Home Cultivation of Marijuana; Authorizing certain qualified patients to cultivate up to six flowering cannabis plants for personal consumption and noncommercial purposes; authorizing certain qualified patients to purchase medical marijuana seeds and clones from a licensed medical marijuana treatment center; providing that the personal consumption of cannabis cultivated at a qualified patient’s residence is subject to specified limitations, etc.
Local Government Official Salaries; Revising the base salaries used to calculate the compensation of a clerk of the circuit court and a county comptroller and the compensation of a supervisor of elections, respectively, etc.
Virtual Currency Transfers; Providing that requests by a defendant, regardless of location, to residents of this state to transfer virtual currency to an account located outside of this state subjects the defendant to the jurisdiction of the state courts, etc.
Public Records/County Administrators and City Managers; Providing an exemption from public records requirements for the personal identifying and location information of current county administrators, deputy county administrators, assistant county administrators, city managers, deputy city managers, and assistant city managers, including the names and personal identifying and location information of the spouses and children of current county administrators, deputy county administrators, assistant county administrators, city managers, deputy city managers, and assistant city managers; providing for future legislative review and repeal; providing for retroactive application; providing a statement of public necessity, etc.
U-visa Certification Policy; Specifies duties of certifying officials from certifying agencies concerning certification forms in support of U-visa applications; provides rebuttable presumption; requires certifying official from certifying agency that denies certification to provide petitioner with specified written notice; requires certifying agencies to grant or deny requests for certifications within specified timeframes; authorizes applicants to petition circuit court if certifying agency fails to respond within those timeframes; prohibits certifying agencies & certifying officials from disclosing immigration status of victims or persons seeking certification; provides initial & annual reporting requirements; provides immunity for certifying officials; specifies duties of certifying agencies.
Sale of THC-infused Beverages; Authorizes Division of Alcoholic Beverages & Tobacco to issue special license for retail sale of THC-infused beverages; requires such license for retail sale of THC-infused beverages; prohibits sale of such beverages if such license is not issued; defines the term "THC-infused beverage."
Rental Agreements for Residential Tenancies; Prohibits imposition of certain fees, surcharges, & periods in rental agreements; revises time period for nonpayment of rent from 3 days to 5 days; prohibits landlords from imposing any fees or surcharges during such period.
Protective Injunctions and Protection Orders; Requiring a respondent to surrender to the local law enforcement agency all firearms, ammunition, and licenses to carry a concealed weapon or firearm after the issuance of a final judgment on an injunction for protection against domestic violence; providing for return of firearms, ammunition, and licenses to carry a concealed weapon or firearm when a protective injunction is vacated, terminated, or otherwise rendered no longer effective; revising the criminal penalty for a second or subsequent violation of an injunction for protection against domestic violence or a foreign protection order, etc.
Persons Disqualified from Being Appointed as a Guardian; Authorizes court to appoint person who has been convicted of felony to be guardian of proposed ward; requires court to consider imposing additional requirements on certain guardians to safeguard proposed ward & his or her property; authorizes court to deny appointment as guardian if it determines appointment would place proposed ward, or his or her property, at risk.
Study on Childcare Assistance Programs; Requiring the Office of Program Policy Analysis and Government Accountability, beginning on a specified date, to conduct a study of state public and private employee child care assistance programs for a specified purpose; specifying the scope of the study; requiring the office to consult with specified entities in conducting the study; requiring the office to submit a report of its findings and recommendations to the Governor and the Legislature by a specified date, etc.
Ad Valorem Tax Revenue in Fiscally Constrained Counties; Requiring the Legislature to appropriate funds for a specified purpose; requiring that such funds be distributed in a specified manner; requiring specified counties to apply for such distribution; providing requirements for application; providing a specified calculation to be used to determine funding; providing for a reversion of funds in specified circumstances, etc.
Marriage Between Persons of the Same Sex; Repealing a provision relating to marriage between persons of the same sex; deleting a prohibition on the recognition of same-sex marriages; deleting a prohibition on the state and its agencies and subdivisions giving effect to a public act, record, or judicial proceeding that respects a same-sex marriage or relationship or a claim arising from such marriage or relationship, etc.
