Documentary Stamp Tax Distributions; Revises how taxes collected from documentary stamp tax are distributed; prohibits transfer of specified funds to South Florida Regional Transportation Authority.

Petroleum Cleanup Programs; Removes 2025-2026 fiscal year limitation on prohibiting certain deductibles and copays, prohibiting enforcement of certain monetary caps, requiring that certain costs be absorbed at the expense of the Inland Protection Trust Fund, and providing exceptions.
Trust Funds/Re-creation/Emergency Preparedness and Response Fund/EOG; Re-creates Emergency Preparedness & Response Fund within EOG, Division of Emergency Management; revises & provides uses of moneys deposited in fund; provides requirements for deposit of federal reimbursements of state emergency expenditures; provides reporting requirements; revises provisions relating to termination of fund; provides for retroactive application.
Principal Offices of Limited Liability Companies and Corporations ; Provides that limited liability company or corporation, foreign or domestic, may designate its registered agent's address as principal office of such company or corporation; requires that certain limited liability companies or corporations, foreign or domestic, provide DOS with physical address of named member or manager of such company or corporation.
Victims of Violence; Creates rebuttable presumption that persons who use force in accordance with specified provisions against known abuser act with reasonable fear of imminent peril of death or great bodily harm; specifies when rebuttable presumption applies; requires court to instruct jury regarding existence of rebuttable presumption & shift in burden of proof if rebuttable presumption applies; authorizes court to determine whether defendant has met rebuttable presumption; specifies admissibility of specified evidence at trial; requires FDLE, in consultation with specified persons, to develop, implement, & mandate evidence-based, trauma-informed training program for specified persons; provides training program requirements; requires department to adopt rules & submit annual reports beginning on specified date; requires Florida Commission on Offender Review to establish Survivor Self-Defense Case Review Panel; requires panel to perform specified tasks; requires commission to adopt rules & submit annual reports beginning on specified date.
School Personnel Screening Standards; Requiring an applicant for certain positions to submit specified information; requiring a district school system, charter school, or private school to review specified information, etc.
Waste Facilities; Prohibits local government & DEP from issuing construction permit for certain solid waste disposal & waste-to-energy facilities under certain circumstances.
Maternal Health and Early Learning; Requires DOH to establish certain home visit program for expectant mothers; provides program requirements; authorizes AHCA to authorize reduced fees for applicant or licensee for certain birthing centers; removes acceptance criteria for birthing centers; requires department to provide blood pressure monitor & cuff to expectant mother for certain purposes; requires department to create certain educational materials; revises continuing education requirements for physicians to include review of certain Medicaid payments for certain persons.
