Education; Repealing a provision relating to prohibited training or instruction in specified concepts which constitutes discrimination on the basis of race, color, national origin, or sex; repealing a provision relating to personal titles and pronouns; deleting a prohibition against classroom instruction, in specified grades, on sexual orientation and gender identity; authorizing and encouraging Florida College System institutions, state universities, and direct-support organizations to develop programs based on diversity, equity, and inclusion principles; authorizing school library media centers to provide materials and information presenting all points of view, etc.
Prohibition of Pyramid Promotional Schemes; Citing this act as the “Direct Sales Consumer Protection Act”; prohibiting a person from establishing, promoting, operating, or participating in a pyramid promotional scheme; requiring the Department of Legal Affairs to issue and serve a complaint and cease and desist order in certain instances; providing penalties, etc.
Freedom of Speech and Religious Expression in Public Schools; Prohibits school district from discriminating against students or school personnel on basis of political or ideological viewpoints or expression; prohibits penalty or reward for student's political or ideological expression in coursework, artwork, or other specified assignments; authorizes student to wear clothing, accessories, & jewelry displaying political or ideological messages or symbols; authorizes student to engage in political or ideological activities or expression; authorizes student to organize political or ideological groups, clubs, & other gatherings; requires that school district provide political or ideological groups with equal access to school facilities; authorizes political or ideological groups to advertise or announce meetings in same manner & to same extent as other groups; requires that DOE develop & publish model policy regarding limited public forum & political or ideological expression; creates private cause of action for persons & student organizations harmed by specified violations; provides for specified awards to such persons & organizations; authorizes such persons & organizations to use specified violations as defense or counterclaim; provides applicability; requires such actions to be brought within specified period of time; provides that state waives specified immunity; provides school district liability.
Interception and Disclosure of Oral Communications; Authorizes person to intercept & record oral communication if person is party to communication & certain conditions are met; limits use of intercepted communication to evidencing act of domestic violence.
Incentive Gain-time; Authorizes award of incentive gain-time for attaining vocational certificates & completing educational or rehabilitation programs; authorizes award of incentive gain-time for participation in vocational or workforce preparedness programs; authorizes award of incentive gain-time for using time constructively & diligent commitment to rehabilitation; requires that inmates serve minimum of 65 percent of their sentence for non-violent felony & 85 percent for offense other than non-violent felony.
Family Empowerment Scholarship Program; Requires private schools participating in FES Program to provide specified information in writing to certain parents before their student's initial enrollment in school; & provides private school requirements relating to certain services.
Central Service Technician Services; Defines terms "central service technician" and "health care practitioner"; requires licensed hospitals & ambulatory surgical centers to employ or otherwise retain services of central service technician only if he or she meets specified criteria; requires central service technicians who do not meet specified criteria to obtain certain certification within specified timeframe as condition of continued employment; requires central service technicians to complete specified number of continuing education hours annually as condition of continued employment; provides requirement for such continuing education; requires hospitals & ambulatory surgical centers to, upon written request of central service technician, verify in writing technician's dates of employment or contract period with facility.
Reporting Lost or Stolen Firearms; Requiring individuals to report lost or stolen firearms to the local law enforcement agency in the jurisdiction in which the loss or theft occurred within a specified timeframe; requiring such individuals to provide specified information to the local law enforcement agency; requiring the local law enforcement agency to create an incident report upon receiving a report of a lost or stolen firearm, etc.
Property Insurer Financial Strength Ratings ; Requires certain annual insurance reports prepared by OIR for Legislature & Governor to include financial strength ratings of property insurers against which delinquency & similar proceedings were instituted; requires office to maintain & make available upon request information relating to financial strength ratings of property insurers.
Reporting Lost or Stolen Firearms; Requires individuals to report lost or stolen firearms to local law enforcement agency in jurisdiction in which loss or theft occurred within specified timeframe; requires such individuals to provide specified information to local law enforcement agency; requires local law enforcement agency to create incident report upon receiving report of lost or stolen firearm; requires individual who reported firearm lost or stolen to notify local law enforcement agency to which loss or theft was reported within specified timeframe if firearm is subsequently recovered.
Foreign Students Enrolled in Public Postsecondary Educational Institutions; Requires FCS institutions & state universities to limit number of enrolled students who are citizens of foreign country & who are not permanent residents of United States to specified percentage of students enrolled at institution or university.
Criminal Warrants; Revises conditions under which judge may issue arrest warrant for misdemeanor offense; authorizes judge to issue summons or notice to appear in lieu of arrest in certain circumstances; authorizes judge to issue summons instead of warrant in certain circumstances; provides that law enforcement officer may arrest person without warrant when there is probable cause to believe such person has committed certain criminal acts or offenses; authorizes issuance of search warrant on certain grounds.
