs DMS to develop specified plan for placement & cost of monument & submit plan to Governor & Legislature by specified date.
Insulation Products; Specifies that person who takes certain actions relating to interior building envelope insulation products for residential dwellings without having certain test report is subject to Florida Deceptive & Unfair Trade Practices Act; requires that such test report be provided, upon request, to local building official; provides that product evaluation report may not be provided in lieu of test report.
