Detained or Housed Unaccompanied Minors; Imposing requirements on state agencies, and entities that contract with a state agency, which provide services, or coordinate with the Federal Government to provide services, relating to the detention of unaccompanied minors in this state; providing requirements for the Children and Youth Cabinet, etc.
Public Records/Active Threat Assessment and Management Records; Exempting from public records requirements active threat assessment and active threat management records; providing circumstances under which such records are considered active; providing for future legislative review and repeal of the exemption; providing a statement of public necessity, etc.
Reclaimed Water; Prohibiting domestic wastewater treatment facilities from disposing of effluent, reclaimed water, or reuse water by surface water discharge beginning on a specified date; providing that reclaimed water is a water source for public water supply systems; providing specified groundwater and surface water quality protections for potable reuse projects; requiring counties, municipalities, and special districts to authorize graywater technologies under certain circumstances and to provide incentives for the implementation of such technologies; providing requirements for the use of graywater technologies, etc.
Public Records/Emergency Room Health Care Practitioners; Defining the term “emergency room health care practitioner”; providing an exemption from public records requirements for the identifying and location information of current or former emergency room health care practitioners and the spouses and children of such practitioners; providing for future legislative review and repeal of the exemption; providing a statement of public necessity, etc.
Juneteenth Independence Day; Urging Congress to recognize June 19, 2020, as “Juneteenth Independence Day”, etc.
Beverage Law; Authorizing a manufacturer who possesses a vendor’s license to sell, transport, and deliver malt beverages to vendors under certain circumstances; revising alcoholic beverage inventory requirements for warehouse space owned or leased by certain distributors; revising the percentage of licensed vendors a distributor must sell to in certain locations to be presumed to be selling to licensed vendors generally; prohibiting certain entities and persons from directly or indirectly assisting or providing specified items, moneys, or services to a licensed vendor, etc.
Standards Of Conduct For Public Officers; Provides certain public officers may not receive compensation for serving on advisory bodies; provides exception.
Specialty Contracting Services; Revising the types of buildings for which individuals who are not required to obtain certain registrations or certifications may perform contracting services without a local license; authorizing certain persons under the supervision of specified licensed contractors to perform certain specialty contracting services for commercial or residential swimming pools, hot tubs or spas, or interactive water features, etc.
Public Records; Prohibiting an agency that receives a request to inspect or copy a record from responding to such request by filing an action for declaratory relief against the requester, etc.
Higher Education; Provides for mergers of University of Florida & Florida Polytechnic University & University of Florida & New College of Florida, respectively; revises Florida Academic Scholars award & Florida Medallion Scholars award.
Individual Wine Containers; Repeals provisions relating to limitation of size of individual wine containers.
State Group Insurance Program; Authorizing persons eligible to participate in the program to elect membership with certain health maintenance organization plans; requiring at least one health maintenance organization plan be made available to each enrollee residing in the state; prohibiting specified fraudulent acts in connection with the program, including the submission of fraudulent insurance claims, making false statements in claims, and the acceptance of certain payments; requiring the Division of State Group Insurance to establish an anti-fraud unit for certain purposes by a specified date, etc.
