Transportation Facility Designations; Providing honorary designations of certain transportation facilities in specified counties and a specified municipality; directing the Department of Transportation to erect suitable markers; revising a specified interchange designation, etc.
Emergency Preparedness and Response Fund/Executive Office of the Governor; Re-creating the Emergency Preparedness and Response Fund within the Executive Office of the Governor; specifying that moneys are appropriated to the Emergency Preparedness and Response Fund by the Legislature or pursuant to a specified provision; requiring that federal reimbursements of state emergency expenditures be deposited in a separate account within the fund; prohibiting moneys in the fund from being used to purchase aircraft, boats, or motor vehicles, etc.
Biosolids Management; Prohibiting the land application of bulk Class AA biosolids fertilizer and compost products from exceeding the appropriate agronomic rate; requiring the owner or operator of certain land application sites to maintain application records for a specified timeframe and make such records available to the Department of Environmental Protection upon request; requiring the University of Florida Institute of Food and Agricultural Sciences, on a specified basis and beginning on a specified date, to publish and make publicly available recommended agronomic rates for the reuse of bulk Class AA biosolids fertilizer and compost products; prohibiting Class AA biosolids fertilizer products and certain Class AA biosolids compost products from being marketed or distributed for agricultural land application unless specified requirements are met, etc.
Trust Fund Interest for Purposes Approved by Supreme Court; Authorizes financial institutions to hold funds in specified trust accounts used for specified purposes expressly authorized by Supreme Court rule; requires certain entities to use interest & dividends for specified purposes; requires certain financial institutions to pay specified interest or dividends.
Claims Against the Government; Increasing the statutory limits on the liability of the state and its agencies and subdivisions for tort claims; revising exceptions relating to instituting actions on tort claims against the state or one of its agencies or subdivisions; revising the period after which the failure of certain entities to make a final disposition of a claim shall be deemed a final denial of the claim for certain purposes; revising the statute of limitations for tort claims against the state or one of its agencies or subdivisions and exceptions thereto, etc.
Affordable Housing; Requiring counties and municipalities, respectively, to authorize multifamily and mixed-use residential uses as allowable uses for specified property; providing requirements for certain proposed developments; prohibiting counties and municipalities, respectively, from restricting the height of certain proposed developments through other dimensional means and from requiring certain setbacks or stepbacks; requiring counties and municipalities to allow certain applicants to submit revised applications, written requests, and notices of intent to account for changes made by the act; .; authorizing a local government to provide a density bonus incentive to landowners who make certain real property donations to assist in the provision of affordable housing for military families; requiring the Office of Program Policy Analysis and Government Accountability to evaluate the efficacy of using mezzanine finance and the potential of tiny homes for specified purposes, etc.
Use of Digital Currency by the Department of Financial Services; Establishing the Florida Stablecoin Pilot Program within the Department of Financial Services; authorizing the department to accept payment stablecoins; authorizing the department to conduct examinations, audits, and investigations of permitted payment stablecoin issuers; requiring the department to monitor and evaluate the pilot program and collect certain data, etc.
Department of Financial Services; Revising the subsystem used for a certain report of disbursements made; deleting the Department of Financial Services’ authority to make semimonthly salary payments; revising eligibility requirements for a hurricane mitigation inspection under the My Safe Florida Home Program; deleting provisions regarding the reporting structure for charts of accounts relating to the use of public funds by governmental entities; providing that redemption in cash or through a debit card transaction shall be treated the same; revising the timelines and conditions under which stock, other equity interests, or debt of a business association is considered abandoned; ratifying specified rules relating to legal tender for the sole and exclusive purpose of satisfying conditions on effectiveness pursuant to chapter 2025-100, Laws of Florida, etc.
Local Housing Assistance Plans; Authorizing counties and eligible municipalities to expend certain funds on lot rental assistance for mobile home owners for a specified time period; requiring each county and eligible municipality to include in its local housing assistance plan certain strategies; authorizing counties and eligible municipalities to provide certain funds to mobile home owners for rehabilitation and emergency repairs, etc.
Virtual Currency Kiosks; Revising the requirements for certain rules adopted by the Financial Services Commission; revising the actions by money services businesses, authorized vendors, or affiliated parties which constitute grounds for disciplinary action; prohibiting persons from engaging in certain business unless they are registered or exempt from registration; prohibiting a virtual currency kiosk business from operating in this state without registering or renewing its registration; requiring the Office of Financial Regulation to give a specified notice to applicants; specifying that certain money transmitters are exempt from registration as a virtual currency kiosk business but are subject to certain provisions; requiring applicants to submit certain information to the office to be registered as a virtual currency kiosk business; requiring a virtual currency kiosk business to ensure that its virtual currency kiosk requires certain attestations from the customer and displays a certain disclosure; requiring a virtual currency kiosk business to provide a customer with a specified physical or electronic receipt upon completion of a virtual currency transaction; requiring a virtual currency kiosk business to issue a full refund under certain circumstances, etc.
Payment Stablecoin; Revises Florida Control of Money Laundering in Money Services Business Act to include payment stablecoins; requires certain payment stablecoin issuers to comply with certain regulations; prohibits persons from engaging in activity of qualified payment stablecoin issuer without being licensed or exempted from licensure; requires out-of-state state-qualified payment stablecoin issuers to provide specified written notice to OFR within a specified timeframe; specifies that certain transactions are not regulated under certain provisions; specifies that certain payment stablecoin is not security & not subject to certain provisions; specifies that office remains solely responsible for supervising qualified payment stablecoin issuers or is jointly responsible with Office of Comptroller of Currency for such supervision under certain circumstances; prohibits trust company from engaging in activity of qualified payment stablecoin issuer unless trust company obtains certificate of approval or is exempted from such certificate.
Search Warrants; Authorizes search warrant to be issued to recover deceased body; revises time within which certain search warrants must be returned to court; specifies time period within which search warrant issued for certain devices is considered timely executed; specifies that law enforcement agency may review data or information contained in certain devices after specified periods if devices were timely seized; provides that judge may authorize law enforcement officer applying for search warrant to appear remotely; provides that judge may authorize law enforcement officer applying for search warrant or court order to appear remotely; defines "audio-video communication technology"; authorizes law enforcement agency to obtain search warrant to use drone to conduct search in certain circumstances.
