Specialty License Plates/Florida Film Legacy License Plate; Directs DHSMV to develop Florida Film Legacy license plate; provides for distribution & use of fees collected from sale of plate; requires annual financial report by specified date.
Local Business Tax Receipts; Requiring persons applying for or renewing a local business tax receipt to practice or engage in or manage any business or occupation that conducts certain transactions to exhibit an active license or authorization from the Office of Foreign Assets Control of the United States Department of the Treasury, etc.
Eyewitness Identification; Revising eyewitness identification procedures; requiring a law enforcement officer to record, as completely as possible, an eyewitness’s description of the possible perpetrator of a crime and include the description in the offense report; providing that if facial recognition technology is used to identify a suspect, a lineup may not be conducted unless certain conditions are met; requiring a law enforcement officer or agency to make efforts to perform a lineup rather than use a show-up or a first-time-in-court identification, etc.
Offenses Evidencing Prejudice; Expands grounds for reclassification of offenses to include acts based on gender or gender identity of any person; specifies that reclassification must occur if offense was based in whole or in part on specified characteristics of any person; provides that it is essential element of certain offense that defendant perceived, knew, or had reasonable grounds to know or perceive that person was included in certain class of person; specifies that reclassification of certain offense must occur if offense was based in whole or in part on disability of any person; reclassifies certain offenses committed against person with disability; expands data Governor is required to collect & disseminate to include specified incidents.
Medical Debt; Defining the terms “medical debt collector” and “medical debt creditor”; prohibiting medical debt creditors and medical debt collectors from engaging in specified activities to collect medical debt; specifying limitations on the amount of interest a debtor may be charged for medical debt; providing that certain debtors may not be charged any interest or late fees on their medical debt, etc.
Relief/C.C./Department of Children and Families; Provides appropriation to compensate C.C. for injuries & damages sustained as result of negligence of department; provides limitation on compensation & payment of attorney fees & certain costs. APPROPRIATION: $20,000,000
Firearm Hold Agreements; Provides immunity from civil liability for federal firearms licensees operating lawfully in this state for acts or omissions relating to firearm hold agreements; provides exception.
Establishment and Administration of a State Cryptocurrency Reserve; Establishes Florida Strategic Cryptocurrency Reserve Fund as special fund assigned to SBA; provides for objective, custody, administration, & management of reserve; provides sources of reserve; authorizes Legislature to appropriate funds for deposit to credit of reserve for specified purposes; authorizes board to pay certain costs using cryptocurrency in reserve or net proceed from sale of cryptocurrency in reserve; authorizes transfer of reserve money to State Treasury; authorizes board to dispose of certain cryptocurrency received by reserve; provides requirements for cryptocurrency to be purchased for reserve; authorizes contracts with third parties for administration or management of reserve; authorizes board to use derivatives; authorizes contracts with certified public accountants for independent audits; establishes Florida Strategic Cryptocurrency Reserve Fund Advisory Committee within board; provides for committee membership; provides duties & terms of committee members; requires board to adopt rules; requires board to provide to Legislature certain information relating to reserve.
Neurofibromatosis Research Grants; Creating the Neurofibromatosis Disease Grant Program within the Department of Health; providing the purpose of the program; allowing certain grant proposals to receive preference in the awarding of grants; requiring the department to award grants after consulting with the Rare Disease Advisory Council; prohibiting members of the council or peer review panels from participating in discussions or decisions if there are certain conflicts of interest, etc.
Private Schools; Requiring a private school that enrolls a certain number of students to be considered a permitted use for zoning purposes; providing that certain private schools may not be subject to additional building codes; requiring a fire official to use specified firesafety evaluation systems for existing private school facilities; providing that certain private schools are subject to specified fire code requirements, etc.
My Safe Florida Home Program; Requiring the Department of Financial Services to notify applicants in specified circumstances; authorizing applicants to submit subsequent applications in certain circumstances; prohibiting an application from being deemed withdrawn if an applicant responds to notice and makes certain demonstrations and corrections, etc.
Victims of Violence; Citing this act as the “Survivor Safety Act”; creating a rebuttable presumption that persons who use force in accordance with specified provisions against a known abuser act with a reasonable fear of imminent peril of death or great bodily harm; requiring the Department of Law Enforcement, in consultation with specified persons, to develop, implement, and mandate an evidence-based, trauma-informed training program for specified persons; requiring the Florida Commission on Offender Review to establish the Survivor Self-Defense Case Review Panel, etc.
