Local Government Land Development Regulations and Orders; Requires certain counties & municipalities, respectively, to follow certain application procedures for applications for certain development permits & development orders; creates "Florida Starter Homes Act"; prohibits local governments from imposing certain regulations if residential lot is connected to public water system & sewerage system; prohibits local government from imposing regulations that require more than certain minimum number of parking spaces for specified residential lots; prohibits local government from imposing certain regulations on residential lots that contain historic property; prohibits local government from treating off-site constructed residential dwellings differently than factory-built buildings; authorizes local government to adopt compatibility standards that are limited to certain architectural features; requires approval of lot split; limits criteria that may be required by local governments for applications for & approvals of lot splits; authorizes placement of residential manufactured building on any lot in recreational vehicle park.
Recording of Instruments Conveying Real Property; Requires electronic signatures for certain notarial acts to include specified information as watermark to prevent copying; r prohibits recording of certain instruments without specified identification; authorizes clerk of circuit court to return instruments for correction in specified circumstances; requires such instruments be returned within specified timeframe.
Certified Recovery Residences; Requires any person, entity, or organization that owns, operates, or manages a recovery residence to obtain and maintain certification through the Department of Children and Families; requires certification of recover residences & recovery residence administrators rather than authorizing certification as voluntary; requires recovery residences to apply for certification by specified date; authorizes recovery residences to operate conditionally during application process; requires credentialing entity to have certain expertise; provides requirements for active management of recovery residence; requires Legislative intent to require recovery residence administrator earn & maintain certification rather than authorizing such certification as voluntary; revises requirements for when licensed service provider may make certain referrals.
Child Welfare; Requires certain organizations & agencies to provide employees with annual training approved by DCF relating to protection of children from abuse & neglect; provides requirements for such training; requires DCF to create process to approve qualified accrediting organizations; requiring such organization maintain certain records; requires DCF review status of accredited child safety organizations at certain intervals; requires DCF to collect & analyze certain reports of abuse which are reported from or occurred at child-serving organization; requires OIR to approve rating plans for employer's liability insurance which provide premium discount to certain child-serving organizations; provides requirements for such plans; requires OPPAGA to conduct study on affordability & availability of liability coverage for child-serving organizations; requires office to provide certain report to Legislature by certain date.
Representation by Counsel in Hearings on Petitions for Risk Protection Orders; Provides respondent has right to be represented by an attorney in risk protection order proceeding & right to have counsel appointed if he or she is indigent & desires representation; authorizes appointed private attorney to be compensated; requires specified notice to respondent; authorizes public defender or regional counsel to represent respondent in specified circumstances; specifies a compensation limitation for appointed private counsel.
Public School Personnel Compensation; Provides that cost-of-living adjustments are for employees with direct student contact; provides that such adjustments do not preclude district school boards from providing other adjustments; removes limitation on such adjustments; revises requirement for use of advanced degrees when setting salary schedules for instructional personnel & school administrators; removes certain limitations for salary adjustments under performance salary schedule.
Florida National Guard Increased Force Structure; Urging the Congress of the United States to impel the National Guard Bureau to examine the present allocations of the Florida National Guard and allow an increase in its force structure, etc.
Corporations; Recommends that Supreme Court create statewide business court; reducing filing fee for certain documents; requires refund of certain paid taxes in specified tax year.
Trust Funds/Vacancy Relief and Risk Mitigation Trust Fund; Creating the Vacancy Relief and Risk Mitigation Trust Fund within the Florida Housing Finance Corporation for a specified purpose; authorizing any unexpended balance at a specified time to revert and be reappropriated for a certain purpose; providing for future review and termination or re-creation of the trust fund, etc.
Interstate Podiatric Medical Licensure Compact; Enacts Interstate Podiatric Medical Licensure Compact; provides compact membership & member state licensure requirements; establishes Interstate Podiatric Medical Licensure Compact Commission; provides for purpose, membership, & meetings, of commission; requires member state to establish certain database; provides database information requirements; provides for amendment, withdrawal, & dissolution of the compact.
Assessment of Property with Decreasing Just Valuation; Prohibits increases in certain assessed valuations if the just value of property has decreased.
Department of Financial Services; Establishes Florida Agency for Fiscal Oversight within DFS; provides purpose & duties of agency; requires agency to conduct audit of certain local governments; authorizes agency to request certain information; provides penalties for noncompliance with such request; removes requirement that specified hotline be operated for certain amount of time each day; removes requirement that hotline be advertised in specified manner; requires specified employees to take certain training annually; requires first training be completed by specified deadline; requires certain employees who report information to Florida Agency for Fiscal Accountability be afforded same protection as whistle-blowers; prohibits local governments from executing certain documents with specified provisions; provides that such contracts are void; requires local governments submit certain report to DFS; requires counties to use certain contract tracking system.
