Tributaries of the St. Johns River; Citing this act as the "Northeast Florida Rivers, Springs, and Community Investment Act"; requiring the Department of Environmental Protection, by a specified date, to hire a project lead to oversee the implementation of the act; requiring the department to develop, by a specified date, a project plan for the restoration of the Ocklawaha River; providing that the project plan is an environmental restoration or enhancement project subject to a general permit from the department and water management districts; providing for the creation of the Northeast Florida River and Springs Recreation and Economic Development Advisory Council by a specified date, etc.
Availability of Marijuana for Adult Use; Revising the sales tax exemption for the sale of marijuana and marijuana delivery devices to apply only to purchases by qualified patients and caregivers; revising background screening requirements for caregivers; revising provisions related to the licensure and functions of medical marijuana treatment centers (MMTCs); authorizing MMTCs licensed to cultivate or process marijuana to use contractors to assist with the cultivation and processing of marijuana; authorizing MMTCs licensed to cultivate and process marijuana to sell marijuana at wholesale to other registered MMTCs only if certain conditions are met; requiring an MMTC to obtain a facility permit before selling, dispensing, or storing marijuana in a facility, etc.
Insurance Coverage for Breast Cancer Screening; Requiring that certain health insurance policies issued, amended, delivered, or renewed on or after a specified date provide specified minimum coverage for breast cancer screening and diagnosis; requiring that certain health insurance policies issued, amended, delivered, or renewed on or after a specified date provide specified minimum coverage for breast cancer screening and diagnosis; requiring that certain health benefit plans issued on or after a specified date provide specified minimum coverage for breast cancer screening and diagnosis; requiring that certain health maintenance contracts issued or renewed on or after a specified date provide specified minimum coverage for breast cancer screening and diagnosis, etc.
Water Management Districts; Requiring the Commission on Ethics to investigate a lobbyist or principal who has made a prohibited expenditure and to provide the Governor with a report of its findings and recommendations regarding such investigation; requiring the South Florida Water Management District, in cooperation with the Department of Environmental Protection, to provide a detailed report that includes the total estimated remaining cost of implementation of the Comprehensive Everglades Restoration Plan and the status of applicable performance indicators for all project components; authorizing water management districts to levy certain ad valorem taxes on specified property for certain purposes; requiring that the preliminary budget for each water management district include a section that contains the district’s capital improvement plan for the current fiscal year and the next fiscal year, etc.
Grandparent Visitation; Revising the criteria required for a grandparent of a minor child to petition the court for grandparent visitation; revising the purpose for which the court shall hold a certain preliminary hearing; revising the circumstances in which the court may appoint a guardian ad litem and must refer the matter to family mediation; revising the circumstances in which the court may award reasonable visitation to a grandparent, etc.
Interpersonal Violence Injunctions; Revising the required forms, motions, and information all clerk of the court offices must provide to assist petitioners; revising the factors the court is required to consider and evaluate in determining whether a petitioner has reasonable cause to believe that he or she is in imminent danger of becoming a victim of domestic violence; prohibiting a court from issuing mutual orders of protection; requiring the court, upon the filing of a petition for an injunction for protection against stalking, to review the petition ex parte and set a final hearing at the earliest possible time under certain circumstances, etc.
Family Law; Requiring that certain time-sharing matters be accorded priority on a court’s calendar; providing procedural requirements for evidentiary hearings on motions seeking to establish temporary parental responsibility and time-sharing and on motions to enforce compliance with existing time-sharing orders; requiring the Office of the State Courts Administrator to prepare and publish on its website a publicly accessible annual report for certain evidentiary hearings held in each judicial circuit; requiring, rather than authorizing, a court to make a determination of appropriate parenting plans in certain proceedings, etc.
Family Law; Requires that at least one judge be available in each judicial circuit on weekends, holidays, & after hours on weekdays to hear motions to enforce certain orders & agreements; requires chief judge to assign circuit judge to be available for certain hearings; requires that certain time-sharing matters be accorded priority on court's calendar; provides procedural requirements for evidentiary hearings on pleadings seeking temporary parental responsibility & time-sharing schedules & on motions to enforce compliance with existing time-sharing orders or agreements; requires court to issue upon motion by party, rather than authorizing court to make determination of, appropriate parenting plans.
Awards of Attorney Fees in Insurance Claims; Revises procedures for awards of attorney fees in legal proceedings for declaratory reliefs to determine insurance coverage; provides guidelines for awards of attorney fees in civil claims for damages against surplus lines insurers & insurers.
Interpersonal Violence Injunctions; Revising the required forms, motions, and information all clerk of the court offices must provide to assist petitioners; requiring the court, upon the filing of a domestic violence petition, to review the petition ex parte and set a final hearing at the earliest possible time under certain circumstances; revising what the clerk of the court, within a specified timeframe after the court sets the case for a final hearing, is required to transmit to the sheriff or a law enforcement agency for service; prohibiting a court from issuing mutual orders of protection, etc.
Public Records and Meetings/Space Florida; Providing an exemption from public records requirements for information held by Space Florida which is a trade secret; providing that portions of meetings of Space Florida’s board of directors during which such confidential and exempt information is discussed are closed to the public and exempt from public meetings requirements; providing an exemption from public records requirements for records generated during closed portions of such meetings; providing for legislative review and repeal of the exemptions; providing a statement of public necessity, etc.
Public School Personnel Compensation; Providing that cost-of-living adjustments are for employees with direct student contact; deleting a limitation on such adjustments; deleting certain limitations for salary adjustments under the performance salary schedule, etc.
