Violations of Injunctions for Protection Against Domestic Violence; Provides that person commits felony of third degree if such person commits violation of injunction or foreign protection order against victim after having been convicted of any assault, battery, or violation of injunction or foreign protection order against same victim; requires minimum term of imprisonment for such offense.
Local Regulation of Drinking Straws and Stirrers; Prohibits local governmental entities from enacting any rule, regulation, or ordinance for drinking straws or stirrers which does not meet specified requirements; provides requirements for local governmental entities that elect to enact rules, regulations, or ordinances for drinking straws or stirrers.
Auxiliary Containers; Defines "auxiliary container" and "single-use"; removes obsolete provisions; preempting regulation of auxiliary containers to state; provides exceptions; requires DEP to develop uniform ordinance for use and disposition of single-use, nonrecyclable auxiliary containers; provides requirements for development of such ordinance; requires that sale or distribution of single-use plastic auxiliary containers on lands managed by Division of Recreation & Parks of DEP be eliminated to greatest extent possible; prohibits use, sale, or distribution of certain single-use auxiliary containers on such lands; requires department to develop and make available on its website statewide Marine Debris Reduction Plan; provides requirements for such plan; removes s. 500.90, F.S., relating to regulation of polystyrene products preempted to DACS.
Community Associations; Provides requirements for terminating dissolved HOA governing documents; provides requirements relating to easements of dissolved HOA; provides retroactive applicability; requires condominium & homeowners' associations to include specified statement in their governing documents or to hold meeting by date certain to vote to amend governing documents to include such statement; revises provisions relating to official records, electronic ballots, turnover inspection reports, & roofs; provides disclosure requirements for conflicts of interest; removes presuit mediation requirements; requires that specified arbitrators conduct arbitration proceedings; authorizes HOA's to be terminated; provides requirements for termination of HOA; provides duties & responsibilities of HOA board, & termination trustee; provides for distribution of HOA assets & paying lawful debts after termination; authorizes circuit court to create & administer community association court program; provides duties of chief judge; provides jurisdiction of community association court program; authorizes community association court program to take certain actions; requires each judicial circuit to submit to Legislature specified report annually by specified date; provides duties of OSCA; provides for funding & additional judges.
Water Management Districts; Requires Commission on Ethics to investigate lobbyist or principal who has made prohibited expenditure & to provide Governor with report of its findings & recommendations regarding such investigation; prohibits certain persons from making or accepting expenditures; requires South Florida Water Management District, in cooperation with DEP, to provide detailed report that includes total estimated remaining cost of implementation of Comprehensive Everglades Restoration Plan & status of applicable performance indicators for all project components; requires South Florida Ecosystem Restoration Task Force to identify certain sources of funding; authorizes water management districts to levy certain ad valorem taxes on specified property for certain purposes; requires district governing board levying ad valorem taxes for certain projects to adopt resolution approved by majority vote of voting electors in district or basin; requires that water management district's tentative budget for its proposed operations & funding requirements include district's capital improvement plan for current year & next fiscal year; requires that certain projects submitted by water management districts to department for Statewide Flooding & Sea Level Rise Resilience Plan be ranked on separate list; revises list of information that must be submitted by department for each project.

Rec./Office of Financial Regulation; Provides exemption from public records requirements for information received by OFR relating to cybersecurity event of loan originators, mortgage brokers, & mortgage lenders; certain trade, commerce, & investments; breaches of security of financial institutions; & applications for authority to organize new financial institutions & for certain information relating to specified directors; provides exemption from public records requirements for information received by OFR for investigations & examinations; provides for future legislative review & repeal of exemption; provides statement of public necessity.
Employee Child Care Assistance Programs Study; Requires OPPAGA, beginning on specified date, to perform study of public & private employee child care assistance programs; provides requirements for study; requires office to submit certain report to Governor & Legislature by specified date; provides for future repeal of study.
Redesignations of State University and Florida College System Institution Roads; Requires state university & FCS institution boards of trustees to redesignate specified roads or portions of roads to certain names relating to Charlie James Kirk within specified time period; requires state funds to be withheld for any university & institution that fails to redesignate road or portion of roadway within such time period.
Responsible Firearm Safety Awareness Month; Designates month of June as "Responsible Firearm Safety Awareness Month" for specified purpose; encourages FDLE, local governments, & other agencies & organizations to sponsor certain events.
Parity for Nonnursing Services Under Long-term Managed Care Plans; Beginning on specified date, requiring AHCA to reimburse nonnursing services provided by licensed providers at same rate or higher than rate it reimburses unlicensed providers for such services under Medicaid long-term managed care program; requires agency annually to adjust rate for licensed providers; requires agency, within specified timeframe, to seek any Medicaid waiver or state plan amendment necessary to implement rate changes.
HB 217 prohibits counties and municipalities in areas declared disaster zones for Hurricanes Debby, Helene, or Milton (DR-4806, DR-4828, DR-4834) from imposing new construction moratoriums, stricter land use rules, or more burdensome permitting processes for properties damaged by those hurricanes. It applies retroactively to August 1, 2024, and bans such restrictions until October 1, 2027. Private property owners can sue local governments for violations and seek court orders to block the rules, with potential recovery of legal fees if successful. The law expires June 30, 2028.
Access to Medicaid Providers; Requires AHCA to include specified requirements in its contracts with Medicaid managed care plans; defines "outside of regular business hours."
