Approval of Data Center Facilities; Requires applications for approval of data center facilities to include specified disclosures; requires existing data centers to disclose specified information; requires DEP to make such information publicly available on its website; provides penalty; prohibits certain tax credits, exemptions, protections, & restrictions for such information; requires DEP to adopt rules.
Malt Beverages; Authorizes certain manufacturers to sell & deliver malt beverages to vendors; authorizes manufacturer to terminate, cancel, nonrenew, & discontinue certain contracts; authorizes Division of Alcoholic Beverages & Tobacco to determine manufacturer's yearly production amount, upon manufacturer's request.
THC; Provides that marijuana testing laboratory may acquire hemp & hemp extract only from certain businesses; prohibits marijuana testing laboratory from selling, distributing, or transferring hemp or hemp extract from certain businesses; requires marijuana testing laboratory to separate marijuana received from certain entities from hemp or hemp extract received from certain entities; revises requirements for sale & distribution of hemp extract; prohibits businesses or food establishments from possessing hemp or hemp extract products that are attractive to children; prohibits unpermitted business sales, street sales, or festival sales of hemp extract; prohibits business permitted to sell hemp or hemp extract from being located in certain areas; provides requirements for businesses permitted to sell hemp or hemp extract; including THC-infused beverages in list of products prohibited for sale to person under 21 years of age; provides penalty for hemp extract possessed, manufactured, delivered, held, offered for sale, distributed, or sold by certain entities in violation of specified provisions.
Beach Management; Requires DEP to review certain data when designating certain beaches as critically eroded & in need of restoration & nourishment; requires that certain beaches be designated as critically eroded; authorizes Secretary of Environmental Protection to require coastal local governments to develop specified plans.
Commercial Motor Vehicles Operated by Unauthorized Aliens; Provides requirements for commercial motor vehicle operators; requires sworn law enforcement officers with certain authority to take into custody persons determined to be unauthorized aliens operating commercial motor vehicles & facilitate transfer of such persons into custody of federal immigration agency; requires impoundment & removal of commercial motor vehicle; requires such officers to immediately provide certain notification & information to FHP; provides that motor carriers are liable for certain civil penalties; prohibits release of certain impounded commercial motor vehicles unless certain penalties are paid or bonds are posted & certain costs are paid; requires Office of Commercial Vehicle Enforcement to issue certain out-of-service orders; authorizes office to issue such orders to & impose civil penalties upon motor carriers; provides that certain motor carriers are subject to certain penalties; requires approval of such orders by director of Division of FHP or his or her designee; provides circumstances under which such orders may be removed; provides for payment of certain penalties to CFO, who shall credit funds to State Transportation Trust Fund for distribution to FHP to fund certain training & technology.
Autonomous Vehicle Safety; Requires autonomous vehicle registered in this state to comply with certain standards, regulations, & laws; prohibits autonomous vehicle from engaging in certain activities unless licensed human operator is physically present in vehicle; requires such operator to comply with certain standards, regulations, & laws.
Transportation Infrastructure Land Development Regulations; Requires governing body of county or municipality to adopt ordinance, & governing body of special district to adopt resolution, establishing specified transit-oriented development (TOD) zones & rural livable urban village (LUV) areas; requires local government to zone for mixed use, & authorize certain commercial uses for, lots within TOD zones & rural LUV areas; prohibits local government from imposing certain building regulations in specified TOD zones & rural LUV areas; prohibits reduction or elimination of TOD zones after establishment; prohibits local government from imposing certain regulations for lots that contain historic property; provides private cause of action; authorizes award of specified relief; provides that prevailing plaintiff is entitled to attorney fees & costs; provides waiver of sovereign immunity.
Florida Museum of History; Authorizes DOS to partner with certain county commissions & local entities for specified purpose; requires each Florida Museum of History to be owned, managed, & operated by certain entity; establishes Florida Museum of History Advisory Committee; provides membership & duties of committee; requires each county commission & local entity to create Florida Museum of History Board; provides for membership & duties of operating board; requires that certain entities develop & execute marketing plan to promote each Florida Museum of History; requires financial feasibility studies; provides for funding from specific sources for certain purposes; provides requirements for Florida Museum of History.
Charter Schools; Authorizes state universities & Florida College System institutions to sponsor job engine charter schools; & requires specified tax funds be provided to sponsor of job engine charter school annually.
State Medicaid Program; Authorizes AHCA to conduct retrospective reviews & audits of certain claims under state Medicaid program for specified purpose; requires agency, in coordination with DCF, to implement mandatory work & community engagement requirements for able-bodied adults as condition of obtaining & maintaining Medicaid coverage; specifies types of activities which may satisfy work & community engagement requirements; provides that certain population is required to engage in work or community engagement activities only during standard school hours; requires persons eligible for Medicaid to demonstrate compliance with work & community engagement requirements at specified times as condition of maintaining Medicaid coverage; revises components of Medicaid prescribed-drug spending-control program to include preferred physician-administered drug list, preferred product list, & high-cost drug list; provides that determinations of overpayment under Medicaid program may be based upon retrospective reviews, investigations, analyses, or audits conducted by agency to determine possible fraud, abuse, overpayment, or recipient neglect; requires agency to implement Integrated Managed Care Pilot Program in designated regions by specified date.
Conversion Charter Schools; Provides that specified mediation requirements apply to disputes between district school board & conversion charter school regarding mutual management plans; & authorizes conversion charter schools that meet specified criteria to be eligible for capital outlay funding.
