Spaceport Operations; Defining the terms “quintimodal transportation hub” and “spaceport director or commander”; requiring Space Florida, in coordination with specified entities, to enhance and promote the development and use of quintimodal transportation hubs in this state; providing powers and duties of spaceport operators, etc.
Motor Vehicle Operator Privacy; Citing this act as the "Driver Privacy Act"; prohibiting certain personal information and e-mail addresses from being sold to or shared with a third-party company, foreign country of concern, or foreign principal; providing for retroactive application; providing penalties for a third-party company that uses or releases certain information for a specified purpose, etc.
Pub. Rec./Sealing of Criminal History Records; Expands existing public records exemption to include sealed criminal history records of persons adjudicated guilty of certain nonviolent misdemeanor offenses; provides for future review & repeal of expanded exemption; provides for reversion of specified language if exemption is not saved from repeal; provides statement of public necessity.
Political Activity at Public Institutions of Higher Education; Requires public institutions of higher education to inform students & employees of Campus Free Expression Act through specified means; requires BOG & SBE to adopt regulations & rules, respectively, describing limitations of state universities & FCS institutions relating to certain political campaign activities; requires boards of trustees of such universities & institutions to publish on their official websites & provide to employees certain information relating to permissible & prohibited political activities, state law, & disciplinary actions.
Public Records; Providing that it is a violation of specified provisions to fail to acknowledge a public records request promptly and in good faith; requiring custodians of public records to perform specified actions within a specified timeframe; prohibiting agencies from charging for specified public records requests; providing that violations of any law providing access to public records are violations of specified provisions; requiring that certain provisions authorizing a public records exemption be repealed after a specified timeframe unless the Legislature reenacts the exemption, etc.
Local Government Land Development Regulations and Orders; Requiring counties and municipalities, respectively, to follow certain application procedures for applications for certain development permits and development orders; creating the “Florida Starter Homes Act” for a specified purpose; prohibiting local governments from imposing regulations governing residential lots unless such regulations meet specified requirements; prohibiting local governments from imposing certain regulations if a residential lot is connected to a public water system and a sewerage system; requiring the permitting as of right of an off-site constructed residential dwelling in certain zoning districts, etc.
Special Elections; Revises timeframe during which vacancy must be filled by candidates qualifying within timeframes provided by general law; requires Governor to call special primary election & special election under certain circumstance; requires Governor to fix dates of special election after vacancy occurs; requires Governor to consult with Secretary of State & supervisor of elections before setting special election dates; authorizes qualified electors to file petition in circuit court seeking judicial determination of election date under specified conditions; provides that court has authority to fix & declare dates for special election; removes authority of Governor, President of Senate, & Speaker of House of Representatives to waive specified timeframes if all parties concur; requires Governor to fix dates to coincide with already scheduled election; requires that special elections to fill certain vacancies be held no later than election for which resigning officer seeks to qualify; provides that certain persons are deemed elected; requires Governor to consult with certain supervisors of election, in addition to Secretary of State, before declaring date of special election; requires that such order be issued within specified timeframe after occurrence of vacancy.
Veterinary Medicine; Defines "veterinary professional associate"; increases amount of time for which prescriptions based solely on veterinary telehealth evaluation may be issued for certain drugs; revises applicability of certain exemptions; provides requirements for veterinary professional associates to receive certificates of registration from DBPR; requires department to make list of veterinary professional associate registrants publicly available on its website; authorizes department to suspend registration of veterinary professional associate upon certain determination by Board of Veterinary Medicine; authorizes department to rescind registration of veterinary professional associate; prohibits person from holding himself or herself out as veterinary professional associate; authorizes registered veterinary professional associate to engage in practice of veterinary medicine; prohibits registered veterinary professional associate from taking certain actions.
Locations of Sheriffs’ Offices; Authorizing sheriffs’ offices to be located at any location in the counties, rather than requiring the offices to be at county seats, etc.
Municipal Water and Sewer Utility Rates, Fees, and Charges; Deleting a limitation on the amount of rates, fees, and charges municipal water and sewer utilities are authorized to impose on consumers for such services outside the boundaries of the municipality; providing for the continuance and phase out of certain bond covenant surcharges; requiring municipalities operating such utilities to submit a specified rate study every 7 years to the Department of Environmental Protection which evaluates certain information, etc.
Release of Conservation Easements; Requires certain water management districts, upon application by fee simple owner of parcel subject to conservation easement, to release conservation easement if specified conditions are met; specifies that land released from conservation easement may be used for development consistent with certain zoning; requires property owners to assume responsibility for stormwater requirements in certain circumstances; requires property owners to comply with specified ordinances & seek approval for modification of certain permits; provides applicability.
Provision of Municipal Utility Service to Owners Outside the Municipal Limits; Prohibiting a municipal utility from declining to extend service to properties outside its corporate limits under certain circumstances; requiring a municipal utility to expand its service to an owner who makes such a request under certain circumstances, subject to the utility’s service requirements; requiring the municipal utility to make a determination within a specified timeframe and provide such determination to the owner in writing; requiring the municipal utility to provide the owner with specified information and to connect properties in a timely manner; authorizing a municipal utility to establish minimum application filing requirements, etc.
