Cybersecurity Standards and Liability; Prohibits local governments from imposing certain cybersecurity standards or processes on vendors; defines "vendor"; prohibits local governments from adopting or enforcing certain cybersecurity standards or processes; provides that local government, covered entity, or third-party agent that complies with certain requirements is not liable in connection with cybersecurity incident; requires covered entities & third-party agents to implement revised frameworks, standards, laws, or regulations.
Senior Management Service Class; Authorizes Chief Justice of Supreme Court to select specified number of non-managerial or policymaking positions within judicial branch for inclusion in Senior Management Service Class of Florida Retirement System; requires Executive Director & General Counsel of Florida Judicial Qualifications Commission to participate in Senior Management Service Class.
Repetitive Head Impact Prevention; Requires parents and legal guardians registering child in high-risk sport to receive specified educational materials; provides requirements for such materials; requires certain athletic directors, coaches, referees, & trainers of high-risk sports to complete specified training; requires State Surgeon General, in collaboration with others, to develop specified continuing education courses for certain persons; establishes Florida Brain Health in Sports Panel within DOH; provides requirements for panel; authorizes department to use certain funds for certain purposes; provides rulemaking authority to department; designates Parkman-Lewis Day.
Regulation of Auxiliary Containers; Preempts regulation of auxiliary containers to state; authorizes rules, regulations, & ordinances restricting use of glass auxiliary containers within boundaries of public beach or state park; authorizes Division of Recreation & Parks to regulate auxiliary containers within state parks.
Municipal Utilities; Authorizes municipality to transfer portion of its public utility earnings to its general fund; requires that such percentages be established or reestablished by local referendum, subject to majority vote; provides exception to percentage restrictions in event of disaster or emergency; authorizes such percentages to be established by passage of resolution, by four-fifths vote; requires such percentages to be repaid to general fund within specified time period; prohibits municipality from transferring portion of its public utility earnings in certain instances; prohibits ability of municipality to receive certain state funds if such prohibited transfer is effected; requires specified disclosure in budget & financial report of municipality.
School Safety Equipment; Requires private schools & public schools, including charter schools, to have specified safety equipment on each campus of school; requires DOE, in coordination with FDLE, to establish minimum specifications for such equipment; authorizes schools to use specified funds to meet requirements of such safety equipment; provides training requirements for such safety equipment; requires schools to report specified information to Office of Safe Schools; & authorizes office to conduct random audits for specified purposes.
Causes of Action Based on Improvements to Real Property; Revises time in which action founded on design, planning, or construction of improvement to real property shall be commenced; revises date on which statute of limitations period for such action begins; revises latest date by which action shall be commenced.
Pub. Rec./Health Care ; Provides exemptions from public meetings requirements for certain portions of meetings of Interstate Commission for EMS Personnel Practice, Physician Assistant Licensure Compact Commission, & Social Work Licensure Compact Commission; respectively; provides exemption from public records requirements for recordings, minutes, & records generated during exempt portions of such meetings; provides for future legislative review & repeal of exemptions; provides statement of public necessity.
Sealing of Criminal History Records; Provides that persons adjudicated guilty of certain misdemeanor offenses are eligible to petition court to seal criminal history record of such offenses; provides that persons previously adjudicated guilty of certain misdemeanor offenses are eligible to petition court to seal subsequent criminal history record; revises certain eligibility criteria to provide that person is eligible to petition court to seal criminal history record if such person is no longer serving sentence to which petition to seal pertains; revises certain eligibility criteria to provide that person is eligible to petition court to seal criminal history record if such person has never secured prior sealing or expunction related to offense for which person was adjudicated guilty; provides certain eligibility criteria for certain persons who seek subsequent sealing of criminal history record relating to offense for which adjudication was withheld; provides certain eligibility criteria for certain persons who seek sealing of criminal history record relating to offense for which person was adjudicated guilty; authorizes court to order sealing of criminal history record pertaining to more than one adjudication of guilt if additional adjudications directly relate to original arrest, incident of criminal activity, or adjudication of guilt.
Alternative Sources of Weather Information; Revising the requirements of the state comprehensive emergency plan to include the evaluation of the integration of supplemental weather observational data and advanced forecasting products and the effects on specified areas; requiring the Division of Emergency Management to take specified actions to integrate, evaluate, and promote supplemental weather observational data and advanced forecasting products in a certain manner, etc.
U-visa Certification Policy; Specifies duties of certifying officials from certifying agencies concerning certification forms in support of U-visa applications; provides rebuttable presumption; requires certifying official from certifying agency that denies certification to provide petitioner with specified written notice; requires certifying agencies to grant or deny requests for certifications within specified timeframes; authorizes applicants to petition circuit court if certifying agency fails to respond within those timeframes; prohibits certifying agencies & certifying officials from disclosing immigration status of victims or persons seeking certification; provides initial & annual reporting requirements; provides immunity for certifying officials; specifies duties of certifying agencies.
Sale of THC-infused Beverages; Authorizes Division of Alcoholic Beverages & Tobacco to issue special license for retail sale of THC-infused beverages; requires such license for retail sale of THC-infused beverages; prohibits sale of such beverages if such license is not issued; defines the term "THC-infused beverage."
