Local Governing Authorities; Providing that certain construction projects are exempt from concurrency; authorizing a local government to grant a construction project at a charter school an exemption from concurrency; providing a method for a developer to provide a certain contribution in lieu of paying an education impact fee; restricting building requirements that may be imposed by a local governing authority against a startup charter school, etc.
Fees/Dog Breeders; Requires dog breeders to pay registration & renewal fees in amounts to be determined by DACS; provides limit on such fees; requires department to notify certificateholder of annual renewal fee by specified date.
Home Hardening; Exempts from sales & use tax impact-resistant doors, garage doors, & windows during specified month; specifies distribution of certain tax revenue proceeds.
Rent of Affordable Housing Dwelling Units; Prohibits certain landlords of specified dwelling units from increasing rent during term of rental agreement.
Insurance Regulations; Requires documentation supporting that financial considerations & payments to affiliates by reciprocal insurers are fair & reasonable; authorizes reciprocal insurers to require subscriber contributions; provides applicability of specialty insurer provisions & nonapplicability of continuing care provider requirements to bondholders; specifies circumstances under which continuing care providers may withdraw specified percentage of required minimum liquid reserve; provides that continuing care & continuing care at-home contracts are not subordinate to any secured claims & must be treated with higher priority over all other claims in event of receivership or liquidation proceedings against continuing care provider; requires each continuing care facility to have its own designated resident representative; provides requirements for providers who borrow or solicit funds from residents; prohibits persons from acting or holding themselves as management companies for continuing care retirement communities without certificate of authority; provides guidelines for commissioner to determine if provider or facility is insolvent or in imminent danger of becoming insolvent; requires office to record notices of lien against continuing care facilities' properties.
Campaign Communications; Prohibiting campaign-related telephone calls and text messages to specified voters; requiring candidates and other persons or organizations to cease immediately all communications with certain voters; specifying how a voter indicates that he or she no longer consents to such communications; authorizing a voter to bring a certain action in a court of competent jurisdiction, etc.
Temporary Cash Assistance Eligibility; Removing the prohibition against awarding benefits to a person who has a felony drug conviction for trafficking; removing specified requirements for a person convicted of a drug felony to receive benefits, etc.
Flood Zone Disclosures for Dwelling Units; Requires landlords or persons authorized to enter into rental agreements on behalf of landlords to make specified disclosures relating to flood zones before commencement of tenancy; requires landlords to notify current tenants of change in dwelling unit's flood zone designation.
Florida Virtual School; Revises provisions relating to Florida Virtual School including students school may serve; priority to certain students; use of additional funding sources for its education delivery system; board of trustees; accrual of supplemental revenue from direct-support organizations; review & approval of certain expenditures; school's executive director; contracts & agreements; reporting requirements; international assessments; & access to test administrators.
Career-themed Courses; Revising the number of career-themed courses that must be offered by a school district; requiring at least two career-themed courses to meet certain requirements; revising the number of clock hours required for a certain component used to determine a school’s grade, etc.
Faith-based Activities in Batterers’ Intervention Programs; Authorizing batterers’ intervention programs to offer supplemental faith-based activities; prohibiting required participation in such activities, etc.
Prohibited Discrimination Based on Hairstyle; Citing this act as the "Creating a Respectful and Open World for Natural Hair Act” or “CROWN Act"; prohibiting discrimination based on protected hairstyle in the K-20 public education system; defining the terms “race” and “protected hairstyles” for purposes of antidiscrimination requirements for private schools participating in the state school choice scholarship program, etc.
