Affordable Housing Property Tax Exemptions; Defining the term “LURA”; revising conditions under which multifamily projects are considered property used for a charitable purpose and are eligible to receive an ad valorem property tax exemption; revising the list of units in multifamily projects which property appraisers are required to exempt; providing that certain annual compliance reports and statements from the Florida Housing Finance Corporation are presumptive evidence that certain properties meet certain limitations, etc.
Interstate Podiatric Medical Licensure Compact; Creating the Interstate Podiatric Medical Licensure Compact; providing purpose of the compact; specifying requirements for a podiatric physician to apply for and receive an expedited license in a member state; creating the Interstate Podiatric Medical Licensure Compact Commission; providing powers and duties, including financial powers, of the commission, etc.
Education; Deleting references to the Video Cameras in Public School Classrooms Pilot Program; deleting an obsolete definition; authorizing certain parents to submit a written request to the school principal for installation and operation of a video camera in a self-contained classroom; requiring that a video camera be operational within a specified timeframe after approval of a request under the policy; prohibiting a school or school district from concealing the identity of an employee in a video recording, etc.
Official Records of Condominium Associations, Residential Cooperative Associations, and Homeowners’ Associations; Revising the list of official records that a condominium association is required to maintain to include audio conference recordings; revising association meeting requirements and authorizing associations to use audioconferencing, in addition to videoconferencing, or to use both; revising the emergency powers of a condominium association to include the power to conduct meetings and elections via audioconferencing; revising the emergency powers of a residential cooperative association and a homeowners’ association, respectively, to include the power to conduct meetings and elections via audioconferencing, etc.
Motor Vehicles; Requiring the Department of Highway Safety and Motor Vehicles to establish and maintain a secure online license and registration portal for verifying, recording, and processing the seizure or confiscation of license plates; providing that a disabled veteran may retain a certain license plate designation upon reissuance, renewal, or transfer of the plate; prohibiting a person from manufacturing, selling, offering for sale, or affixing to any registration license plate certain covers, films, or overlays that obscure or alter the registration license plate in a specified manner, etc.
Tax Referenda; Defining the term “local government spending analysis”; requiring a local government spending analysis be included on certain referenda, etc.
Trust Funds/Vacancy Relief and Risk Mitigation Trust Fund; Creating the Vacancy Relief and Risk Mitigation Trust Fund within the Florida Housing Finance Corporation for a specified purpose; authorizing any unexpended balance at a specified time to revert and be reappropriated for a certain purpose; providing for future review and termination or re-creation of the trust fund, etc.
Interstate Podiatric Medical Licensure Compact; Enacts Interstate Podiatric Medical Licensure Compact; provides compact membership & member state licensure requirements; establishes Interstate Podiatric Medical Licensure Compact Commission; provides for purpose, membership, & meetings, of commission; requires member state to establish certain database; provides database information requirements; provides for amendment, withdrawal, & dissolution of the compact.
Assessment of Property with Decreasing Just Valuation; Prohibits increases in certain assessed valuations if the just value of property has decreased.
Department of Financial Services; Establishes Florida Agency for Fiscal Oversight within DFS; provides purpose & duties of agency; requires agency to conduct audit of certain local governments; authorizes agency to request certain information; provides penalties for noncompliance with such request; removes requirement that specified hotline be operated for certain amount of time each day; removes requirement that hotline be advertised in specified manner; requires specified employees to take certain training annually; requires first training be completed by specified deadline; requires certain employees who report information to Florida Agency for Fiscal Accountability be afforded same protection as whistle-blowers; prohibits local governments from executing certain documents with specified provisions; provides that such contracts are void; requires local governments submit certain report to DFS; requires counties to use certain contract tracking system.
Public Records/Data Centers; Providing an exemption from public records requirements for information relating to the plans, intentions, or interest of a person to locate a data center; providing for future legislative review and repeal of the exemption; providing a statement of public necessity, etc.
Transportation Infrastructure Land Development Regulations; Creating the “Transit-Oriented Development Act” for a specified purpose; requiring the governing body of a county or municipality to adopt an ordinance, and the governing body of a special district to adopt a resolution, establishing specified transit-oriented development (TOD) zones by a certain date; prohibiting a local government from imposing certain regulations in specified TOD zones; encouraging public transit providers and public agencies to develop land within specified TOD zones, etc.
