Private School Facilities; Providing that certain private schools are considered a permitted use in certain zoning districts; authorizing counties and municipalities to require specified measures to mitigate vehicular traffic and pedestrian safety; authorizing private schools to provide a traffic study rather than comply with such measures; authorizing the award of injunctive relief; requiring certain private schools operating in such facilities to meet specified Florida Fire Prevention Code standards; authorizing the State Fire Marshal to adopt rules, etc.
Public Records and Meetings/Respiratory Care Interstate Compact; Providing an exemption from public records requirements for certain information held by the Department of Health or the Board of Respiratory Care pursuant to the Respiratory Care Interstate Compact; providing an exemption from public meetings requirements for certain meetings or portions of meetings of the Respiratory Care Interstate Compact Commission or the executive committee of the commission; providing an exemption from public records requirements for recordings, minutes, and records generated during exempt portions of such meetings; providing for future legislative review and repeal of the exemptions; providing statements of public necessity, etc.
Nicotine Dispensing Devices; Citing this act as the “Florida Age-Gate Act”; defining the term “non-FDA-authorized nicotine dispensing device”; requiring an applicant for a retail nicotine products dealer permit to consent to inspections and searches of the licensed premises by the Department of Law Enforcement for specified purposes; providing civil and criminal penalties for retail tobacco products dealers that sell or advertise, promote, or display for sale non-FDA-authorized nicotine dispensing devices; prohibiting certain dealers that sell non-FDA-authorized nicotine dispensing devices from advertising, promoting, or displaying such devices if such dealers do not prohibit persons younger than 21 years of age on the licensed premises, etc.
Smoking in Public Places; Defining the term “public place”; revising the definition of the terms “smoking” and “vape” or “vaping”; prohibiting smoking or vaping a marijuana product in public places in this state, with exceptions, etc.
Student Mental Health; Requiring the State Board of Education to adopt rules to enforce maximum class size restrictions; requiring that a school district’s plan for its mental health assistance program include contracts or interagency agreements that provide for one licensed mental health therapist per school; requiring that such plan include policies and procedures ensuring that every classroom has a corner for students to regulate emotional control and that teachers assign homework that is purposeful and assigned with consideration of students’ time outside the classroom, etc.
Nicotine Products; Requires Division of Alcoholic Beverages & Tobacco to inspect on regular basis place or premises of certain retail nicotine products dealers; provides that applicant for retail nicotine products dealer permit, by accepting permit, agrees to such inspections; authorizes division to assess certain fines & penalties for violations involving sale of certain nicotine dispensing devices, or advertising, promoting, or displaying for sale such devices; prohibits dealers of certain nicotine dispensing devices that do not prohibit individuals under 21 years of age on licensed premises from advertising, promoting, or displaying for sale such devices in specified manner; provides applicability; authorizes dealers of certain nicotine dispensing devices that prohibit individuals under 21 years of age on licensed premises to advertise, promote, or display for sale such devices in specified manner.

Continuity of Care in Health Insurance Contracts; Requires that contracts between individual health insurer, group, blanket, or franchise health insurer & HMO & contracted health care practitioner require specified notice to affected policyholders & subscribers before cancellation or termination of contracts; provides administrative penalties; requires health insurer, HMO & health care practitioner to allow certain policyholders & subscribers to continue coverage & care for specified timeframe; requires insurer & health care practitioner to be bound by terminated contract.
