Public Waters; Prohibiting local governments and special districts from applying for a permit to establish or maintain a public mooring field under certain circumstances; requiring, rather than authorizing, the Department of Health to adopt and enforce certain rules; requiring counties, municipalities, special districts, and, if applicable, the state to close certain beach waters and public bathing places, etc.
Coordinated Access Model Pilot Program; Requires DCF to contract with entity to establish Coordinated Access Model Pilot Program in Clay, Duval, & St. Johns Counties; requires department to award contract by certain date; requires certain contractual provisions; provides requirements for contracted entity; requires contracted entity to subcontract with certain state university for certain purposes; requires department & contracted entity to create coordinated access model; provides model requirements; requires department to provide specified reports to Governor & Legislature within specified timeframes; authorizes department & contracted entity to apply for & use certain funds to support or expand Coordinated Access Models; authorizes department to adopt rules.
Department of Commerce; Exempts federal agencies from requirement that conveyance at less than appraised value must state that land will revert to board of trustees if land is not used for its intended purposes as military installation buffer or if military installation closes; revises definition of term "rural community"; repeals provisions, relating to Florida Small Cities Community Development Block Grant Program Act, legislative intent & purpose, definitions, Florida Small Cities Community Development Block Grant Loan Guarantee Program, applications for grants, establishment of grant ceilings & maximum administrative cost percentages & elimination of population bias, rejection of grant applications & penalties for failure to meet application conditions, & general powers of department under s. 290.0401, respectively; designates Department of Commerce as state agency to receive federal funding from United States Department of Housing & Urban Development to administer Community Development Block Grant Program; provides that department shall administer additional federal funding in accordance with federal law & guidance from Department of Housing & Urban Development; authorizes Department of Commerce to adopt rules.
Employer Immunity from Civil Liability; Provides employers with immunity from civil liability for adverse personnel actions taken against employee or job applicant.
Electronic Monitoring Devices in Long-term Care Facilities; Defines "electronic monitoring device" & "representative"; authorizes resident, or his or her representative, of nursing home facility or assisted living facility, respectively, to install & use electronic monitoring device in resident's room if specified conditions are met; provides for consent of resident living in shared room with resident who intends to install device; authorizes other resident or his or her representative to impose conditions on consent; provides for withdrawal of consent & modification of conditions; requires AHCA to adopt forms by rule; prohibits facilities from denying admission or otherwise discriminating against resident for installing electronic monitoring device; provides administrative penalty; provides criminal penalty for unlawfully obstructing, tampering with, or destroying electronic monitoring device or recording made by such device; specifies who may view or listen to images broadcast or recorded by electronic monitoring device.
Tax/Sales Taxes; Revises upward specified sales & use tax, requires certain percentage of collected revenues be used for specified purpose; requires specified surtax when property is transferred.
Dietetics and Nutrition; Prohibits provision of certain dietetic & nutrition services; authorizes use of certain titles; revises exemptions for certain persons to practice or provide services or activities relating to dietetics or nutrition; revises membership & powers & duties of Dietetics & Nutrition Practice Council; revises requirements for licensure as dietician or nutritionist; revises temporary permit requirements for dieticians & nutritionists; removes authorizations for licensed dietitian, licensed nutritionist, or licensed nutrition counselor for use of certain words in connection licensee's name or place of business.
Electronic Payments of Retail Installment Contracts; Defining the terms “ACH payment” and “electronic payment”; authorizing holders of retail installment contracts and their agents to collect fees for processing electronic payments made by motor vehicle retail buyers under certain circumstances, etc.
Motor Vehicle Insurance; Repeals provisions relating to application of Florida Motor Vehicle No-Fault Law; revises motor vehicle insurance coverages that applicant must show to register certain vehicles with DHSMV; revises garage liability insurance requirements for motor vehicle dealer license applicants; revises financial responsibility requirements for owners or lessees of for-hire passenger transportation vehicles; revises requirements for certificate of deposit that is required if person elects certain method of proving financial responsibility; revises minimum net worth requirements to qualify certain persons as self-insurers; revises coverages that must provide premium charge reduction; revises coverages that are subject to premium discounts for specified motor vehicle equipment; revises coverages that are subject to stacking prohibition; revises coverages of motor vehicle insurance policy for which licensed general lines agent may charge specified fee; revises additional liability insurance requirements for commercial motor vehicles; revises insurance requirements for transportation network company drivers; revises coverages in policy sold in combination with accidental death & dismemberment policy which premium finance company may not finance. State Reapportionment ; Proposes amendment to State Constitution to revise reapportionment methods and revise upward the number of Senate and House districts.
Assessed Value of Nonhomestead Property; Proposes State Constitutional amendment reducing maximum percentage assessed value of nonhomestead properties may increase annually.
Governmental Agencies and Personnel ; Prohibits state agency or officer from directing funds offered to state to third party as condition of settlement; provides that state agency or officer must provide written notification of terms of settlement to Legislature & Attorney General within specified time; prohibits authorization or approval of reimbursements for travel expenses to & from person's residence & his or her headquarters for specified positions; requires that official headquarters for specified positions be city or town in which department's official headquarters is located; prohibits persons serving in specified positions from being reimbursed for certain travel expenses; prohibits lobbyist or principal from making, & prohibiting district governing board member, executive director, or any district employee who qualifies as local officer from accepting, any expenditure; removes provision prohibiting state residency requirements for university board members.
