Emergency Services; Removes limitation on number of red or red & white warning signals that certain vehicles may display; revises circumstances under which certain applicants for specified license are exempt from specified requirement; requires applicant seeking such exemption to submit sworn affidavit to DOH attesting to certain facts; revises number of counties that may be granted such exemption; prohibits licensed volunteer ambulance service from applying for, receiving funds under, or participating in certain grant programs.
Uniform Commercial Code; Specifies when purchaser of controllable account or controllable payment intangible is qualifying purchaser; specifies rights acquired relating to controllable electronic records; prohibits actions from being asserted against qualifying purchasers; specifies that filing certain financial statement is not notice of claim of property right in controllable electronic record; authorizes account debtors on controllable account or controllable payment intangible to discharge obligations.
Benefits for Firefighters Injured During Training Exercises; Providing that a firefighter and his or her spouse and dependent children are eligible for certain insurance coverage if the firefighter is totally and permanently disabled during an official training exercise; providing a declaration of an important state interest, etc.
State Land Management; Requiring public hearings for all updated conservation and nonconservation land management plans; requiring the Division of State Lands of the Department of Environmental Protection to make available to the public, within a specified timeframe, electronic copies of land management plans for parcels of a certain size and for parcels located in state parks; revising the duties of the Division of Recreation and Parks of the Department of Environmental Protection; specifying requirements for the management of parks and recreational areas held by the state; requiring the division to comply with specified provisions when granting certain privileges, leases, concessions, and permits; authorizing the division to acquire, install, or permit the installation or operation at state parks of campsites and cabins that meet certain requirements; prohibiting the division from authorizing certain uses or construction activities within a state park; prohibiting the division from installing or permitting the installation of any lodging establishment within the boundaries of a state park; requiring that individual management plans for parcels located within state parks be developed with input from an advisory group; requiring that the advisory group's required public hearings be noticed to the public within a specified timeframe, etc.
Dangerous Excessive Speeding; Provides conduct that constitutes dangerous excessive speeding; authorizes, rather than requires, officer to indicate applicable civil penalty on certain traffic citations; requires person cited for certain driving infractions to appear at scheduled hearing.
Students Enrolled in Dropout Retrieval Programs; Revising assessment and accountability requirements for a virtual instruction program provider; providing that dropout retrieval programs serve a specified group of students; requiring a dropout retrieval program to choose to receive a school grade or school improvement rating, etc.
Student Participation in Interscholastic and Intrascholastic Extracurricular Sports; Providing that an activity or a sport must meet specified requirements; specifying conditions for a home education student to participate in interscholastic athletics; revising the criteria a private school student must meet to participate in a sport at a Florida High School Athletic Association (FHSAA) member school, etc.
Middle School and High School Start Times; Providing that district school boards and charter schools, respectively, are in compliance with certain provisions relating to middle school and high school start times upon submission of a specified report to the Department of Education, etc.
Nonprofit Agricultural Organization Medical Benefit Plans; Defining the term “nonprofit agricultural organization”; authorizing nonprofit agricultural organizations to provide medical benefit plans; specifying that such plans are not insurance for purposes of the Florida Insurance Code; prohibiting the nonprofit agricultural organization from marketing or selling a medical benefit plan through specified agents, etc.
Arrest and Detention of Individuals with Significant Medical Conditions; Defines "person with significant medical condition"; provides that law enforcement officer may use his or her discretion in determining whether to make an immediate arrest of person with significant medical condition.
Dangerous Dogs; Requiring, rather than authorizing, that dogs subject to certain dangerous dog investigations which have killed or bitten a human being to a certain severity be immediately confiscated, placed in quarantine if necessary, impounded, and held; requiring the owner of a dog subject to a dangerous dog investigation to provide certain information to an animal control authority; requiring an animal shelter, a humane organization, or certain animal control agencies to provide specified information to potential adopters; revising the conditions under which an owner is authorized to exercise a dangerous dog; revising the civil penalty for violations; providing criminal penalties for persons who resist or obstruct an animal control authority, etc.
