Task Force on Artificial Intelligence in Public Postsecondary Education; Creates Task Force on Artificial Intelligence in Public Postsecondary Education.
States of Emergency; Provides that state of emergency renewed by Governor expires within specified timeframe; authorizes Legislature to extend state of emergency under specified circumstances; provides that such extension is valid for specified timeframe; prohibits such timeframe from exceeding end of next regular session; requires Governor to immediately issue certain executive order or proclamation consistent with Legislature's concurrent resolution terminating state of emergency; prohibits Governor from declaring substantially similar state of emergency under specified conditions; requires AG to update quarterly specified audit, rather than annually.
Government Waste and Misconduct; Requires specified parties prepare a report investigating & evaluating specified subjects & identifying certain funds; requires AG to take certain actions to recover specified funds; requires such recovered funds be used for certain purpose; requires specified funds be transferred & used for certain purpose; creates Working Floridians Tax Rebate Program within DOR for certain purpose; requiring the program be funded in a specified manner; granting state funds to certain people who have received federal Earned Income Tax Credit.
Health Care; Repeals provisions relating to sex-reassignment prescriptions & procedures & civil liability for provision of sex-reassignment prescriptions or procedures to minors, respectively; requires covered entity to adopt policy relating to providing notice of its refused services; requires DOH to publish & maintain on its website current list of covered entities & their refused services & develop & administer public education & awareness program; revises timeframe in which physician may perform termination of pregnancy; requires AHCA to provide Medicaid reimbursement for medically necessary treatment for or related to gender dysphoria or comparable or equivalent diagnoses; prohibits AHCA from discriminating in reimbursement on basis of recipient's gender identity or that recipient is transgender individual.
Multifamily Residential Properties; Prohibiting the owner or principal operator of a multifamily residential property from receiving a presumption against liability if a certain number of specified crimes were reported to have occurred at the property within a specified timeframe, etc.
Disclosure of Estimated Ad Valorem Taxes; Requires certain listings to include estimated ad valorem taxes; prohibits current owner's ad valorem taxes from being displayed or used for certain purposes; provides requirements for listing platforms, DOR, & property appraisers; provides protection from liability for specified parties who take certain actions; prohibits certain materials from including specified information; requires, beginning on specified date, department to annually publish certain information on its website.
Roofing Requirements for Property Insurance; Prohibits insurer from refusing to issue or renew property insurance policy, rather than homeowner's policy, insuring residential structure that has a roof less than specified age solely because the roof's age; requires insurer to differentiate between low-slope & steep-slope roofs in its offer for coverage under certain circumstances; requires insurer to allow property owner to have roof inspection performed on steep-slope roof by authorized inspector before requiring that roof be replaced; prohibits insurer from refusing to issue or renew property insurance policy under certain circumstances.
Temporary Door Locking Devices; Defining the term “temporary door locking device”; authorizing temporary door locking devices to be installed at any height; requiring the Florida Building Commission to incorporate certain standards for temporary door locking devices into the Florida Building Code; requiring the use of temporary door locking devices be integrated into building safety plans, safety drills, and training programs for a specified purpose, etc.
Regulation of Chickees; Defining the term “chickee”; prohibiting counties and municipalities, respectively, from enacting ordinances, regulations, or policies that prevent construction of chickees under certain circumstances or that are more restrictive than federal floodplain management regulations; providing that later incorporation of certain features into an existing chickee requires a permit; providing criminal penalties for persons who are not members of specific tribes and who construct chickees in an attempt to circumvent the Florida Building Code, etc.
Outsourcing Facilities; Requiring outsourcing facilities to apply to the Department of Health, using a form prescribed by the Board of Pharmacy, to obtain a permit before engaging in specified activities; requiring the board to review such documentation and consider certain actions of the applicant outsourcing facility; providing that outsourcing facilities holding a valid outsourcing permit issued before a specified date are deemed to be in compliance with certain permitting requirements; providing that the board is the sole state regulatory authority responsible for the permitting, oversight, and discipline of outsourcing facilities, etc.
Health Care; Defines "treat," "treated," & "treatment"; authorizes individual to refuse examination, testing, or treatment for specified reasons; prohibits discrimination against patient based on patient's vaccination status; requires licensed health care practitioners to inform parent or legal guardian of minor child of risks, benefits, safety, & efficacy of specified vaccines, obtain signature from parent or legal guardian before administration of vaccine, & provide parent or legal guardian with option of alternative vaccination schedule; authorizes pharmacist to provide ivermectin without prescription; requires pharmacist to provide specified information to patient; provides pharmacists with immunity from civil & criminal liability & disciplinary action; authorizes Board of Pharmacy to adopt rules; authorizes parent to exempt their child from health examination or from administration of immunizing agents based on conscience grounds; requires DOH to make publicly available, by posting on its Internet website, exemption form for parents & legal guardians.
Florida Kratom Consumer Protection Act; Requiring that finished kratom products sold to consumers at certain establishments meet certain requirements; requiring that kratom products be manufactured only by a processor who holds a certain permit issued by the Department of Agriculture and Consumer Services; providing requirements for finished kratom products produced in this state and subsequently shipped or transported out of this state for sale outside of this state; providing that a processor whose kratom product contains a controlled substance or other prohibited substances is in violation of the act, etc. APPROPRIATION: $3,711,749
