Petroleum Fuel Measuring Devices; Revises types of certain security measures required to be affixed to or installed onto retail petroleum fuel measuring devices; requires owners or operators of retail petroleum fuel measuring devices to affix to or install onto measuring devices certain security measures by specified date; provides that use of certain measures complies with such requirement; authorizes DACS to take certain retail petroleum fuel measuring devices out of service until compliance is restored; preempts regulation of petroleum fuel measuring devices to state & DACS; prohibits DACS from enforcing certain provisions for violations of certain rules; exempts DACS petroleum fuel measuring device rules from enforcement under specified provisions.
OGSR/Financial Information/Private Entity Applicant; Amending a provision relating to an exemption from public records requirements for financial information of a private entity applicant which the Department of Transportation requires as part of a certain application process; removing the scheduled repeal of the exemption, etc.
Farming Operations; Prohibits farms from being held liable for nuisance except in certain circumstances; provides a burden of proof; prohibits nuisance actions from being filed against farm operations unless specified conditions are met; provides requirements for and limitations on damages; provides that plaintiffs who bring nuisance actions against farm operations are liable for certain costs, fees, & expenses.
Public Records and Public Meetings/Public Service Commission; Exempting discussions of certain confidential information by the Public Service Commission during certain hearings from public meetings requirements; requiring such hearings to be recorded by a certified court reporter; providing that only redacted transcripts are subject to public records requirements; providing for future legislative review and repeal of the exemptions; providing a statement of public necessity, etc.
OGSR/Florida State Boxing Commission; Amending a provision relating to an exemption from public records requirements for proprietary confidential business information obtained through an audit of a promoter’s books and records or provided by a promoter to the Florida State Boxing Commission; removing the scheduled repeal of the exemption, etc.
Public Records/Persons Provided Public Emergency Shelter; Creating an exemption from public records requirements for the addresses and telephone numbers of persons provided public emergency shelter during a storm or catastrophic event and held by the agency that provided the emergency shelter; providing for future legislative review and repeal of the exemption; providing a statement of public necessity, etc.
OGSR/Department of Agriculture and Consumer Services; Amending a provision which provides an exemption from public records requirements for criminal or civil intelligence or investigative information or any other information held by the Department of Agriculture and Consumer Services as part of an examination or investigation with another state or federal regulatory, administrative, or criminal justice agency; removing the scheduled repeal of the exemption, etc.
Military Affairs; Deleting a provision requiring that certain military personnel have the same salary and benefits as career service employees; modifying minimum qualifications and duties of the Adjutant General; specifying that a court-martial is an administrative procedure under the executive branch of state government; authorizing the Adjutant General, the Adjutant General’s designee, or a military judge to issue and execute search authorizations under specified circumstances, etc.
Services for Veterans and Their Families; Authorizing the Department of Veterans’ Affairs to establish the Florida Veterans’ Care Coordination Program to provide veterans and their families with behavioral health care referral and care coordination services; authorizing the department to contract with a certain nonprofit entity to enter into agreements with Florida 211 Network participants to provide such services; providing for the statewide delivery of specified services by program teams; requiring Florida 211 Network participants to collect program implementation data and to submit such data to the department, etc.
Transportation Facility Designations Honoring Fallen Law Enforcement Officers; Provides honorary designations of certain transportation facilities in specified counties; directs DOT to erect suitable markers.
Florida Real Estate Appraisal Board; Revises composition of the board.
Combating Public Disorder; Authorizing specified elected officials to file an appeal to the Administration Commission if the governing body of a municipality makes a specified reduction to the operating budget of the municipal law enforcement agency; providing that a municipality has a duty to allow the municipal law enforcement agency to respond to a riot or unlawful assembly in a specified manner based on specified circumstances; reclassifying the penalty for an assault committed in furtherance of a riot or an aggravated riot; prohibiting cyberintimidation by publication; prohibiting a person from willfully participating in a specified violent public disturbance resulting in specified damage or injury; creating an affirmative defense to a civil action where the plaintiff participated in a riot, etc.
