Doula Workforce Development ; Establishes Doula Workforce Development Support Program within Department of Commerce for specified purposes; provides requirements for grant funding & use of such funds; provides requirements for department to administer program; requires department to submit certain report to Governor & Legislature by specified date annually; authorizes department to require grant recipients to submit certain data; authorizes department to adopt certain rules. APPROPRIATION: $7,500,000
Coverage for Cancer Imaging and Genetic Testing; Requiring health insurers and health maintenance organizations to provide certain coverage; prohibiting such coverage from being subject to cost-sharing requirements, etc.
FSU Day at the Capitol; Commending Florida State University for its achievements as a national leader in academics, research, and student excellence and designating January 21, 2026, as “FSU Day at the Capitol”, etc.
Motor Vehicle Data Privacy and Autonomy; Prohibits manufacturer from certain actions relating to operator data; provides exceptions; prohibits manufacturer from certain actions relating to personal identifying information; requires manufacturer to provide motor vehicle owner with access to & control of operator data; requires manufacturer to create certain interface; provides reporting requirements; requires DHSMV, in consultation with specified entities, to establish at least one standard for interface by specified date; requires DHSMV to review & revise standard or standards by specified date & at specified intervals; provides that violation of certain provisions is unfair & deceptive trade practice; requires DHSMV to adopt rules.
Motor Vehicle Manufacturers, Importers, and Distributors and Franchised Motor Vehicle Dealers; Authorizing licensees to reject the succession to interest in a franchise agreement of a motor vehicle dealer under certain circumstances; prohibiting a licensee from distributing more than a specified percentage of a specified number of motor vehicles of a particular line-make during a certain period to one motor vehicle dealer or dealers that share common ownership or control; authorizing a licensee to reject a sale, transfer, alienation, or other disposition of a franchise agreement or an equity interest in a motor vehicle dealer under certain circumstances, etc.
Fees/Government-Facilitated Purchases and Sales of Individual and Small Employer Health and Dental Plans; Authorizes Florida Health Insurance Exchange to charge assessments & user fees to health carriers & generate funding for specified purpose; requires exchange to publish certain financial information on Internet website.
Education on Congenital Cytomegalovirus; Requiring the Department of Health, in consultation with medical experts identified by the department, to develop educational materials on congenital cytomegalovirus for distribution to expectant and new parents or caregivers; requiring certain hospitals, birth centers, and obstetrics and gynecology physician practices to provide the educational materials to such parents and caregivers, etc.
State Lotteries; Revises information required to be provided to Department of Lottery by persons who submit bid, proposal, or offer to negotiate contract for major procurement; revises bond amount retailer may be required to post for period within which retailer is required to remit lottery funds to department; authorizes division's sworn law enforcement officers to purchase & present lottery tickets to lottery retailer to claim prize; revises certain prohibitions & penalties relating to presenting counterfeit or altered state lottery ticket; prohibits certain false claims relating to state lottery tickets; prohibits lottery retailer from using such position to knowingly facilitate, participate in, or otherwise assist in theft of lottery ticket from retail establishment, patron, or customer; provides criminal penalties.
Tax Credits for Contributions to Assist Homebuyers; Authorizing certain taxpayers to receive a tax credit for contributions made to certain employees for specified expenses related to buying a home; providing a maximum credit authorized in certain circumstances; authorizing a taxpayer to receive a tax credit for contributions made to certain programs; authorizing the taxpayer to submit an application for the tax credit; authorizing the tax credit to be used against certain taxes; requiring the Department of Revenue to approve applications on a first-come, first-served basis, etc.
Elections During Emergencies; Requiring that elections, in the event of an emergency, be conducted in accordance with specified provisions and carried out in a certain manner; authorizing supervisors of elections to request approval from the Secretary of State to take specified actions under specified conditions; requiring that notice of a rescheduled election be posted on any social media account controlled by the supervisor or the supervisor’s office, on the affected county’s social media accounts, and a certain newspaper; requiring the Division of Elections to adopt by rule a statewide election emergency contingency plan, etc.
Trust Funds/Creation/Historic Cemeteries Trust Fund/Department of State; Creates Historic Cemeteries Trust Fund within Division of Historical Resources of DOS; provides purpose of trust fund; requires that moneys be deposited into trust fund & disbursed by division as provided in specified provision; requires that any balance at end of fiscal year remain in trust fund for specified purpose; provides for future review & termination or re-creation of trust fund.
Detection of Developmental Delays and Autism Spectrum Disorder; Requires DOH, in collaboration with school districts throughout this state, to develop informational materials for detection of developmental delays & autism spectrum disorder for parents & guardians of certain students; provides requirements for such informational materials; requires early learning coalitions to notify parents & guardians of availability of such informational materials.
