Home Backup Power Systems; Prohibiting a local government from adopting a technical amendment to the Florida Building Code which requires a permit or any functionally equivalent local review or approval for certain backup power systems; prohibiting a local government that issues building permits from requiring an owner of a single-family dwelling or such owner’s contractor to obtain a building permit to perform work on the single-family lot valued at less than a specified sum; prohibiting a local enforcement agency from requiring a permit or any functionally equivalent local review or approval for the installation, relocation, replacement, or repair of an eligible residential backup power system; defining the term “backup power system”, etc.
Taking and Exporting Aquatic Animal Species; Citing this act as the “Marine and Aquatic Native Threatened Animal Protection Act”; prohibiting the taking, possession, transportation, or exportation of endangered, threatened, or vulnerable aquatic animal species from state waters for certain purposes; prohibiting the Fish and Wildlife Conservation Commission from issuing, renewing, or approving certain licenses; providing penalties, etc.
Local Regulation of Drinking Straws and Stirrers; Prohibiting local governmental entities from enacting any rule, regulation, or ordinance for drinking straws or stirrers which does not meet specified requirements; providing requirements for local governmental entities that elect to enact rules, regulations, or ordinances for drinking straws or stirrers, etc.
Medical Marijuana Use Registry Identification Cards for Veterans; Requiring the Department of Health to charge a reduced fee for the issuance, replacement, or renewal of medical marijuana use registry identification cards for qualified patients who are honorably discharged veterans; providing requirements for proof of identification, etc.
Parking on Public Property; Defining the terms “public property” and “publicly owned buildings or facilities”; requiring local governments to refund owners of vehicles who pay fees to park on specified public property in certain circumstances; prohibiting certain vehicles from being towed or issued a traffic citation for a specified time period after being parked on specified public property; prohibiting local governments from allowing private business entities or enterprises to use specified public property for private parking purposes for a fee; providing construction, etc.
Dependent Children; Requiring the Department of Children and Families and each community-based care lead agency to coordinate with certain organizations and meet at least quarterly for a specified purpose; requiring the department and each community-based care lead agency to make certain information available on their respective websites; requiring a caregiver to provide a weekly cash allowance to each child in his or her care beginning when the child attains a certain age; prohibiting a caregiver from withholding a child’s allowance as punishment, etc.
Medical Marijuana; Increasing the number of supply limits of marijuana which a qualified physician may issue in a single physician certification for the medical use of marijuana; revising the frequency with which qualified physicians must evaluate existing qualified patients for a physician certification for the medical use of marijuana; providing that the fee associated with identification cards for certain veterans of the United States Armed Forces may not exceed a specified amount, etc.
Informed Consent for Assisted Reproductive Technology; Revising requirements for certain written disposition agreements required between a commissioning couple and a treating physician; prohibiting health care providers from performing in vitro fertilization without first obtaining informed consent from the commissioning couple; prohibiting health care providers from discarding embryos for nonpayment unless certain conditions are met; requiring health care providers to provide informed consent in the patients’ primary language or with a qualified interpreter, etc.
Florida Building Code Construction Requirements; Requires Florida Building Commission to require, beginning with next edition of Florida Building Code, that certain buildings or structures be constructed with specified materials & meet certain impact resistance requirements.
Resilient Buildings; Specifying that owners of resilient buildings are eligible to receive a specified tax credit; specifying that a resilient building may qualify for such tax credit only once; authorizing a building owner to carry forward the unused amount of a tax credit to a subsequent tax year; authorizing the transfer of all or part of the tax credits under certain conditions; prohibiting the Department of Business and Professional Regulation from authorizing tax credits that exceed a certain amount; creating the Florida Resilient Building Advisory Council adjunct to the Department of Business and Professional Regulation, etc.
Department of Commerce; Repealing provisions relating to the Florida Small Cities Community Development Block Grant Program Act; providing an exemption for certain conveyances of state lands to certain federal agencies which revert to the Board of Trustees of the Internal Improvement Trust Fund if such land is not used for its intended purposes as a military installation buffer or if the military installation closes; requiring employers who are required to use the E-Verify system to verify a new employee’s employment eligibility to maintain an E-Verify case result for each employee which shows that the employee is authorized to work; requiring the department to provide an employer knowingly employing an unauthorized alien with a written determination, etc.
Reorganization of Florida Government; Proposes State Constitutional Amendment to move the seat of state government; revise the size and procedures of the Legislature; create new procedures for redistricting, vacancies and appointments are; revise the amendment process, create new cabinet positions, reorganize duties of the cabinet, allow recall elections, allow counties to become charter counties; and create a number of elected boards to provide oversight of the Governor, taxation, public utilities, and state universities.
