Elections; Requires that Secretary of State be elected, rather than appointed, & serve specified term; requires Florida Commission on Offender Review to develop & maintain database for specified purpose; provides that driver license or ID card applications, driver license or ID card renewal applications, & applications for changes of address for existing driver licenses or ID cards submitted to DHSMV serve as voter registration applications; requires DHSMV to transmit voter registration information electronically to DOS within specified timeframe; removes provision prohibiting persons providing voter registration services for driver license office from making changes to applicant's party affiliation without applicant's consent & separate signature; revises certain penalties; provides circumstances used to determine whether elections in local government exhibit racially polarized voting; authorizes party that sent notification letter to submit claim for reimbursement from local government; authorizes specified entities to file certain enforcement actions; creates Florida Voting Rights Act Commission within DOS; requires DOS instead of Office of Election Crimes & Security to conduct certain preliminary investigation; establishes General Election Day as paid holiday.
Antisemitism Task Force; Creating the Antisemitism Task Force adjunct to the Office of Civil Rights within the Department of Legal Affairs for a specified purpose; requiring the department to provide administrative and staff support to the task force; requiring the task force to meet quarterly; requiring the task force to annually submit a report and policy recommendations to the Governor and the Legislature by a specified date; specifying that the term “antisemitism” does not include certain criticism of the state of Israel, etc.
Relief/Estate of M.N./Broward County Sheriff's Office; Provides for an appropriation to compensate estate for injuries sustained by M.N. & her subsequent death as result of negligence of Broward County Sheriff's Office; provides limitation on compensation & payment of attorney fees. CLAIM: $2,588,259
Florida Commission on Human Relations; Deleting the requirement that the Florida Commission on Human Relations send certain information to certain persons by registered mail, etc.
Gubernatorial Transition; Requiring the Governor to designate a transition liaison within the Executive Office of the Governor within a specified timeframe; requiring the head of each state agency to designate an agency transition liaison within a specified timeframe; requiring the Department of Management Services and each state agency to provide certain temporary office facilities to certain persons during the transition period; requiring that the Governor-elect and his or her staff be granted access to all state agency records upon request, etc.
Insurance Claims Payments to Health Care Providers; Prohibiting payment adjudicators from downcoding health care services under certain circumstances; specifying that payment adjudicators are solely responsible for certain violations of law; requiring certain utilization review entities to only use a certain prior authorization form; revising the definition of the term “claim”, etc.
Artificial Intelligence; Prohibits governmental entities from extending or renewing contract with specified entities; prohibits governmental entities from taking certain actions relating to contracting for AI technology, software, or products unless certain requirements are met; prohibits governmental entities from entering into contracts for AI technology, software, or products under certain conditions; provides rights of Floridians relating to AI use; requires consent for minors to create new or maintain existing companion chatbot platforms; requires companion chatbot platforms to make certain disclosures & institute certain measures to protect minors; prohibits AI technology companies from selling or disclosing personal information of users unless information is deidentified; prohibits commercial use of individual's name, image, or likeness created through AI without consent; provides for enforcement; provides for civil penalties & damages; provides for private causes of action.
Labor Pool Act; Prohibiting a labor pool from charging a certain fee to a third-party user if such user directly employs a laborer for work; requiring a labor pool to register annually with the Department of Commerce; revising the remedies, damages, and costs a court may award the prevailing party in certain actions, etc.
Use of Audioconferencing by Community Associations; Defines "audio conference"; revises list of official records that condominium association is required to maintain to include audio conference recordings; revises association meeting requirements & authorizing associations to use audioconferencing, in addition to videoconferencing, or to use both; revises emergency powers of condominium, residential cooperative, & homeowners' associations to include power to conduct meetings & elections via audioconferencing; revises quorum requirements for residential cooperative association meetings to include audioconferencing.
Prohibited Preferences; Prohibiting executive agencies from using racial or gender set-asides, preferences, or quotas when making certain decisions; revising factors local governments are authorized to consider in making decisions regarding local bids and contracts for public construction works; revising the criteria each agency uses to evaluate professional services; deleting a provision requiring consideration of minority and gender representation when making appointments to the statewide advisory board for the Florida Small Business Development Center Network; deleting provisions requiring that preferences be given to specified entities seeking to attract minority conventions to Florida, etc.
Transfer of Homestead Property by Inheritance; Proposing amendments to the State Constitution to authorize the Legislature, by general law, to provide that the transfer of homestead property by inheritance is not considered to be a change in ownership for purposes of homestead property assessment and to provide an effective date, etc.
Home Health Services; Requiring nurse registries to provide a written disclosure to clients at intake and annually thereafter; requiring the Agency for Health Care Administration to adopt rules; prohibiting nurse registries from using specified terms in their business names, advertising, websites, and promotional materials; providing that registered homemakers and companions are subject to initial and periodic inspections by the agency; revising the definition of the term “low-risk provider” to exclude nurse registries, etc.
